COMBINED SYNOPSIS/SOLICITATION

SOLICITATION NUMBER: 20225701141

NOTICE TYPE: Combined Synopsis/Solicitation

SYNOPSIS: This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued separately.

This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-05 dated March 7, 2022.

The solicitation number is 20225701141 and this solicitation is issued as a request for proposal (RFP). All proposals must remain valid for 120 days after receipt.

This requirement is being procured as full and open competition.

The associated North American Industry Classification System (NAICS) code is 238210 Electrical Contractors and Other Wiring Installation Contractors, with a corresponding small business standard of $16.5 million. Only offerors familiar with the State of Texas electrical codes should apply.

Offer due date/local time: 2:00 PM MST on April 28, 2022. Please reference the solicitation number of 20225701141 in the subject.

Only questions submitted by email to carmella.speer@ibwc.gov and Sylvia.Grindstaff@ibwc.gov will be considered. Questions received from Offerors after 2:00 pm MST on 14 April 2022 may not be responded to.

SITE VISIT: A site visit may be scheduled by contacting Juan Escobar by email at juan.escobar@ibwc.gov. It is highly recommended offerors schedule a site visit.

All vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves) while attending the site visit. Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted.

DESCRIPTION: The United States Section of the International Boundary and Water Commission (USIBWC), Amistad Power Plant located at 670 Texas Spur 349, Del Rio, Texas 78840 requires electrical services to install components associated with the 15Kv Switchgear, in accordance with the attached Performance Work Statement (PWS). The Contractor will provide services to replace existing two (2) 150DHP750C and two (2) 75DHP500 15KV Porcel-line type DHP Magnetic Air Circuit Breakers with two (2) 150DHPVR5002000 and two (2) 150DHPVR750C1200 15KV Vacuum Type Circuit Breakers and the obtaining of one (1) Remote Circuit Breaker Racking System (RPR2 or equivalent).

The Government will award one Firm Fixed Priced contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on the Contractor’s Technical Approach, Expertise and Qualified Personnel to provide the services, and Past Performance.

TECHNICAL APPROACH: Proposal must demonstrate the technical approach by providing a two to three-page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule.

PAST PERFORMANCE: Proposal shall demonstrate successful past performance of at least three (3), but not more than five (5) references for projects of similar scope and size. All prospective offerors must have past performance references complete the attached Past Performance Questionnaire and return the questionnaire via email to carmella.speer@ibwc.gov and sylvia.grindstaff@ibwc.gov.

Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given.

PROVISION 52.212-3 REQUIREMENT

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acuisition.gov.

DOL WAGE DETERMINATION: Service Contract Act Wage Determination 2015-5229 Revision 16 dated 21 December 2021 applies to this procurement.

COVID-19 REQUIREMENTS: Contractor employees must adhere to all CDC and OSHA COVID-19requirements while on IBWC property and when participating in any type of function associated with this requirement.

• Vaccination attestation for onsite contractor employees and visitors. When the COVID-19 Community Level is MEDIUM or HIGH in a county where a federal facility is located, onsite contractor employees and visitors to that facility should attest to their vaccination status using the Certification of Vaccination form.

• Proof of recent negative COVID-19 tests for onsite contractor employees and visitors who are not fully vaccinated. When the COVID-19 Community Level is MEDIUM or HIGH in a county where a federal facility is located, onsite contractor employees and visitors who are not fully vaccinated or who decline to provide information about their vaccination status should be able to provide proof of a negative COVID-19 test from within the previous 3 days when in that facility.

• Agency approvals of meetings, conferences, or events.

Should an agency intend to host a meeting, conference, or event that will be attended in-person by more than 50 participants at a facility in a county where the COVID-19 Community Level is HIGH, the agency should first seek the approval of its agency head or official to which this responsibility has been delegated, in consultation with the agency’s COVID-19 Coordination Team.

In accordance with USACE EM 385-1-1 03.A.06 and OSHA recommended practices, an Infectious Disease Preparedness and Response Plan is required and must be submitted with the Accident Prevention Plan. If the contract does not require an Accident Prevention Plan, The Infectious Disease Preparedness and Response Plan must be submitted within 15 days after award.

(hereinafter, “Excluded State or Outlying Area”). In all other circumstances, the Government will enforce the clause, except for contractor employees who perform substantial work on or in connection with a covered contract in an Excluded State or Outlying Area, or in a covered contractor workplace located in an Excluded State or Outlying Area.

INVOICE PROCESSING PLATFORM: The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S.

Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

Information concerning accessing the IPP system will be provided at time of award.
