This action is necessary to support the continued force-wide implementation of the CLD program. The cost increase is in alignment with validated Program of Record funding projections. The original contract ceiling did not include resourcing for enterprise-wide implementation. The initial award established a proof-of-concept Pilot which now has been validated requiring an increased ceiling to support full implementation. The Pilot was implemented at the NSW Center and applied to approximately fifteen percent of the overall Force structure. Software, hardware, and services are the key program components.
As the program matured and the Pilot was validated senior leadership directed enterprise-wide implementation which required scaling the key components (software, hardware, and services).
The original contract included the software/hardware requirements for enterprise implementation but did not reflect the scope of services requirement effectively (program team with analysts and other critical expertise). The increased cost is primarily absorbed in the growth required across the program team in scaling support from fifteen percent of fifty-five hundred users to one hundred percent.
This increased cost ensures the Pilot validated program standards of performance are maintained across the enterprise as CLD underpins senior leadership driven Force transformation activities. Execution must meet standing program requirements while bolstering additional critical NSW community objectives such as NLAP, SOCOM Comprehensive Review Implementation Team sustainment, and NLDF as outlined in Section 3.
CLD is innovative in the level of detail to which both qualitative and quantitative information around individual performance is captured in a digital profile. Around this there are complex cultural and organizational nuance points to manage to develop meaningful and long-term program buy-in. At the very basic level three critical vectors underpin the program effort. They are deep Technical and Operational expertise reinforced by Continuity.
SOFware LLC is the most visible and interactive user facing aspect of the program. This is provided directly in the software tool and deep subject matter expertise of the on-site team servicing the contract. Both aspects, the software (technical) and the services program team (operational), are known (continuity) and key parts of the momentum and success the program is enjoying.
SOFware LLC’s COTS software tool (FORGE) is a custom-built product generated in support of special operation community elite units. This custom tool provides a technical solution not replicated effectively in other COTS products as exemplified in the following functionality points:
1. baseline software architecture allows full user customization to apply NSW organizational structure from Echelon II to VI and down to individual (hierarchically aligned and automated to detailed level depicting real time personnel positional assignment)
2. organize custom configuration for execution of qualitive/quantitative NSW unique performance data collection activities
3. holistic depiction of program collected NSW enterprise performance reporting across fully customizable profiles relative to the previous two points (NSW organization/performance data) examples; i.e. leaderboards representing command or community aligned cohort performance,
