Responses to Vendor Questions – CIO20210112
Library of Congress Electronic Visitor Counting and Analytics System # Question Library Response
1 Can companies from outside the USA apply for this? (i.e. India or Canada)
Companies from outside the USA may respond to Library of Congress procurement opportunities unless prohibited under federal law or policy.
As a general rule, the Library of Congress follows the Federal Acquisition Regulations System set forth at Title 48 of the Code of Federal Regulations. The Federal Acquisition Regulations (FAR) Part 25 provides policies and procedures for procurement of foreign supplies and services. FAR Subpart 25.7 identifies sources that are prohibited from conducting business with the federal government. Other provisions in FAR Part 25 outline preferences applied in favor of U.S. domestic end products.
Please review FAR Part 25 for detailed information on how companies from outside the USA will be evaluated in federal procurements.
2 Would the vendor need to travel to the Library for meetings?
Some on-site visits will be expected. (e.g., sensor placement inspection, meetings with Library and AOC, etc.). If/when an RFP is published, travel expenses must be included in the firm fixed price.
Can the tasks (related to the RFP) be performed outside the USA? (Like, from India or Canada)
Security requires that all people who have privileged access to Library systems complete a Public Trust investigation. This is not possible unless the person has been in residence within the US for two consecutive years.
4 Can vendors submit proposals via email? Responses must be submitted via email. Please refer to the instructions in the RFI.
Could the Library provide drawings of the different areas (with dimensions and ceiling height) ?
Drawings and measurements are not available at this time. Please use the floor plans on the Library’s website, along with “measure distance” on Google Maps to get an idea of the size of the spaces listed in the RFI.
6 Who currently provides services for your electronic people counting camera system? The Library cannot provide this information.

Are the reports provided in the RFI direct exports from your current system, or have these report examples been manipulated to include holiday dates, etc.?
The current reports have been manipulated with varying sources of information. The Library is looking to streamline the data collection and reporting process. The reports are samples only.
How many entrances, exits, exhibition galleries, and discrete spaces do you anticipate to be covered/tracked?
Please refer to the RFI: 3 entrances, 2 exits, and 12 galleries/exhibition spaces (including Bob Hope Gallery; Gershwin Room; Graphic Arts Galleries; Young Readers Center;
Gutenberg Bible; Mapping a New Nation Gallery; Exploring the Early Americas; North Exhibition Gallery; Main Reading Room Visitor Gallery; South Exhibition Gallery;
Southwest Exhibition Gallery; Thomas Jefferson's Library Gallery)
Could you provide CAD drawings, including layouts and ceiling heights, so we can provide a more accurate product quantity and pricing quote?

An optional feature proposes using “Wi-Fi Analytics” to anonymously quantify return visitors or track a visitor’s journey through the Library.
• Is LOC open to using biometric face recognition to quantify return visitors and/or track a visitor’s journey through the Library?
• Is the Library interested in a visitor/member ‘opt-in’ program using biometric face recognition to identity an individual to provide an enhanced visitor experience?
• Is the Library interested in an anonymized list for individuals that should be restricted access to the facilities using alerts (via computer screen, handheld device, dashboard, etc.)?

• Will the proposed Electronic Visitor and Counting Analytic System be limited to WIFI or can it use a different technology to track a visitor and revisit?
The Library’s existing electronic people counting camera system is antiquated and at the end of life.

An optional feature proposes temperature screening stations that also count the number of people entering.
Will the individuals to be screened enter the Library through a:
• Staffed security entrance;
• Specified area (i.e. walk through a access control metal detector, one person at a time), or;
• Free flowing entrance with multiple individuals entering at once?

Capitol Visitor Center (CVC) visitors will have already been temperature screened.
Will the optional thermal screening stations operate independently or be integrated into a larger security screening system?
The Library is open to either option for purposes of this RFI.
Can you provide additional information on the Library’s existing electronic people counting camera system? Does the current system have any analytics capabilities?
The Library’s existing electronic people counting camera system is antiquated and at the end of life.
This section notes that the system “… may potentially be expanded in future years with additional sensors…” Can you kindly provide some examples of additional sensors that Library of Congress may require in near future?
The Library’s initial requirement is only for the spaces listed in the RFI. In the future, new, renovated, or repurposed spaces, and/or other buildings may require expansion of the Electronic Visitor Counting and Analytics System.
Is there a technical standard or security protocol that the software needs to meet in order to be deployed to the LOC’s on-premise environment? If so, can you please share this information?
The Library follows NIST 37 and 53 Rev 4 (but moving to 5) as part of our process. Current directives and Assessment and Authorization (A&A) guidance are attached.

The approach to issue depends on the LOC system availability requirements. Can you share the expected system availability requirements?
Please describe continued system functionality and recovery given loss of network and power for three scenarios:
a) 2 hours,
b) 24 hours, and
c) 96 hours
Can you kindly provide information on the proposed timeline for the Electronic Visitor and Counting Analytics System RFP issuance, contract award, and project initiation?
Is this project funded and at what level? If it is not yet funded, during which fiscal year do you anticipate LOC will obtain or earmark funding?
The Library is conducting market research for the project and will decide next steps after it completes the market research process.
Is there any requirement for positive identification of patrons for access or to alert security officials that a particular individual is attempting to enter the facility?

Can you provide any information on the existing camera system(s) in use at LOC locations? The following information will assist NEC with providing LOC with the best possible information on a new Electronic Visitor and Counting Analytics System:
• Camera manufacturer names
• Camera model numbers
• Number of cameras per location
Type of Video Management System (VMS) and Physical Security Information Management (PSIM) system currently in use.

What networking is currently available at the Library’s locations?

22 What server room space is currently available at the Library’s locations?
The Library has the capability to provide server hybrid - hosting on premises and cloud based. The solution proposed should provide any assumptions as to the specific needs for hosting such as rack units (RU), power, and storage; any location requirements would limit geographic displacement of the IT hardware to a remote data center.
Does the LOC wish to track visitors only within a location or to track visitors across all locations?
The minimum requirement is to count visitors within each location, but anonymized tracking of visitors throughout public spaces, including dwell time, would also be of interest.
Do you envision a customization of COTS to meet your business needs or utilize 100% out of box features to meet your needs?
