Hoist and Fall Arrest System Inspections

FA2517-22-Q-0014

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation FA2517-22-Q-0014, Hoist and Fall Arrest System Inspections is being issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-02, dated 14 Jan 2022.

(iv) This acquisition is being solicited as Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this requirement is 541690, Other Scientific and Technical Consulting Services with a size standard not to exceed $16.5 million. A single award will be made resulting from the evaluation of quotes.

(v) The following is a list of contract line item number(s) and items and respective quantities:

Hoist and Fall Arrest System Inspection Services, Total Quantity: 1 each with 4 option periods

(vi) DESCRIPTION OF THE REQUIREMENT: The contractor shall perform services in accordance with Attachment 1, Performance Work Statement dated 28 Jan 2002. Place of performance is Peterson Space Force Base in Colorado Springs, Colorado.

- All inspections will be conducted in accordance with AFI 91-203, Chapter 35, OSHA, and manufacturer requirements.

(vii) Period of Performance is Base + Four (4) Option Years. The base year is 3 March 2022 – 2 March 2023. FOB Destination

(viii) PROVISION FAR 52.212-1 -- INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS, applies to this acquisition. Complete and submit Attachment 3, Contractor Submittal Form.

(ix) FAR 52.212-2 – EVALUATION – COMMERCIAL ITEMS

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using a Lowest Price Technically Acceptable (LPTA) approach; the Government will award to the lowest priced offeror that is determined technically acceptable. The following factors shall be used to evaluate offers:

Factor 1: Technical Capability

Factor 2: Price

(b) Factor 1: Technical Capability

1. Technical capability of the item offered to meet the Government requirement shall be evaluated based on an evaluation of Technical Capability Factor; the factor will be rated as “Technically Acceptable” or “Technically Unacceptable.”

2. Offeror shall correctly propose an effective staffing approach with relevant experience, qualifications, and expertise to successfully fulfill all PWS requirements.

3. “Technically Acceptable” is defined as the quote meets the minimum requirements of the solicitation.

4. “Technically Unacceptable” is defined as the quote does not meet the minimum requirements of the solicitation.

5. Quotations that do not meet these minimum requirements shall be considered unacceptable and shall not be considered for award. Please ensure your quote includes a statement that your company understands the requirements specified in the PWS and will meet the performance standards and requirements therein.

Additionally, include a statement that your company does or does not take exception to any of the requirements of the PWS or the terms/conditions of the purchase order.

(c) Factor 2: Price

1. Price will be evaluated to determine if it is reasonable in accordance with FAR Part 13.

Quotes shall be sufficiently detailed to demonstrate fairness and reasonableness.

(d) AWARD PROCESS:

1. The Government will first evaluate all quotations to ensure it complies with all aspects of the solicitation thereby being determined as either “Responsive” or “Non-Responsive.” Quotes submitted after 4 pm Eastern time on 15 February 2022 will not be accepted and determined “Non-Responsive.”

2. The Government will then rank the quotes from lowest to highest total price. The lowest priced quote will be evaluated for Factor 2, Technical Acceptability, on an acceptable/unacceptable basis.

3. Prior to award, the lowest priced technically acceptable offer will be evaluated for fairness and reasonableness in accordance with FAR Part 13. If the price is determined to be fair and reasonable, the lowest priced responsible Offeror, who is technically acceptable, will receive the award. The award will be made to that Offeror without further consideration of any other Offeror.

4. If the low Offeror is not found to be technically acceptable, the evaluation team will proceed to the next lowest quote as outlined above, and so on until the

Lowest Price Technically Acceptable offer is found, without obligation to evaluate all quotes.

5. The Government intends to award a contract without discussions; however, reserves the right to conduct interchanges, clarifications, and/or exchanges with all or some offerors if the Contracting Officer determines it to be necessary.

(x) FAR 52.212-3 – OFFEROR REPRESENTATIONS AND CERTIFICATIONS – COMMERCIAL

ITEMS

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.

(xi) FAR 52.212-4 – CONTRACT TERMS AND CONDITIONS – COMMERCIAL ITEM

All terms and conditions identified under this FAR clause are applicable to this Request for Quotation.

(xii) FAR 52.212-5 -- CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS, applies to this acquisition. See Attachment 2, Terms & Conditions for full text.

(xiii) Additional Contract Requirements and/or Terms and Conditions

See Attachment 2, Terms & Conditions for applicable provisions and clauses.

(xiv) The Defense Priorities and Allocation Systems (DPAS) does not apply to this request for quote.

(xv). If you have any questions, please submit them in writing no later than 4:00 PM Eastern Time on 4 February 2022.

Quotes are due via e-mail no later than 4:00 PM Eastern Time on 15 February 2022.

All quotes and questions (if applicable) shall be submitted via email to marlene.babbitt@spaceforce.mil and justin.bowers@spaceforce.mil.

(xvi) All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with 21st Contracting Office (21 CONS) at Peterson Space Force Base, Colorado.
