COMBINED SYNOPSIS/SOLICITATION
Hanscom Air Force Base, Massachusetts
Trimble Site Survey Equipment Contracts Manager: 1st Lt Scott Campbell
Contracting Officer: Mr. Jared Fay
(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA8730-21-Q-0003.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09.
(iv) This procurement is being solicited as a brand name only, full-and-open requirement. The North American Industry Classification System (NAICS) code is 334511.
(v) Requirement: When submitting your quotation, please structure your Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs) to the following format:

(vi) Please refer to the attached specifications document (Attachment 1_Site Survey Equipment Specs) for all requirements of the Trimble site survey equipment.
(vii) Delivery: 60 days after receipt of order (ARO) to all required locations in the appropriate quantities as stated in the attached delivery locations document (Attachment 2).
(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Jun 2020), applies to this acquisition.
FAR 52.212-1 Addenda:
Offerors shall provide specific items listed in paragraph (v) and (vi) above. This brand name requirement is accompanied by a brand-name only justification as attached as addenda to this solicitation. Submission of an “or equal” type item is neither requested nor accepted as basis of consideration for an award arising from this solicitation. Award shall be made be to the lowest price offeror that also meets required specifications as listed in paragraphs (v) and (vi) above.
All firms or individuals submitting a quote shall be registered in the System for Award Management (SAM) website. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102.
(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition. Specific evaluation criteria is included in paragraph (a) of this provision:
(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
(i) Technical factors listed in section 17 of the Addendum to FAR 52.212-1 (Above)
(ii) Price
Award will be made on the basis of the Lowest-Priced Technically Acceptable quotes in accordance with
FAR 13.106-2.
(a) Offerors shall be ranked by price in ascending order from lowest priced to highest priced. The lowest-priced quotation shall then be evaluated on the basis of how the quotation conforms to the required specifications as listed in paragraph (v) and (vi) above or as attached to this solicitation. Any quotation not meeting the required specifications shall be deemed non-responsive and therefore, ineligible for award. Should the lowest-priced quote be determined as technically acceptable, award may be made to that offeror without evaluating any other quotations. The Government also reserves the right to evaluate any or all quotations, if it is deemed in the best interest of the Government.
Award shall be made to the lowest-priced, technically acceptable quotation that also meets the required specifications contained in this solicitation.
(x) The provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items (Oct 2020) with its Alternate I (Oct 2014), applies to this acquisition. A completed copy of this provision must accompany your quotation.

AFFARS 5352.201-9101 OMBUDSMAN (OCT 2019)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.
Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/DRU/AFRCO/SMC ombudsman/ombudsmen].
