Heavy Duty Gap Bed Engine Lathe

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with the policies and procedures for the solicitation, evaluation, and award as prescribed in FAR Part 13, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation number FA301621Q0087 is issued as a Request for Quotation (RFQ).

(iii) The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06/ 07-12-2021.

(iv) This requirement is a 100% Small Business Set-Aside under NAICS code 333517, for Machine Tool Manufacturing, the small business size standard is 500 employees.

(v) The following Contract Line Item Number (CLIN) applies:

Provide all supervision, labor, transportation, equipment, materials, and tools, necessary for the purchase, delivery, and installation of a Heavy- Duty Gap Bed Engine Lathe, to include all required accessories, and rigging requirements for installation in accordance with the attached Statement of Work.

DO NOT submit separate, independent, line item pricing for such charges as shipping, installation, electrical, or mechanical (if/as applicable). Failure to respond to ALL the requirements of this RFQ may render the quote un-acceptable and ineligible for award. Prices must remain valid at least 60 days from quote due date.

The following clauses, provisions, and Addenda apply and are continued at Attachment 1.

(viii) The provision at 52.212-1, Instructions to Offerors-Commercial applies with the following Addendum:

ADDENDUM to 52.212-1, Instructions to Offerors - Commercial Items

52.212-1 is hereby tailored as follows:

Paragraph (c) Period for acceptance of quotes. The quoter agrees to hold prices in its quote firm for 60 calendar days from the date specified for receipt of quotes.

Paragraph (d) Product samples, is deleted in its entirety.

Paragraph (e) Multiple offers, is deleted in its entirety.

Paragraph (f) Late submissions. (1) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.

(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.

(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

Paragraph (g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without interchanges with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct interchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Paragraph (h) Multiple awards, is deleted in its entirety.

Paragraph (l) Debriefing, is deleted in its entirety.

(ix) The provision at 52.212-2, Evaluation-Commercial Items applies with the following Addendum:

ADDENDUM TO 52.212-2, Evaluation – Commercial Items

FAR 52.212-2 is hereby tailored as follows:

Basis for Contract Award. The Government intends to award one Firm Fixed Price purchase order for this competitive acquisition. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by this solicitation. Unless specifically identified in your proposal, by submission of its offer, the Offeror concurs with all solicitation requirements, including terms and conditions, representations and certifications and technical requirements. Past Performance and options are not applicable.

Technical Acceptability will be determined based on an evaluation of the documents that are submitted with the quote, for example, brochures, cut-sheets, literature, drawings, or diagrams, sufficient for the Government to evaluate and determine technical acceptability of the proposed equipment as follows:

Acceptable: The proposed equipment clearly meets the salient physical, functional, and performance characteristics set forth in the Statement of Work, or

Unacceptable: The proposed equipment does not clearly meets the salient physical, functional, and performance characteristics set forth in the Statement of Work.

Note 1: It is not the Government's responsibility to seek out additional information related to the proposed equipment. Thus failure to provide sufficient documentation with the quote, may result in an immediate determination of unacceptability with no further award consideration regardless of price. FAR Part 15 based evaluations will NOT be used for this acquisition, thus the initial quote should contain your best terms; however; the Government reserves the right to conduct interchanges if determined necessary by the Contracting Officer to resolve issues such as technical or price, or deal with documentation including any other matter in the evaluation process. The Contracting Officer reserves the right to award a contract without the opportunity to revise quotes.

Note 2: Interchanges are exchanges of information that can be informal or formal, conducted in writing (in the form of an Interchange Notice (IN)) or by telephone call. The purpose of the Interchange might be to request clarification, change pages, revisions or other documentation. The Government may conduct Interchanges with one, some, none, or all offerors at its discretion. A competitive range determination is not required to enter into Interchanges and final quote revisions will not be required.

(x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with your offer.

(xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with the following addendum:

Paragraph (c) of Clause 52.212-4 is tailored as follows:

(c) Changes. Changes to the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriation data, etc., which may be changed unilaterally by the Government.

(xiii) Additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. Not applicable.

(xiv)Defense Priorities and Allocations System (DPAS) ratings. Not Applicable.

(xv) Submit quotes via email to Yolanda Lillard no later than 4:30 p.m. CDT, 25 Aug 2021. Questions, if any, must be submitted in writing no later than 2:00 p.m. CDT 19 Aug 2021.

Note: E-mails must contain the subject line “JBSA-Randolph Heavy-Duty Gap Bed Engine Lathe.” The entire quote must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that JBSA e-mail filters are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at JBSA.
