CSS Request for Information (RFI)
1. Would the Government please clarify which person/personnel (described in Task 6.1 and/or Task 6.3) is expected to be the Program POC? Is it possible the tasks may be combined and performed by the same person?
1A. Paragraph 6.3 of PWS has been corrected to remove “On-site Program POC” from title.
2. Will the Government please provide historical labor hours for each of the LCATS, CLINs, or Task Areas?
2A. There are 3 FTEs on the current contract (1-Counterintelligence Support Specialist, 1-Counterintelligence Security Representative, and 1- Cyber Security Analyst)
3. Will the Government please provide the Government's estimated labor hours per LCAT, CLIN, or Task Area?
3A. The government estimates one (1) FTE for Counterintelligence Support Specialist (paragraph 6.1 Task 1 of the PWS); one (1) FTE for Counterintelligence Security Representative (paragraph 6.2 Task 2 of the PWS); and two (2) FTEs for Cyber Security Analyst (paragraph 6.3 Task 3 of the PWS).
4. (In the Pricing Proposal Evaluation Sheet:) Is the Government asking for fully burdened rates per labor category?
4A. Yes.
5. In the Pricing Proposal Evaluation Sheet, 9B seems to ask for combined hourly rates for the two (2) Counterintelligence Cyber Security Analysts; however, according to RFQ Task description 6.3 at least one of these has the additional responsibility of being the Program POC, which may call for a different rate.
Would the Government please clarify whether one or both Counterintelligence Cyber Security Analysts have some sort of POC role, and if only one, how would the Government instruct offerors to show any difference in rates?
5A. PWS has been updated to remove “On-site Program POC” from paragraph 6.3. Per paragraph
6. Ref SF1449, pg 23, pg 24, RFQ 1: Is the proposal due on January 14, 2016 or January 15, 2016?
A. The proposal due date is January 15, 2016.
7. Ref pg 24, RFQ 3.C., will the Government provide specific instructions for the submission of the items mentioned on page 24 of the solicitation (generic resumes, past performances, OCCI mitigation plans, and Section 508 compliance)?
A. All documents will be submitted electronically IAW instructions on Pg. 23 of the RFQ.
8. On each page in Section B, for all base and option years you list 1 CSS/On-Site Program POC, 1 CISR, and 1 CI Cyber Sec Analyst, or 3 people total. Also in the PWS section, page 15 of 40 at the bottom, Scope #5:
- Task Area 1 – Counterintelligence Support Specialist/Onsite Program POC
- Task Area 2 – Counterintelligence Security Representative (CISR)
- Task Area 3 – Cyber Security Analyst
8A. The requirement is for a total of 4 FTEs: 1-Counterintelligence Support Specialist/Onsite Program POC; 1-Counterintelligence Security Representative (CISR); and 2-Cyber Security Analysts
9. On page 17 of 40, it says "6.3 Task 3 - Two CI Cyber Sec Analysts / On-Site Program POC".
This does not match the QASP which on page 2 of 3, shows "6.3 Task 3 – Counterintelligence Cyber Security Analyst" and the "two " is missing
Then in Section 12.2.1, pgs 19-20 of 40:
-Counterintelligence Support Specialists
-Counterintelligence Security Representative (CISR)
-Two (2) Counterintelligence IT Analysts
Please clarify the labor categories and number of personnel required? 3 or 4? Is (is the Counterintelligence IT Analyst the same as the Cyber Security Analyst?
9A. The requirement is for a total of 4 FTEs: 1-Counterintelligence Support Specialist/Onsite Program POC; 1-Counterintelligence Security Representative (CISR); and 2-Cyber Security Analysts. The Counterintelligence IT Analyst and the Cyber Security Analyst are referencing the same labor category as detailed in paragraph 6.3 Task 3.
10. Is the 1 On-Site Program POC also the CSS, or also the Cyber Sec Analyst?
A. The On-Site Program POC will be the Counterintelligence Support Specialist.
11. In reference to P24, 3. Evaluation Factors and Basis for Award Determination, subparagraph (c ): If exceeded, excess pages will not be read or considered in evaluation of the proposal. The following items will not be considered when calculating page limits: cover page, table of contents, glossary, executive summary, generic resumes, past performances, OCCI mitigation plans, and Section 508 compliance.
A. Please confirm that you are indicating that resumes should be submitted for all positions and that the names of the proposed individuals should not be included (generic).
B. The referenced statement refers to OCCI mitigation plans. However, no other reference to OCCI appears in the document. Please confirm that no OCCI mitigation plan is required to be submitted in our proposal.
A. Ref Pg 24 of RFQ. #2 states “IAW with DISA Acquisition Regulation Supplement (DARS)
52.209-9000, each offeror shall specifically identify in its proposal, whether or not any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in Federal Acquisition Regulation (FAR) Subpart 9.5 exists for this procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.”
C. Section 508 compliance: The referenced section appears to conflict with the following statement subparagraph (a), same section: “Section 508 Accessibility Standards do not apply to this requirement.”
Please clarify.
A. Ref Pg 22 of RFQ. Section 15 only applies if boxes are checked by a specific standard. No boxes were checked. Section 508 Accessibility Standards do not apply to this requirement.
12. In reference to P25, subsection c contains several references to a “surge” requirement and how to price this. It also includes the following statement: In the event the Government does elect to exercise the surge option, surge support will be realigned under new or existing CLINs for the relevant task areas identified in the PWS, and an equal amount will be deducted from optional surge CLIN 9999. The Government will not conduct a cost realism analysis on optional surge CLIN 9999 if all other labor CLINs under the contract/task order are firm-fixed price. Regarding the statement referenced above, in reviewing the Pricing Schedule there is no CLIN 9999 identified. Please clarify.
A. A surge CLIn was not proposed on the price proposal sheet. While the government reserves the right to add a surge CLIN within scope in the future, a definitive need and personnel mix cannot be estimated at this time.
13. What is the correct FTE count for each Task? PWS and QASP seem to differ on the count.
13A. Please see answer to question 9.
14. Will the Government please change this requirement to one (1) copy via email?
A. Yes, One copy by email is required.
15. PWS Task 6.1 and Task 6.3 indicate one person from each task will act as the onsite program POC for the COR. Please clarify if one or two Program POCs are needed to support the DISA CI COR.
15A. Please see answer to question 5.
16. Technical/Management Approach Factor C indicates a review of clearances associated with proposed FTE will be used to evaluate technical acceptance. The RFP does not indicate there are any key personnel required. Are proposed candidates considered Key Personnel?
16A. All positions on this contract will be evaluated for technical acceptance per paragraph
12.2.1 of the PWS: The following types of positions require a minimum of final Top Secret security clearance and final IT-I (privileged level systems access) eligibility when performance starts. Immediately upon hire, the contractor will require Sensitive Compartmented Information (SCI) access eligibility adjudicated by the Defense Intelligence Agency (DIA) to perform their duties. SCI Processing for SCI eligibility will be coordinated with the supporting Government Security Manager and will begin immediately upon start of duty performance under this contract.

17. CLIN 9999 is not reflected on the price proposal sheet or Section B. Will the Government be adding this after contract award?
A. See answer provided to Question 12.
18. Are all offerors required to bid exactly 25% of the total proposed cost/price?
19. Please confirm the solicitation is for four individuals: CI Suppport SPC/Onsite Program POC x 1; CI Security Representative x 1; CI Cyber Security Analyst x 2.
19A. Yes.
20. For the CI Cyber Security positions, it mentions certifications that are preferred, are there any that are mandatory?
20A. There are no certifications that are mandatory.
21. There are statement of equivalent rates for federal hires (May 2014) for an Intelligence Specialist and a Security Specialist; is there one for the Cyber CI Analyst?
A. Yes, See amended RFQ.
22. Is there a specific amount of years of experience or cyber certifications that will substitute for the Bachelor’s Degree?
22A. No.
23. Please confirm that individuals with a DoD TS/SCI clearance will meet the security requirements for all positions to include the IT Level.
23A. Yes, individuals with a DoD TS/SCI clearance and IT level as stated in the PWS in paragraph
12.2 meet the security clearance requirements.
24. Will individuals with a DoD issued clearance have to be readjudicated by the DIA?
24A. No, only individuals with current TS/SCI eligibility meet the security requirements for the contract.
25. Regarding the Technical Approach/Evaluation, is the Government looking to see how the offeror will manage, administrator, execute, and find qualified personnel to fulfill the duties of PWS 6.1-6.3?
A. Yes
26. Is there an incumbent currently performing this work? If so, who? What was that contract’s value?
26A. The current incumbent is ManTech. The services are being provided as part of a larger contract and are being broken out on a separate contract, so the current contract value is not relevant to the new contract. An additional FTE for Counterintelligence Cyber Security Analyst is has added to the new contract requirements.
27. Are we to submit a resume for each FTE proposed on this contract? Or are we supposed to submit only key personnel resumes? If so, what are the key positions for this contract?
A. No resumes are to be submitted in response to this solicitation.
28. Pg 19, Section 12.2.1: “Immediately upon hire, the contractor will require Sensitive Compartmented Information (SCI) access eligibility adjudicated by the Defense Intelligence Agency (DIA) to perform their duties. SCI Processing for SCI eligibility will be coordinated with the supporting Government Security Manager and will begin immediately upon start of duty performance under this contract.”
Pg 25, Section 3(1)(c): “In order for this subfactor to be rated Acceptable the proposal must provide proof that each proposed FTE currently possesses a minimum of final Top Secret security clearance and final IT-1(privileged level systems access) eligibility and Sensitive Compartmented Information (SCI) access eligibility adjudicated by the Defense Intelligence Agency (DIA) to perform their duties.”
Question: Section 12.2.1 states the FTE must be SCI eligible and the adjudication will take place upon contract award while Section 3(1)(c) states the SCI access must already be adjudicated. Please clarify the requirement as this has a significant impact on personnel selection.
28A. All contractors must have current TS/SCI favorably adjudicated by DIA. TS/SCI access will be granted by the government at contract start date.
29. Pg 25, Section (2)(c): “Offerors are instructed to propose this EXACT percentage for Surge CLIN 9999.”
Question: CLIN 9999 does not appear in the Schedule or in the Price Proposal Sheet. Where should this be entered?
30. Pg 17, Section 6.3 first paragraph, last line: “4-6 years experience, Bachelors Degree, Certified, Security+ and Certified MCSE preferred.”
Question: Is Security+ a requirement or just preferred?
30A. Preferred.
