PERFORMANCE WORK STATEMENT
302nd Maintenance Group
Annual Hoist and Fall Arrest Systems Inspections 28 January 2022
1. SCOPE. The Contractor shall provide all non-personal services to include transportation, labor, equipment (to include lifts above 30 feet) tools, materials, supervision, travel, freight, and other items and services necessary to perform hoist and fall arrest systems inspections for the 302nd Maintenance Group at Peterson Space Force Base (SFB), Colorado Springs, Colorado.
2. SPECIFIC TASKS. The Contractor shall perform inspections of 35 hoists and 44 fall arrest systems as outlined in the following paragraphs:
2.1. The Contractor shall complete the inspections of each hoist and fall arrest system annually using the following instructions/regulations: AFMAN 91-203, Air Force Occupational Safety, Fire and Health Standards, chapters 12-13; Occupational Safety and Health Administration (OSHA); and manufacturer requirements.
2.2. The Contractor shall inspect each hoist listed in paragraph 5.4. Table 1 by completing the following: check all mechanisms for wear; check the lubrication of all hoist mechanisms; check each hoist for proper alignment; load and weight test each hoist (with certified weights) to 125% capacity of each hoist; verify the capacity, manufacturer, model, and serial number of each hoist; provide a load test certificate and an inspection and maintenance report for each hoist inspected; and provide an inspection sticker for each hoist inspected.
2.3. The Contractor shall inspect each fall arrest system (consisting of a lanyard, beam, and trolley,) to include wearable harnesses, by completing the following: check all mechanisms for wear; check lanyard material for fraying, tearing, and stretching;
check lubrication of all fall arrest system mechanisms (rollers); verify the capacity, manufacturer, model, and serial number of each system; provide an inspection and maintenance report for each fall arrest system inspected; and provide an inspection sticker for each fall arrest system inspected.
The fall arrest systems are located at the following:
• Building 210 Bay 1 (14 total)
• Building 210 Bay 2 (14 total)
• Building 214 Bay 3 (16 total)
3. WORK CONTROL. The 302nd Maintenance Group Point of Contacts (POCs) shall schedule the inspection of each hoist and fall arrest system with the Contractor to ensure minimum impact to ongoing 302nd Maintenance Group mission requirements, and/or to de-conflict with weekends/holidays.
4. DELIVERY AND INSPECTIONACCEPTANCE
4.1. The Contractor shall notify the 302nd Maintenance Group POCs upon completion of work for inspection and acceptance. The 302nd Maintenance Group POCs are identified in paragraph 5.4. Table 1.

4.2. All inspections will be conducted in accordance with AFMAN 91-203, Air Force Occupational Safety, Fire and Health Standards, chapters 12-13; OSHA; and manufacturer requirements.
5. GENERAL INFORMATION
5.1. Place of Performance. Work shall be performed in the hangar/shop where each hoist and fall arrest system is located at Peterson SFB, Colorado Springs, CO.
5.2. The Contractor shall not remove any hoist or portion of the fall arrest system from the hangar to conduct any portion of the inspection. Should the Contractor identify a need to move a hoist or portion of the fall arrest system, the Contractor must notify the respective 302nd Maintenance Group POC for approval and coordination.
5.3. Contractor employees shall identify themselves as Contractor personnel by introducing themselves, or being introduced as Contractor personnel, and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence. The 302nd Maintenance POC will escort the Contractor to all flightline hangar and test cell areas, but will not be required to physically stand by for job completion.
5.4. The following table lists each hoist and the location of the hoist:
