EAMS RFP Security Questionnaire Questions

1. The RFP requires us to include the Security Assessment Questionnaire and a hosting SLA in our response. Are these required even if we are proposing an on-premise solution as SCDOT stated is preferred in Question 78 of Addendum 3?

Yes.

An on-premise solution within the SCDOT infrastructure would apply to Production and Test environments. SCDOT expects that the vendor would be hosting a Development and their own Test environment within their infrastructure that will contain SCDOT data.

In addition, SCDOT may elect to have a vendor hosted Production and Test environment for most EAMS components or only a selected set of modules.

Although the SCDOT preference is for an on-premise solution, a vendor hosted or hybrid solution will be evaluated to determine the best value for the State.

2. Evaluation criteria #22 is “The vendor's hosting environment represents a well-architected framework including best practices for security, reliability, high performance, scalability, efficiency, and operations.” Would we be penalized in the scoring there for proposing an on-premise solution?

This question is not related to the Service Provider Security Assessment Questionnaire. However, the prior question reiterates the SCDOT deployment preference and openness to a hosted solution that may represent the best value for the State.

EAMS Proposed Cost and Assumptions - Question

3. The original RFP contained a figure on Page 3 under the heading “B.3 Pricing to be completed at time of award- the final format of the pricing table is subject to change.”

Beginning on Page 22 of the RFP and running through Page 26 there are a series figures that show cost items the department expects to see in the proposal’s Volume 2 -EAMS Proposed Cost and Assumptions.

Amendment No. 3 contained the Department’s response to each question asked by the various interested vendors. Question 11 asked “Is the form on page 5 (sic) of the RFP to be submitted as part of the response to the RFP? The header mentions ‘at time of award’”. The Department’s response directed that proposer “submit this form with Volume 2 as referenced on page 22 of the RFP.”

Here is our confusion and quandary:

1. Page 22 does not specifically mention a requirement for submittal of the form (figure) found under B.3 on page 5 of the RFP. Although there are many similarities to the headings and content among the form under B.3 and those figures beginning on page 22, there are also differences, as the headings on the B.3 form are never explicitly defined it is unclear what the specific purpose for some of these values are. For example; why would there be a requirement for more than one copy of a software module?

2. If the B.3 form is to be included in the cost proposal, does that mean the tables beginning on page 22 do not have to be included in the cost proposal.?

3. If the B.3 form is to be included in the cost proposal, that would indicate that values for the vendor’s overhead and profit margins would be inclusive in the pricing breakdown of project start-up, program area application modules, and software maintenance and support;

which is not the case with the tables found beginning on page 22 which states at the end “costs should be proposed using only the Base Hourly Rates.”

Offerors are to submit their pricing in accordance with Sections L.6 & L.10 of the proposal. A suggested pricing format is provided in Section L.6. Offerors may adjust the suggested pricing format as necessary in order to accommodate their pricing models. Pricing should be all-inclusive (to include overhead and profit margins). Pricing Tables shown in Section B.3 are examples only.
