Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: AFLCMC/HBAK
Project/Program Name:
Estimated Contract Cost (including Options): -
Section B: Description of the Supplies/Services Required
BRAND NAME ONLY: Trimble C3 Total Stations with maintenance and support
Section C: Justification for Soliciting from a Single Source or Brand Name
The procurement of the Trimble C3 Total Stations provides software and hardware accessory interoperability, standardization, increased reliability and reduced training curve when combined with existing Trimble R-10 Global
Navigation Satellite System (GNSS) equipment. The operability and capability of the Trimble C3 allows for seamless integration with the Trimble R-10 Global Positioning System (GPS) Survey Gear. This combined capability in established survey packages enhances available features, increases data extraction and upload speeds while improving overall survey capability to all personal required to operate the equipment when opening austere airfields and/or restoring air navigation systems to the warfighter.
The Trimble Line of Survey Gear is the Standard Type for use. The
The Trimble C3 Total Stations provide interoperability and standardization with existing equipment;
Trimble R-10 GNSS survey equipment. The Trimble C3 Total Station, combined with existing equipment in established survey UTC's as well as the Site Survey package, provides for optimal capability while reducing the overall cost and logistics footprint if we procured a different Total
Station. By leveraging the interoperability of the Trimble C3 with the existing Trimble GNSS Survey Equipment, the
Government saves the cost of establishing a separate line of training and logistics to support incompatible survey equipment (both hardware and software).
The Trimble C3 Total Station equipment would integrate seamlessly with the GNSS equipment (Trimble R-10) already in use in the field used for precise measurements of airfields to include certified elevation data that is fed to the Department of Defense (DOD) and Department of Transportation (DOT) and National Geospatial-lntelligence
Agency (NGA) for official airfield survey data. The Trimble equipment supports increased Continental United States
(CON US) and Outside the Contiguous United States (OCONUS) accuracy and compatibility requirements for
Deployable Air Traffic Control and Landing Systems (DATCALS) Site Survey for current and new systems
Section D: Efforts to Obtain Competition
A search was conducted via GSA Advantage, NASA SEWP, and the open market via the Internet and found a limited number of vendors for the required Trimble listed items on GSA Advantage. On NASA SEWP, there are multiple vendors but it is for the software only and does not include

Section E: Steps to Preclude Future Single Source or Brand Name Awards
For future purchases, the Government will check GSA Advantage, NASA SEWP, and open-market sources for new potential vendors of the requested products.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
