This is a combined synopsis/solicitaƟon for commercial products prepared in accordance with the format in Subpart 12.6 of the Federal AcquisiƟon RegulaƟons (FAR), as supplemented with addiƟonal informaƟon included in this noƟce. This announcement consƟtutes the only solicitaƟon; quotaƟons are being requested, and a wriƩen solicitaƟon will not be issued. This solicitaƟon document incorporates those provisions and clauses in effect through Federal AcquisiƟon Circular 2025-04.

The USDA, Agricultural Research Service requires (1) Gel Documentation Imager per the attached Specifications at the –

Delivery: US National Poultry Research Center (USNPRC) at 934 College Station Road, Athens GA, 30605.

In accordance with the procedures in FAR Part 5 and 12, this Request for Quotes (RFQ), number 1232SA25Q0489, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued as a Small Business Set Aside under the North American Industry ClassificaƟon System (NAICS) Code 334516 – Analytical Laboratory Instrument Manufacturing.

To be considered for award, vendors must provide a quote on company leƩerhead (or similar markings, clearly idenƟfying vendor name and address) with the subject solicitaƟon number detailing the item descripƟon, unit price per item, total price, and valid for at least 60 days aŌer receipt of quote. Vendors must provide pricing for each line item. Quotes must include pricing for each line item. Failure to provide all informaƟon may result in a quote being determined as non-responsive without discussion.

All responsible sources who submit a Ɵmely and complete quote will be considered for award.

The government anƟcipates award of a Firm Fixed Price contract. The award shall be based on Lowest Price Technically Acceptable (LPTA) quote. The evaluation and award procedures in FAR 13.106 apply.

All technical quesƟons or quesƟons regarding the Statement of Work must be submiƩed by email to melissa.santos@usda.gov. The final day for quesƟon submission is Monday, August 11, 2025 12PM CST.

The Government intends to award one Purchase Order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation is the Lowest Price Technically Acceptable (LPTA) quote. The evaluation and award procedures in FAR 13.106 apply. Technically acceptable is defined as the quoter’s ability to meet all the requirements identified in the Specifications and quoter’s demonstrated ability to perform the contract successfully through Past Performance. The following factors shall be used to evaluate quotes: (1) Technical Capability, and (2) Price.

Vendors are required to be acƟve and registered in the System for Award Management at www.sam.gov when submiƫng a quote and at Ɵme of award. Payment will be made uƟlizing the Department of the Treasury Invoice Processing Plaƞorm at www.ipp.gov. SAM.gov and IPP.gov are FREE, official websites of the United States government.

Quotes are due no later than Thursday, August 14, 2025 4:00PM CST. Quotes must be submiƩed electronically, e-mailed to melissa.santos@usda.gov; no faxed or hard copy quotes are allowed.
