PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS) Range and Training Programs Division Operational Support
Vision Statement
To identify the manpower and expertise required to provide seamless Training Support as it applies to exercise design, control and support.
1. Introduction
The objective of this Performance Work Statement (PWS) is greater combat readiness and enhanced operational execution by providing a training continuum that supports planning, preparation, exercise, and assessment capabilities for U.S. Marine units. Training capability requirements describe exercise programs and Modeling and Simulation (M&S) capabilities to meet unit training needs. The Marine Corps Training Environment (MCTE) is a key component in the development of Fleet Marine Forces (FMF) as articulated in the 38th Commandant’s Planning Guidance.
1.1 Mission
The Range Training and Programs Division (RTPD) provides resource sponsorship and requirements oversight of the MCTE throughout the life-cycle of system training aids, devices, simulators and simulations, live ranges and range instrumentation. Training systems must be developed for interoperability across the MCTE, while supporting operational and institutional, home station, exercise, and deployment training venues. RTPD identifies, develops, and coordinates the integration of live and synthetic training systems in order to provide training capabilities to the Total Force.
RTPD/Synthetic Training Integration and Management (STIM) Branch provides resource and requirements sponsorship of the MCTE throughout the life-cycle of system training aids, devices, simulators and simulations.
Achieving Department of Defense Training Transformation requires that training systems be developed for interoperability across the MCTE, while supporting operational and institutional, home station, exercise, and deployment training.
RTPD/Range Training Area Management Branch (RTAMB) RTAMB is responsible for the development and implementation of institutional programs to sustain, upgrade, and modernize Marine Corps training ranges that support the achievement and maintenance of combat readiness. RTAMB is the resource sponsor for institutional range programs and live training systems. RTAM provides for range and training area management through a myriad of functions/programs such as range safety, range maintenance/sustainment, range control management/instruction, Force on Force Training Systems (FOFTS), Immersive Training Environments (ITE) and financial support. Tasked with those responsibilities, RTAM executes requirements as derived from numerous Marine Corps Orders and directives that delineate the responsibilities and requirements for range safety and operations.
1.2 Background
Combat readiness is of the utmost importance to the Marine Corps. The Range and Training Programs Division (RTPD) is responsible to the Commanding General, Training & Education Command (TECOM) for the development of the MCTE. The programs RTPD manages are:
a) Deployed Virtual Training Environment (DVTE), a laptop configuration with additional peripherals which host software that allows users to train in decision making through animated avatars, and virtually view terrain in 3 dimensions. The software application allows users to conduct a variety of scenarios within the Fleet Marine Force in order to increase proficiency of skills associated with their military occupation.
b) Supporting Arms Virtual Trainer (SAVT) supports the qualification of Joint Terminal Air Controller
(JTAC) personnel and supports approximately fifty-nine different types of JTAC tasks.
c) Indoor Simulated Marksmanship Trainer (ISMT) is a basic and advanced marksmanship trainer that supports training of small arms and crew-served weapons training.
d) Marine Air Ground Task Force (MAGTF) Tactical Warfare Simulation (MTWS) is a MAGTF staff training system which provides training scenarios where large forces are maneuvered across a constructive representation of the world.
e) Combine Arms Command and Control Training Upgrade System (CACCTUS) is a combined arms training system which supports company and battalion teams in tactics, techniques, procedures, and decision making associated with fire support and maneuver.
f) Marine Corps Driver Trainer (MCDT) supports training associated with MOS skills/licensing and incidental licensing of personnel in the various vehicles employed by the Marine Corps.
g) Combat Convoy Simulator (CCS) supports the training of logistics convoy operations, tactical vehicle maneuver and movement and provides additional training support with dismounting of personnel and weapons engagement training.
h) Combat Vehicle Training System (CVTS) is configured into three separate vehicles: M1A1 Tank, AAV, and LAV, which support crew and gunnery skills training as a gateway to live fire.
I) Family of Egress Trainers (FET) includes the Modular Amphibious Egress Trainer (MAET) which is a modular training device designed to train Marines to egress a ditched aircraft. The trainer and associated training programs are a contractor conducted training program directed toward frequent (non-air crew) flyers and passengers aboard these vehicles. The Family of Egress training is comprised of both Waterborne Egress Training (WET), the Underwater Egress Training (UET) and Dry Rollover Egress Training (DRET). The WET includes the MAET, Submerged Vehicle Egress Trainer (SVET) and Shallow Water Egress Trainer (SWET)
j) Force on Force Training Systems (FoFTS) provide realistic, non-live-fire capabilities to perform force-on-force training and supports realistic, live-fire force-on-target training. The program develops, fields and supports (provides operation, maintenance and warehousing) for a suite of tactical engagement capabilities that enhance MAGTF training around the world and across the ROMO.
k) Instrumented-Tactical Engagement Simulation System Increment II (I-TESS) is a fully integrated system that supports direct force-on-force and force-on-target tactical engagement training. The system provides Command and Control (C2) for real-time situational awareness as well as After Action Review (AAR) capabilities.
l) Combat Vehicle-Tactical Engagement Simulation System (CV-TESS) is mounted on combat vehicles to simulate realistic force-on-force training. System uses lasers, detectors, video and audio on M1A1 tanks, Light Armored Vehicles (LAV) and Amphibious Assault Vehicles (AAV) to simulate battlefield engagements with the vehicle’s primary and secondary weapons as well as provide AAR to enhance gunnery proficiency without expending live ammunition.
m) Immersive Training Range Support (ITRS) supports the overall readiness of the Marine Corps by providing the required immersive environment (current and future) capabilities to support small unit training, from Training and Readiness Standards through Marine Corps Combat Readiness Evaluations (MCCRE). ITRS capabilities supports units training during pre-deployment requirements and mission essential tasks needed to stay proficient and ready. ITRS uses innovative technologies and programs that enhance the effectiveness of training and education for Fleet Marine Forces (FMF) units.
Future efforts in support of Live Virtual Constructive Training Environment (LVC-TE) shall provide integration of systems such as Aviation Distributed Virtual Training Environment (ADVTE), CACCTUS, DVTE, and SAVT for distributed tactical air-ground training, as well as common tools to support planning, preparation, execution, and assessment.
As the complexity of training events continues to evolve, training program effectiveness and the capabilities of simulation systems to support and optimize training outcomes becomes an increasingly critical concern.
Verification, Validation and Accreditation (VV&A) are three interrelated, but distinct processes that gather and evaluate evidence to determine, based on the model or simulation’s intended use, the capabilities, limitations, and performance relative to the real-world objects it simulates. RTPD tailors VV&A to meet USMC specific requirements and provide a data-based appraisal of simulators and their ability to meet specified training objectives for all supported programs.
