1 PROJECT DESCRIPTION
1.1 Project Type
This is a Repair and Alterations project, as further defined in the PBS P-100 Facility Standards for the Public Buildings Service, Appendix A. See the Standards and Criteria Documents section under General Requirements below.
1.2 Project Objective
The objective of this project is to execute a DB Contract that understands the needs and desires of the building tenants and the GSA as well as the realities of budget constraints and limitations.
1.3 Project Delivery Approach
The Design-Build project delivery method will utilize a qualified DB Contractor who will be responsible for the architectural/engineering services to complete construction documents as well as construction services.
1.4 Reference Materials
Reference materials, Existing Building Drawings, shall be made available to the DB Contractor upon request.
2 GENERAL REQUIREMENTS
The requirements set forth in this section apply to all stages and phases of the project as described in the Scope of Services section below.
Some of the requirements of this section may be subject to exercise of contract option(s).
2.1 Contract Parties and Contract Work
The parties to this contract are the Contractor, hereinafter referred to as the Design-Build (DB) Contractor, and the United States Government. For purposes of this contract, the office representing the Government is the General Services Administration (GSA), Southeast Sunbelt Region, Public Buildings Service, headquartered in Atlanta, Georgia, hereinafter referred to as the GSA.
The individual authorized to act on the behalf of the GSA in the administration of this contract is the GSA Contracting Officer. The GSA Contracting Officer may delegate certain of his or her authorities to others, and if so, will notify the DB Contractor in writing of the specific authorities delegated to, and limitations placed upon, named authorized representatives. The DB Contractor shall not take any direction, or act upon any information, from individuals other than those having the requisite authority as confirmed by the GSA Contracting Officer’s written notification.
This contract includes both Design Stage services and Construction Stage work, all to be performed by the DB Contractor. Design Stage services include providing Design Concept, Design Development and Construction Document services. Construction Stage work includes performing construction in conformance with the performance specification provided in Appendix B. The DB Contractor shall proceed with the Design Stage services upon receipt of the GSA notice to proceed (NTP) with that portion of the work. The GSA will issue a notice to proceed with the Construction Stage work upon completion of the Design Stage services and the GSA approval of the DB Contractor final Construction Document submission.
The DB Contractor shall be the Architect and Engineer(s) of Record for the project and shall bear all responsibilities and liabilities attendant thereto.
The specific activities, tasks, and deliverables required of the DB Contractor are further delineated in this Statement of Work.
2.2 Professional Ethics and Standards of Practice
In the conduct of all activities required for or otherwise related to the performance of the contract work, the DB Contractor shall conform to and uphold all established ethical principles and professional standards of practice governing the DB contractor segment of the construction industry, including the International Union of Architects (UIA) Accord on Recommended International Standards of Professionalism in Architectural Practice, the American Council of Engineering Companies (ACEC) Ethical Guidelines, and the tenets of professional ethics contained in the Design- Build Institute of America (DBIA) Design-Build Manual of Practice.
2.3 Project Delivery Team Roles and Responsibilities
In the performance of the requirements of this contract, the DB Contractor shall work in concert with other parties on the Project Delivery Team. The Project Delivery Team will include other contractors, the GSA personnel, customer agency representatives, and other stakeholders. The GSA will develop, periodically update, and maintain throughout the course of the project, a listing of the Project Delivery Team membership and respective roles and responsibilities.

2.8 Performance Objectives
2.8.1 Standards and Criteria Documents
2.8.1.1 Applicability
All services must be conducted in accordance with the documents listed below. The applicable version of each document shall be the version current at the time of award of this contract. In the event of a conflict between the requirements stated in these documents and requirements provided elsewhere in this Statement of Work, the requirements in the Statement of Work will prevail.

2.8.2 Sustainable Design/LEED®
2.8.2.1 C&D Waste Management Requirements
GSA's minimum requirement is to divert 50% of C&D waste from landfills/incinerators, with a higher goal of 70% diversion. The design specifications completed by the A/E must be consistent with these goals. The A/E must include the template Construction Waste Management and Disposal specification in the design. This document is a template and must be tailored to the project. The A/E must also include the C&D Waste Management Report form as an attachment to the specification. Templates for both of these documents are attached to this document.
2.8.2.1.1 Waste Management Plan
A waste management plan shall be submitted at the completion of construction documents phase of the project or within 14 days of date established for the Construction Notice-to- Proceed. The plan includes at the minimum the following requirements:

1. Describe strategies for minimizing waste
2. During project planning, include a bulk estimate in weight (tons) or volume (cubic yards) of waste diverted and anticipated weight/volume for materials going to landfill.
3. Anticipated recycling revenue: Shall be factored into contractor bid and contractor should provide an estimate of the recycling proceeds amount.
4. Final rates based upon weight (tons).
5. List of diversion facilities and disposal activities to be used. (Include name, location, and phone number)
2.8.2.1.2 Waste Management Monthly Reports
Contractors are required to submit a monthly waste management report that details the amount of C&D waste by material diverted/recycled as well as the amount sent to landfill on the project. These reports shall be submitted to the GSA PM and/or COR in electronic format.
2.8.3 Fire Protection/Life Safety
Except as otherwise indicated in referenced programming documents, fire protection and life safety design requirements must comply with PBS-P100, Chapter 7. As provided in PBS-P100 Chapter 7, NFPA 101 is the primary applicable standard. In cases where NFPA is silent on an issue, and IBC addresses the issue, the IBC requirement will apply.
2.9 Cost Management
2.9.1 Cost Estimating
This project utilizes a fixed price contract for the design and construction services. The fixed price as provided in the DB Contractor proposal, including any modifications thereto as a result of final contract negotiation, shall serve as the construction budget for the project at the time of award of the DB contract. Before the start of the Design Stage, the DB Contractor and the GSA must agree on DB Contractor breakdowns of the construction budget. GSA will review the DB Contractor cost estimates to assure that:
• Line item breakdowns are correct and consistent.
• All design elements are included.
• Unit costs are reasonable.
2.9.2 Construction Cost Management
This contract is for a fixed price for design and construction services.
2.10 Project Management Responsibilities
2.10.1 Communications Plan
The DB Contractor shall assist the GSA in developing and complying with a project communications plan. This plan will be used and maintained throughout the project and modified as necessary to suit each project phase.
The DB Contractor contractual responsibility is to the GSA only and not to other contractors, tenant agencies or local community interests where the project is located. The DB Contractor shall direct all questions and requests from tenant agencies and local community interests to the GSA. Prior to contacting any parties other than the GSA regional personnel, the DB Contractor shall confirm all meetings and/or communications with the GSA.
The DB Contractor shall not release any oral, written or graphic information regarding this project to outside sources without obtaining prior consent from the GSA. All requests for information concerning the project must be referred to the GSA for response.
All presentations to non-GSA entities must be first approved by the GSA.
2.10.2 Detailed Project Schedule Development and Maintenance
The GSA overall project schedule is provided above in the Schedule section of these General Requirements.
Before starting any other work, the DB Contractor shall develop and provide a detailed schedule in Microsoft Project® or other approved scheduling software for completion of all Design Stage activities, tasks, and submissions required herein, leading up to and including the final construction documents submission(s). The schedule shall include the 15 nationally agreed-to milestones as appropriate. After the DB Contractor receives notice to proceed with the Construction Stage work, the DB Contractor shall provide and maintain a detailed schedule in Microsoft Project® for completion of all Construction Stage activities, tasks, and submissions required herein. The DB Contractor schedules shall itemize all required submission dates and review durations, and must conform to the milestones and durations provided in the GSA overall schedule and the Submission, Review, and DB Contractor Fixed Price Table schedule provided below in the Administration section.
The DB Contractor shall provide monthly schedule updates to the GSA, showing progress on and completion of all required Design Stage services and Construction Stage work. If the schedule updates indicate that previously approved schedules may not be met, GSA will give immediate notice and request appropriate recommendations from the DB Contractor.
Refer to FAR 52.236-15 Schedules for Construction Contracts and to the Scope of Services Construction Delivery Phase section for additional schedule requirements.
2.10.3 Project Progress Meetings/Presentations
After construction begins, the DB Contractor shall conduct and a GSA representative and/or consultant will attend weekly progress meeting(s) and weekly subcontractor meeting(s). The DB Contractor shall also attend construction oversight meetings with representatives from the GSA and the Project Delivery Team on a monthly basis.
2.10.4 Meeting Agendas, Attendance, Minutes and Correspondence The DB Contractor shall prepare and distribute an agenda for each DB Contractor hosted project meeting, in advance of the meeting date.
DB Contractor representation at all meetings shall include those individuals having knowledge of the agenda topics and authority to make decisions and commit resources.
The DB Contractor shall provide minutes of all DB Contractor hosted project meetings and presentations to all attendees identifying new and unresolved old action items and associated responsible parties. Minutes must be provided within seven calendar days after each meeting.
The DB Contractor shall reply to correspondence from the GSA, outside agencies, GSA contractors and construction subcontractors within 7 calendar days.
2.11 Electronic/Print Media
2.11.1 Computer Aided Design (CAD) Standards
Starting with the design development submission all drawing materials provided by the DB Contractor, including final as-built drawings, must conform to the GSA PBS computer aided design (CAD) standards. Go to http://www.gsa.gov/cifm for requirements.
2.11.2 Other Electronic Documents
In addition to any hardcopy submission requirements, all design submissions must also be submitted in an electronic format. All electronic media must be in a form readable by standard office automation applications.
2.12 Document Security
Sensitive but unclassified (SBU) building information will be generated and/or must be disseminated to and stored by various parties in the course of executing this project. SBU building information is information that, if misused, poses a potential security risk to a building, its occupants and visitors, and/or its contents. The DB Contractor shall comply with the requirements regarding SBU building information in the contract document.
2.13 Record Keeping
The DB is responsible for preparing correspondence and other documentation and maintaining accurate and detailed records of the project's progress during each Phase. The DB is responsible to maintain records so as to facilitate document storage and retrieval. Refer to the Scope of Services section below for detailed requirements for project documentation.
2.14 Construction General Requirements
The construction specifications must be prepared following the CSI MasterFormat 2004 Version and must include Division 1 General Requirements edited to GSA requirements. Additional Construction Stage requirements are provided in the Construction Stage section of the Scope of Services below.
3 SCOPE OF SERVICES
The DB Contractor shall perform all services described in the Scope of Services (including services required under exercised options, if any) in accordance with applicable requirements and provisions set forth in the General Requirements above.
3.1 Site Investigation
It is the DB Contractor’s responsibility to investigate the site and be familiar with existing conditions prior to submitting the project budget proposal for a firm fixed price. The DB Contractor shall perform all investigations necessary to accomplish the project scope, including:
• Pre-alterations and existing conditions survey. Note: This is a historic building. Contractor shall be aware of and test as needed to confirm presence of any suspected ACM, lead based paint, or other hazardous material.
• Verification of wall and door locations.
• Preparation of as-built condition drawings to serve as the base for contract work.
• Drawings shall include all systems and components to be modified as part of this repair and alterations project.
• Accurate field measurement of all affected areas, as needed, to ensure plan accuracy
• Color digital photographs.
It is the DB contractor’s responsibility to determine and document all existing conditions. Whereupon a conflict between existing drawings or a requirements narrative and existing conditions is discovered, the DB contractor shall immediately notify the GSA.
3.2 Design Stage
3.2.1 Construction Documents (CD) Phase
3.2.1.1 CD Submissions
For all construction work to be self-performed and for each planned construction subcontract work package, provide an in-progress construction specification, including Division 1 General Requirements sections emphasizing project phasing, contractor requirements and preliminary project-specific construction management issues. CD submittals shall consist of plans, specifications, and related design narrative including calculations for each design submittal (65% & 100% Final). Coordination with GSA activities shall be explicit in each design submission as well as the construction stage CPM schedule.
Submittals must meet the requirements of PCS-100 Appendix. Submit the following quantity and sizes of hard copy documents:
• (4) Full-Size Drawings
• (4) Half-Size Drawings
• (6) Narrative & Specification Documents
• (2) Calculations Documents
In addition to hard copies, provide a CD containing electronic files of all drawings, photographs, and documents. Drawings shall be provided in CAD and PDF format. Design progress meetings shall be held as needed to support efficient, cost-effective project design but also after the 65% and 100% design reviews are completed by all parties, consolidated by the GSA and distributed to the Project Team. These post-submission review meetings shall focus on the review commentary and resolutions to the issues raised. The DB Contractor shall also host special technical design meetings as needed to resolve specific design issues.
The GSA requires that the DB Contractor design, specifications and other construction documents submissions undergo a design quality assurance process at each material submission. It is incumbent upon the DB Contractor to provide its own internal quality control review prior to submission. The DB Contractor and the GSA shall perform a review of the plans and other construction documents for:
• Incorporation of all Project Requirements
• Applicable Codes Compliance (Regulations, Statutes, Building and Agency
• Standards)
• Completeness and Coordination
• Constructability
• Secretary of Interior Standards for Restoration
GSA will review each submission for compliance with all Contract Documents. The purpose is to ensure that the design is responsive to the GSA program goals, objectives and priorities and to establish that functional, aesthetic and spatial requirements of the project are satisfied.
Interests of local community groups and other external stakeholders are considered and accommodated to the extent possible. Design reviews by the Government are not to be interpreted as resulting in an approval of the D-B Contractor's apparent progress toward meeting contract requirements but are intended to discover any information which can be brought to the D-B Contractor's attention which might prevent costly errors and misdirection.
The D-B Contractor shall remain completely responsible for confirming all existing conditions.
3.2.1.2 In-Progress CD (65% Design) Submission
The 65% drawing submission shall include complete elevations, details, finish schedule, shop drawings, samples, finish boards, reflected ceiling plans, cab details, details and schedules for cab interiors, exterior and doors. Include changes schedules such as panelboard schedules, mechanical equipment connection schedules, etc. The construction documents must be coordinated between disciplines with no room for unreasonable additional interpretation.
3.2.1.3 In-Progress CD Review
Reconcile review comments and provide the GSA with written responses to all comments.
The DB Contractor shall host an on-board design review meeting at the project location.
3.2.1.4 Final CD (100% Design) Submission
The 100% Final submission shall depict/describe all construction work and shall be in the final form needed to fully address the scope of the project including the ability to perform all details of the work. The construction documents must be complete, coordinated between disciplines, biddable, readable and buildable, with no room for unreasonable additional interpretation.
3.3 Construction Stage
Upon receipt of notice to proceed with the Construction Stage work, the DB Contractor shall perform all services described in this section as a part of the Construction Stage work.
3.3.1 Construction Delivery Phase
3.3.1.1 Pre-Construction Conference
The DB Contractor shall conduct a pre-construction conference.
3.3.1.2 Construction Administration
3.3.1.2.1 Schedule of Values
Prepare and submit schedule of values for the GSA approval.
3.3.1.2.2 Construction Safety Program
Refer to Division 1 of the DB contract performance specification for requirements.
3.3.1.2.3 Project Progress Meetings
Refer to Division 1 of the DB contract performance specification for requirements.
3.3.1.2.4 Construction Schedules
The DB Contractor shall provide and maintain construction schedules in accordance with the requirements provided in Division 1 of the DB contract performance specification.
3.3.1.2.5 Submittal Processing
Prepare and submit a submittal schedule in accordance with Division 1 of the DB contract performance specification. Ensure that all subcontractors understand, agree to, and conform with their respective roles, responsibilities, and timeliness requirements for submittal processing.
Promptly correct and resubmit any submittals returned unapproved, allowing sufficient time for re-review in order to maintain the project schedule.
Upon receipt of submittal approvals, coordinate as necessary with all involved subcontractors.
Refer to FAR 52.236-21, Specifications and Drawings for Construction, for further submittal and shop drawing review requirements.
Expedite the processing of submittals to minimize approval times. Do not order materials without having approved submittal documentation.
3.3.1.2.6 Inspections and Testing
Develop an overall field inspections and testing plan. (e.g., soil bearing and compaction, concrete strengths, HVAC performance, etc.)
Conduct inspections and tests as required by the construction specifications.
Coordinate with local municipal officials for inspections.
Conduct construction safety (OSHA) inspections as required.
3.3.1.2.7 Clarifications/Requests for Information/Change Orders Each RFI must include a specific description of the issue requiring clarification, citing the specific related contract documents requiring clarification. RFI’s should only be submitted after performing due diligence to confirm that the contract requirements in question are in fact unclear or otherwise inadequate.
Upon receipt of the response to each RFI submitted, coordinate the response with all involved subcontractors to ensure understanding and appropriate action.
Provisions for use of the GSA share of shared savings will apply if the GSA agrees that additional work to be performed by the DB Contractor as a result of resolution of an RFI is beyond the scope of work upon which the ECW was previously based. See the clause entitled Design-Build Contract Guaranteed Maximum Price with Construction Contingency Allowance.
3.3.1.2.8 DB Contractor As-Built Drawings and Specifications
The DB Contractor shall update CAD drawings (as-built drawings) and electronic specifications (as-built specifications), at least monthly, to document changes that occur during construction.
3.3.1.2.9 DB Contractor Payment Requests
Update the construction schedules monthly prior to each payment request. Provide documentation evidencing the cost of work performed to be included in the payment request. Allowability of costs shall be in accordance with FAR 31.105 and 31.2.
Before submitting each payment request, meet with GSA to review the advance copy of the construction progress report. Ensure that GSA is in agreement as to the progress of the construction work and the value of the work completed.
Based upon agreed value of work completed, submit monthly payment requests to the
GSA.
3.3.1.2.10 Construction Checklists
Complete the construction checklists as the work is accomplished.
3.3.1.3 Turnover Process
3.3.1.3.1 Substantial Completion
Prior to substantial completion, assist the GSA in conducting a pre-final walk-through with tenant agencies.
3.3.1.3.2 Punch-List
After the GSA certification that the work or each designated portion thereof is substantially complete, assist the GSA in conducting a final inspection and preparing a punch-list documenting remaining work.
Participate with the GSA in conducting follow-up inspections to administer resolution of punch-list items, involving the tenant agencies and other stakeholders as appropriate.
3.3.1.3.3 Operation and Maintenance (O&M) Manuals Submittal
Prepare and submit complete and properly organized O&M manuals as required in accordance with Division 1 of the DB contract performance specification and the final construction specifications.
3.3.1.3.4 Warranties, Guarantees and Certificates
Prepare and submit warranties, guarantees, and certificates, ensuring that the GSA rights and responsibilities are clearly defined.
3.3.1.3.5 Final As-Built Drawings and Specifications
The DB Contractor shall prepare and submit final CAD as-built drawings and electronic as-built specifications for review and approval at the completion of the construction.
3.3.1.3.6 Material Samples, Attic Stock and Spare Parts
As a condition for the GSA certification of substantial completion, provide an inventory list of all attic stock items to be turned over to the GSA at close-out.
3.4 Closeout Stage
3.4.1 DB Contract Closeout
Resolve all remaining punch-list items.
Submit release of claims.
4 ADMINISTRATION
4.1 Payment for Construction Delivery Phase Work
Refer to FAR 52.232-5 Payments under Fixed-Price Construction Contracts and FAR 52.232-27 Prompt Payment for Construction Contracts.
4.2 Travel
Unless otherwise indicated in the Scope of Services sections, the DB Contractor is responsible for travel costs to support the requirements contained in this Statement of Work, including all progress meetings, workshops, reviews, and site visits. The DB Contractor shall assume all travel will be within the vicinity of the project site except as specifically indicated otherwise in the Scope of Services section.
4.3 DB Personnel Security Requirements
In the performance of work required under this contract, all DB personnel must present proper identification to gain access to occupied building areas housing federal operations. DB personnel means DB employees and DB subcontractor employees at all tiers. This requirement does not apply to unoccupied building areas under construction, provided that access to any adjacent or surrounding occupied building areas housing federal operations is separately controlled.
DB personnel requiring daily/weekly access to occupied building areas housing federal operations, over a period of 180 days or more (long term), shall undergo background investigations conducted by the United States Government (Tier 1 or greater), and will be issued Government-wide standard secure and reliable forms of identification issued by the Federal Government (i.e., federal personal identity verification (PIV) credentials) as required under Homeland Security Presidential Directive-12 (HSPD-12). Credentialed DB personnel must wear their PIV credential cards visibly above the waist at all times while in occupied building areas housing federal operations.
DB Contractor personnel requiring daily/weekly access to occupied building areas housing federal operations, over a period exceeding 15 days but less than 180 days (short term) shall undergo a law enforcement Special Agreement Check (SAC). Those who receive favorable results will be granted unescorted access to specified building areas. Those who receive unfavorable results will be denied any access to occupied building areas housing federal operations, pending completion of any adjudication and/or appeal process or final determination.
All other DB Contractor personnel requiring access to occupied building areas housing federal operations for 15 days or less during a 6-month period must be escorted at all times (including after hours). The escort must be a PIV credentialed individual who has been found suitable after completion of the required background investigation.
All non-PIV credentialed DB Contractor personnel will be issued visitor badges upon entry, must wear their visitor badges visibly above the waist, and must surrender their visitor badges upon exit.
See Contract language for instructions on the processing of credentials.
5 APPENDIX A - Owner’s Project Requirements
5.1 Work Restrictions
The facility is currently occupied by Federal Court and all work will be performed during the courts occupation of the building. Work involving any interruption of building services, excessive noise, or interrupting court activities will be after hour work from 6 pm to 6 am or on weekends.
5.2 Schedule Delays
The DB Contractor will be responsible for any general conditions, extended overhead, and management costs resulting from work performed beyond the target date other than those resulting from Government initiated scope changes.
5.3 Work Requirements
• Protect all areas/items to remain; promptly repair damages caused by demolition operations to items to remain at no additional cost to the GSA.
• Any damage to existing materials to be retained or re-used shall be repaired or replaced at no cost to the GSA; fasteners, fittings, and brackets related to materials to be reused shall, if not salvageable in first- class condition, be replaced in matching kind at no cost to the GSA.
• Use temporary enclosures and other suitable methods as necessary to limit the amount of dust and dirt rising and scattering in the air including HVAC intakes, to the lowest level of air pollution practical for the condition of work; comply with governing regulation and limit sound transmission; maintain emergency egress and public restroom access as needed.
• Where existing materials are to be replaced (i.e. stone, resilient base, etc.), existing materials, adhesives, etc. shall be completely removed and recycled, as applicable; exposed surfaces shall be prepared as recommended by manufacturer prior to installation of new materials.
• Where existing wall partitions are to remain, patch and repair all damages including holes caused by the removal of doors, equipment, piping, conduit, duct, etc. with materials matching existing structure, material, textures, thickness, alignment, grades, and quality.
• Protect all windows/storefront to remain and associated trim, framing, etc.; repair any damage and repaint as needed.
• Maintain building security throughout entire project; coordinate with tenant agency and building manager.
• Coordinate security entry access requirements for all areas of work with the building manager.
5.4 Repair & Alterations
• 1ST Floor Clerk’s Offices & Restroom Hallway o Flooring
1. Replace carpet.
o Walls
1. Furr out walls as necessary to flush mount electrical and data outlets that are currently surface mounted.
2. Refinish the existing chair railing in this room. USDC will select the stain color.
o Lighting
1. Discard all the existing lights and install new lay in troffer type 2x4 LED dimmable light fixtures that are comparable to the ones in the courtroom deputy office in the second floor Judge’s Chambers.
o Electrical
1. Replace the existing outlets, switches and covers. USDC will select the color.
2. Add additional electrical outlets and boxes for data drops. USDC will provide details on where additional outlets are needed.
3. Route all existing electrical and data outlets into the furred walls.
o Millwork / Refinishing
1. Refinish all the door casings and doors. Stain color to be selected by USDC.
2. Clean and paint or replace the existing vent grills in the doors.
3. Refinish front counter cabinets and possibly replace the counter top.
o Windows
1. Prep and paint all window frames, casings, etc. Clean all existing brass hardware to remove any paint, etc.
o Low Voltage
1. USDC will relocate their network switch to a closet in the Basement Level US Probation Suite. The DB contractor shall run CAT6 lines from their respective locations to the USDC network switch where specified. New 2-inch conduit will be required to run from 1st Floor Clerk’s Office to the Basement level network switch.
2. Provide (16) CAT6 connections to the USDC provided network switch in the US Probation Suite Server Room (Basement Level). Coordinate installation locations with USDC.
• 2ND Floor Courtroom o Remove and replace all components of the existing wiring and circuits serving all electrical outlets in the Courtroom.
o All circuits require an isolated ground that ties into the new building grounding bar that was recently installed in the basement electrical room. See information regarding existing panelboards below.
o Existing raceways may be reused if they meet project requirements.
o Replace all electrical outlets and cover plates. Some existing single gang outlets may need to be expanded to quad outlets. The US District Court (USDC) IT department will assist with input on where this is necessary.
o We may have a need for additional circuits above what is currently installed. Some of these outlets may need to be isolated as 20 amp dedicated circuits to power certain pieces of equipment.
o Utilize available space in the modern electrical panels that have been installed in recent years as part of other projects. Two modern electrical panels have been identified to provide the space and capacity necessary to power the Courtroom outlets. One panel is located in the attic and one panel is located in the AHU room on the mezzanine level. The DB contractor shall independently verify the available space and capacity of these panels before performing work. The DB contractor shall confirm existence of true isolated ground bus in each of these panelboards.
o Investigate the paths for wiring and conduit in the jury box and Judge’s bench to determine if additional conduit or floor boxes are necessary. Determine if the carpet in these areas will need to be removed and reinstalled to access these wiring paths;
remove and replace if necessary.
o Low Voltage
1. Provide (7) CAT6 connections to the USDC provided network switch in the US
Probation Suite Server Room (Basement Level). Coordinate installation locations with USDC.
• 2ND Floor Judge’s Chamber
1. Provide (3) CAT6 connections to the USDC provided network switch in the US Probation Suite Server Room (Basement Level). Coordinate installation locations with USDC.
• 2ND Floor Judge’s Library o Flooring
1. Remove existing carpet and abate asbestos 9x9 tiles.
2. Install new carpet selected by the USDC.
3. Install new wood base trim selected by the USDC. This will be comparable to what is currently installed.
o Walls
1. Remove and discard the built-in bookshelves that are installed on every wall in the room. The underlying walls shall be furred out using new gypsum wallboard.
2. Remove and discard the free-standing section of shelving in the middle of the room.
3. Refinish one or two sections of the built-in bookshelves in place. USDC will specify which cabinets are to remain.
4. New gypsum wallboard shall be installed to a level 4 finish and paint all walls.
5. Install new wood casing / trim around the windows when the walls are furred out.
6. Refinish any existing wood window stools / sills that are not replaced.
7. Refinish the wood trim / casing around the one door in this room.
8. Reconfigure the existing HVAC supply grills and ducts that are currently mounted in the top section of the built-in bookshelves so they are flush mounted in the wall. Reuse the existing decorative diffusers.
o Ceiling
1. Remove the existing hard plaster / gyp ceiling and install new ceiling grid and tile selected by USDC.
2. Install and paint new crown molding around the room, style and paint to be selected by USDC.
o Lighting
1. Remove all existing lights and install new lay in troffer type 2x4 LED dimmable light fixtures in place. Light fixtures shall be comparable to the ones in the courtroom deputy office in the second floor Judge’s Chambers.
2. (10-12) Additional LED downlight fixtures shall be installed around the perimeter of the room. Quantity and placement of additional light fixtures to be provided by
USDC.
o Electrical
1. Reconfigure all surface mounted electrical outlets to be flush mounted in the new walls. USDC will provide guidance on where outlets are needed.
2. Install an additional electrical outlet approximately 6’ above the finished floor for a wall mounted television.
3. Install conduit and data junction boxes in the walls at five locations per USDC IT department guidance.
4. Install pull strings in all empty conduits. (typical for all areas of renovation)
5. Install additional electrical outlets around the room for future use. A minimum of one outlet next to each new data junction box and one mounted approximately 6’ above the finished floor for a wall mounted television are required. Provide new circuits as required. Provide low voltage (phone, data, A/V, etc.) raceways and boxes as required. Coordinate with USDC.
6. Install (1) electrical outlet in a floor box underneath the conference table to accompany the CAT6 connections mentioned below. DB Contractor shall provide the floor box(es) necessary to support electrical and low voltage connections underneath conference table.
o Windows
1. Prep and paint all window frames, casings, etc. Clean all existing brass hardware to remove any paint, etc.
o Low Voltage
1. Provide (2) CAT 6 connections to the network closet on 2nd or 3rd floor via a wall junction box adjacent to the door for a wall-mounted TV.
2. Provide (2) CAT6 connections to the network closet on 2nd or 3rd floor via floor box(es) underneath the conference table. Coordinate installation locations with
USDC.
3. Provide 1.5” conduit from the DB contractor-provided floor box to the aforementioned wall junction box placed approximately 6’ above finished floor.
USDC shall provide and install AV wiring.
• 3RD Floor Large Jury Room o Flooring
1. Remove existing carpet and abate asbestos 9x9 tiles.
2. Install carpet selected by the USDC.
3. Install new wood base trim selected by the USDC. New wood base trim shall be comparable to what is currently installed.
o Walls
1. Furr out three walls in the room and install gypsum wallboard over existing plaster walls.
2. Remove, refinish and reinstall the decorative chair railing on the furred walls.
3. Refinish the chair rail in place on the plaster wall that is not being furred out.
4. Prep and paint the existing wood on the window sills / stools.
5. Provide a level 5 skim coat finish to the plaster wall that is not being furred out.
6. Paint all walls.
7. Refinish the existing door casing / wood trim around the door leading into the jury room and the two jury restroom doors adjoining this room.
8. Refinish the entrance door into this room and the two restroom doors adjoining this room.
o Ceiling
1. Remove the existing acoustical ceiling tile and grid and install new ceiling grid and tile selected by USDC.
2. Install crown molding around the room, style to be selected by USDC.
o Lighting
1. Discard all the existing lights and install new lay in troffer type 2x4 LED dimmable light fixtures that are comparable to the ones in the courtroom deputy office in the second floor Judge’s Chambers.
o Electrical
1. Replace all existing outlets in the room with code compliant grounded 3 prong outlets. This will require installing new circuits from the electrical panel above this room in the attic. There is space available to install new circuits in this panel.
The existing outlets are two prong with no ground wire.
2. Install an additional electrical outlet about 6’ above the finished floor for a wall mounted television in a furred wall. USDC shall specify the exact location.
3. Install conduit with pull strings and data junction boxes in furred walls at two locations determined by USDC IT dept.
4. Remove two or three existing outlets on the one plaster wall that is not being furred out and patch the holes where the junction boxes were located.
5. Install one quad outlet in a furred wall that is on a dedicated circuit for coffee pots, etc.
6. Install one quad outlet in a furred wall that is on a dedicated circuit for a full-size refrigerator.
o HVAC
1. Remove the existing two large 3 ft. diameter ceiling diffusers, and cap the duct off above the ceiling.
2. Repair / replace / all ceiling tiles removed or missing when the diffusers are removed.
3. Design and install two new parallel routed duct branches (rectangular ducts approx. size is 16 ft. long each). Each branch duct will be approx. 16 in X 20 in rectangular dimensional size. These new ducts must that tie into the existing main air feeding trunk duct, be routed above the ceiling, and be used to feed conditioned air vertically downward from the ceiling similarly to the way the existing two 3 ft. diffusers presently supply air. Each new branch duct must have a minimum or three 16 in circular air supply diffusers that supply air vertically downward from the ceiling. Approximately six manual dampers must be designed and installed near the diffusers to allow for proper air balancing and air flow controlling. The new branch duct center lines must be routed above the ceiling and parallel to one another, be center line separated by a minimum of 12 ft., and be symmetrical mirror images of one another. Both new branch ducts are to be tied into the existing main trunk duct using long radius elbows. The new branch ducts are to be sized using the Mechanical Engineering “Equal Friction Method” / SMACNA Standards / and the ASHRAE HVAC Fundamentals Equipment Handbook. Angle Iron (3 ft. X 3 ft. or larger; approx. 150 lineal ft.) must be used to hang the new branch ducts. The new branch ducts must also be constructed using galvanized steel / aluminum / or stainless steel sheet metal.
4. Insulate all new duct according to ASTM-E84 / NFPA 255 / ASHRAE (2013), and UL 723 Standards.
5. A new return duct and return register / grill must be designed and installed to return air to the AHU being used to supply air to the main trunk duct. The new return duct will be approximately 65 long (14 in X 14 in rectangular) and use long radius elbows (approx. three). The new grill will be 14 in X 14 in dimensionally, and be installed in the drop ceiling to feed the new return duct. The new return duct must be routed from the new air return grill and be constructed using the same materials mention in items 3 & 4 above.
6. A formal air balancing must be executed on the new branch ducts and Large Jury Room by the DB-Contractor using a certified Test & Balancing Sub-Contractor who has current certification with the AABC / NEBB / or TABB.
7. Relocate the surface mounted thermostat from the plaster wall that will not be furred out to one of the furred-out walls so the wires can be concealed in the wall and the thermostat flush mounted in the wall.
o Millwork / Cabinetry
1. Install a kitchenette cabinet with a solid surface counter top and sink along a furred wall. The cabinet will have lockable storage sections.
2. Refinish all existing doors and door casings in this room.
3. Clean and paint or replace vent grills in doors.
o Plumbing
1. Install an under-mount sink and faucet in the solid surface counter top.
2. Cut the existing abandoned steam pipes that protrude from the wall below the windows so they don’t extend into the room space (cap them back inside the wall). These pipes were cut off and capped with about 6” of pipe extending into the room when the steam radiators were abandoned in this building years ago.
o Windows
1. Prep and paint all window frames, casings, etc. Clean all existing brass hardware to remove any paint, etc.
o Low Voltage
1. Provide (2) CAT 6 connections to the network closet on 3rd floor via the wall junction box for wall-mounted TV.
• 3RD Floor Small Jury Room o Flooring
1. Remove existing carpet and abate asbestos 9x9 tiles.
2. Install carpet selected by the USDC.
3. Install new wood base trim selected by the USDC. This will be comparable to what is currently installed.
o Walls
1. Skim coat the existing plaster walls to provide a level 5 finish.
2. Paint all walls.
3. Refinish the existing chair railing in this room. USDC will select the stain color.
o Ceiling
1. The existing ceiling tile and grid are to be protected and remain in place.
o Lighting
1. Discard all the existing lights and install new lay in troffer type 2x4 LED dimmable light fixtures that are comparable to the ones in the courtroom deputy office in the second floor Judge’s Chambers.
o Electrical
1. Replace the existing outlets, switches and covers. USDC will select the color.
