About this file

This is Addendum #1 to the Request for Proposals issued by Christina School District 1 in Delaware for Contract No. CHR26012 to procure virtual teachers of record. The RFP seeks qualified vendors to provide certified teachers across four classifications: Certified Teacher with Bachelor's degree, Certified Teacher with Master's degree, Special Education Teacher with Bachelor's degree, and Special Education Teacher with Master's degree. The District anticipates needing approximately 1 to 5 full-time virtual general education and special education teachers for the 2026-27 school year, with approximately 50 percent of positions currently filled. Virtual teachers are expected to deliver 25 to 30 instructional hours per week, participate in staff meetings, professional development, parent-teacher conferences, and professional learning sessions within a 37.5-hour work week. The targeted start date for teacher placement is August 24, 2026. The written questions deadline was April 29, 2026, with responses posted by May 13, 2026. The proposal submission deadline was May 27, 2026, at 2:00 PM EST, with an estimated contract award date of July 15, 2026. The contract term is three years beginning July 1, 2026, with two optional one-year renewal periods available through negotiation.

All pricing must be submitted as all-inclusive flat hourly rates for each teacher classification, with the lowest bill rate receiving maximum evaluation points. The incumbent vendor, Back to Basics, has held the contract for three years at a bill rate of $71.07 per hour, and the District expressed satisfaction with their performance. The current RFP was released because the existing contract expires June 30, 2026, without renewal or extension options. Historical contract usage shows approximately 1,250 hours annually with a total spend of $80,000.00 and a current budget allocation of $300,000.00 for the program. Virtual teachers must hold active Delaware certification at the time of placement or be working toward out-of-state reciprocity with Delaware certification required within 30 days of placement; emergency or temporary certifications are not accepted. The District will distribute vendor needs to all awarded contractors on a rotation and/or first-come submission basis, with Ledonnis Hernandez designated as the main point of contact. Extended school year services are not included in this RFP, and the District will manage and maintain all student health information and records.
