Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number FA2521-20-R-0007 shall be used to reference any written response provided under this request for proposal.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07, effective 2 July 2020.

This solicitation is set-aside 100% for Small Business participation. The North American Industry Classification System (NAICS) code for this project is 334519 with a size standard of 500 employees.

The 45th Space Wing is seeking a computer system which will ingest and display government provided live Eastern Range (ER) weather radar data, live ER lightning events, weather balloon data, and nominal vehicle trajectory data in a virtual 3-Dimensional (3-D) view on one display, referenced to launch complexes on Cape Canaveral Air Force Station. Weather radar and lightning data will be provided via continuous data feeds. Temperature data will be uploaded by the operator after each data set becomes available, and the launch trajectories will be uploaded by an operator once for each launch. The system shall be capable of displaying audible and visual alerts for violating Eastern Range weather launch rules for safe weather conditions. The system must also comply with applicable DoD cybersecurity requirements, including Department of Defense (DoD) Instruction 8510.01, National Institute of Standards and Technology (NIST) 800-53v4, and Federal Information Security Modernization Act (FISMA) guidelines.

This project will include (but not be limited to) all design, material, procurement, cyber certification, and building needed to provide a complete and usable end product to the Government. The contractor must provide all labor, materials, equipment, and transportation, required to install new equipment, then perform an operational checkout in lieu of formal Developmental Test and Evaluation (DT&E) testing of the affected 45 SW operational systems.

All work must be accomplished in accordance with all contract specifications, common work practices, and industry standards.

Please provide the following information with your proposal:

1. Volume I (Administrative) – Cover Letter (if so desired), Representations & Certifications (if current and complete in SAM, state so accordingly), Tax Identification Number (TIN), CAGE Code and DUNS Number, and completed FAR Clauses/Provisions as outlined in this solicitation.

2. Volume II (Technical) – Not to exceed 40 pages. Submit a narrative detailing a plan or approach to meet the Government’s stated requirements. This narrative shall address all requirements identified in the SOO and demonstrate a thorough understanding of the work to be performed. The technical proposal shall include, at a minimum: 1) a cover page, 2) a table of contents, 3) your proposed technical approach in the form of a Statement of Work (SOW), to include background/scope/program objectives, program plan, technical discussion, and program schedule, and 4) management. The SOW must be suitable for contract incorporation. Do not include any proprietary information in the SOW.

3. Volume III (Price) – No page limit. Include a fully disclosed price proposal based on the requirements contained herein; the price proposal shall identify a detailed breakdown of all proposed elements including a breakout of price by Contract Line Item Number (CLIN) with all applicable supporting documentation. Minimum proposed elements: Materials, Labor, Indirect Costs, ODCs and Profit.

4. Volume IV (Past Performance) – Not to exceed 10 pages. Submit evidence of recent and relevant past performance, including point of contact information (e.g. customer surveys, Contractor Performance Reporting System (CPARS) printouts, etc.) for up to 3 prior contracts/orders for similar scope of work. If no previous past performance information for similar work is available, state so accordingly. Recent is defined as within the last three years.

Relevant is defined as work similar in complexity and magnitude of the work described in Attachment 1, Statement of Objectives.

All companies must be registered in the System for Award Management at https://beta.sam.gov/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

52.212-2, Evaluation -- Commercial Items (2014-10), applies to this acquisition and the following evaluation is applicable:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to utilize the Tradeoff process in accordance with Acquisition Regulation (FAR) 15.1, as supplemented by the Defense Federal https://beta.sam.gov/

Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at https://www.acquisition.gov.

The following factors shall be used to evaluate offers:

(i) Technical

(ii) Price

(iii) Past Performance

Technical is significantly more important than Price. Past Performance will be evaluated as acceptable or unacceptable only and will not be part of the tradeoff process.

Factor 1 – Technical: Proposal must be rated as technically acceptable to be eligible for award.

An adjectival rating as listed in Table A-1 below will be assigned to the following subfactors:

Subfactor 1: Technical Capability. The Government will evaluate the offeror’s proposal to the extent that the offeror clearly demonstrates the capability of meeting or exceeding the requirements listed in Attachment 1, Statement of Objectives, paragraph 3.

Subfactor 2: Delivery Schedule. The Government will evaluate the offeror’s proposal to the extent that the offeror clearly demonstrate that they can meet or exceed the requirement to deliver a complete functional Display System within one year of contract award.

Subfactor 3. Cyber Security. The Government will evaluate the offeror’s proposal to the extent that the offeror clearly demonstrates the capability of meeting or exceeding the requirements listed in Attachment 1, Statement of Objectives, paragraph 7.1.

Factor 2 – Price: The offeror’s price shall be evaluated for reasonableness IAW FAR 13.106.

The Government reserves right to eliminate an offeror from competition if the proposed price is determined to be unreasonable.

Optional Data Rights\Licensing Agreement Costs: An offeror may submit tiered optional cost for Data Rights and\or Licensing Agreement Terms and pricing. For example; Commercial Rights, Government Purpose Rights, Full Rights. If the Government chooses to select an option proposed by the offeror, these costs will be added to the overall price and be evaluated based on the best value to the Government.

Factor 3 – Past Performance: Past Performance information will be utilized to determine the quality of the contractors past performance as it relates to the probability of success of the required effort. Offerors must receive a past performance rating of “Acceptable” to be eligible for award.

(1) Ratings. The Past Performance factor will receive one of the ratings described below.

(2) Evaluation Process. The past performance evaluation considers each offeror’s demonstrated record of performance in supplying products and services that meet the solicitation requirements.

In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance proposal volume and information obtained from other sources available to the Government, to include, but not limited to: the Past Performance Information Retrieval System (PPIRS); Federal Awardee Performance and Integrity Information System (FAPIIS); Electronic Subcontract Reporting System (eSRS), or other databases; and interviews/questionnaires with Program Managers, Contracting Officers and Fee Determining Officials, the Defense Contract Management Agency (DCMA), data available in the statistical reporting module of the Supplier Performance Risk System (SPRS), and commercial sources.

Table A-2. Past Performance Acceptable/Unacceptable Ratings

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if he option prices are significantly unbalanced. Evaluation of the option shall not obligate the Government to exercise the option.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

An offeror must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.

Discussions: The government intends to award a contract without discussions with respective offerors. The government however, reserves the right to conduct discussions if deemed in its best interest.

Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

Note: The vendor acknowledges that should the quote or proposal’s terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
