RFI’s 536 Concrete Repairs Project

Q1. Page 8 of 27 of RFP, Factor 2 states Offeror must submit a PPQ for each project in factor 1. Then it states that PPQs shall be submitted by the references directly to the government. Please confirm whether the Offeror or References are responsible for submitting the PPQs to government.

Answer: Offeror may submit with contact name, email address and direct phone number for the reference.

Q2. Can project experience of key subcontractors be used to fulfill Factor 1?

Answer: If and only if the key subcontractor will be used on this project.

Q3. General Note F throughout the Drawings state to “scrape all loose paint down to the substrate, prep, prime and paint all existing and new walls, columns and ceilings 100% in area of work, including chiller room and boiler room”. Will this work be considered in the Base Bid or a Bid Option? Please clarify and expand on the intent of this note.

Answer: All wall and ceiling surfaces (including columns) are to be prepped and painted as part of the base scope of work except where work is broken-out off the base scope into Options (from Addendum #1). Work noted as Option #6 and Option #7 would include the wall/ceiling prep and painting as part of those options and that scope would not be included in the base bid work.

Q4. Drawing A-101 Keyed Note A.08; near axis H – 16.9 to 17.7, note Bid Option # 7 is included. It is not clear if this note refers to Keyed Note A.08 or some other work. Please clarify.

Answer: This refers to the catch basin which is part of the work at the east wall. All of the work along this wall (as noted) is part of Option #7.

Q5. Section III.R Additional Terms and Conditions, 2 references Specification Section 01593, Security Regulations. The referenced section cannot be found in the solicitation package. Please provide.

Answer: This should refer to Section 01 35 53 - Security Procedures.

Q6. Section 012200, 1.7, 8 Item 8 references Detail A4 & B4/A500. Sheet drawing A500 does not include these details.

Provide.

Answer: This should be Detail 1 and 2 on A-500.

Q7. Reference Division 1, 015000, 2.2 Temporary Facilities. Will there be onsite space available for the specified field office requirements? If there is no onsite space will an offsite field office be required?

Answer: There will be limited space on the 2nd floor of the building for an office.

Q8. Section 013529, 1.5, B states that “The SSHO shall remain on-site while the Work is underway”. Will the SSHO be allowed to hold another onsite position or will the SSHO be a dedicated position?

Answer: SSHO may hold another position.

Q9. Section 013553, 1.2, B.1, What if any level of security clearance will be required of contractor’s personnel (Secret, TS, etc.)?

Answer: All will undergo a Tier 1 investigation.

Q10. Section 013553, 1.2, B.1, How much time will the government require for personnel vetting once the application has been submitted?

Answer: 4 weeks is a typical review time.

Q11. Will the pre-bid conference sign in sheet be available to offerors?

Answer: Yes.

Q12. 015000, 3.3, C, Project Signs. Will project signs be required for this project?

Answer: Yes.

Q13. Has all of the new proposed work shown on the construction documents been approved by the City of Chicago, so that the contractor can obtain the required construction permits?

Answer: The GC will need to get any required permits or submit to the Chicago Department of Underground Review.

Q14. II.D. Technical Proposal Factor 2: Experience on Similar Projects - For previous projects that have CPARS evaluations are questionnaires still required to be submitted?

Answer: Yes.

Q15. Confirm that GSA is to pay all cost related to ComEd coordination, engineering and onsite “Watch” personnel.

Answer: GSA will pay for ComEd contractors, engineering and onsite representatives.

Q16. Provide an email address for Maisha Earl so that we can obtain a quote for the work associated with Electrical Key Note E8 on sheet E-100. FYI…we have attempted numerous time to contact this person at the number (773-509-3524) provided in the bid drawings. Please advise…

Answer: GSA has no further contact information for this person.

Q17. Electrical Key Note E14 states that the EC is to provide an Exhaust/Ventilation system. This equipment would fall under HVAC contractors scope of work...wired by the electrical contractor.

Please provide amperage, voltage and number of poles(Wires) that we are to include in our base bid.

Answer: This is temporary ventilation and exhaust to control dust caused by demolition and construction activities. The GC will need to propose a system to accomplish this as part of their logistics and dust control plan, implement the system and remove it at the end of construction.

Q18. Clarification is needed for the video camera that is to be installed in the ComEd vault. i.e. Is this a stand alone system or is it to be connected to the building’s CCTV system? If it is to be connected to an existing system, please indicate head end location, dome or bullet type camera and location of camera. Will a monitor be required? Is this a temporary camera or is it to remain after the construction is completed?

Answer: This is a temporary, stand-alone system requested by ComEd, requirements of the system will have to be coordinated with ComEd.

Q19. Clarification is needed for the “Tunnel” lights that we are to install inside the ComEd vault. Please provide a detail for this apparatus.

Answer: These are temporary lights requested by ComEd to insure the ComEd vault is adequately lit during construction.

The GC will be required to propose a solution, install it and remove it at the end of the project.

Q20. We could not access the ComEd vault during the pre-bid meeting. Are pictures available of all areas in the vault that work is to occur?

Answer: Photos are available and attached.

Q21. Currently, the access to the ComEd vault is through a grate located in the dock area. Will confined space requirements apply?

Answer: If that grate is of the size that dictates confined space then those requirements will apply. All OSHA standards must be upheld.

Q22. Confirm that there is no electrical work related to the concrete repairs at exterior of building. Specifically electrical, communications, security conduits that may be underground and/or in concrete pour.

Answer: Electrical and low voltage work at the exterior of the building is not currently part of the project. If any existing electrical or low voltage systems are disturbed as a result of the Contractor’s work, they will be responsible for replacing that work.
