About this file

This is an Addendum #1 to the Request for Proposals (RFP CHR26010) issued by the Christina School District in Delaware for an In-School Alternative Program. The addendum provides clarifications and responses to 45 questions submitted by prospective vendors regarding the program scope, staffing requirements, operational procedures, and contractual terms. The RFP seeks to contract with vendors to provide behavioral intervention and academic support services for 8 full-time staff members serving approximately 8-12 students at any given time across eight secondary schools. Students are typically assigned to the program for 25-day periods, with vendor staff providing supervision and services in a dedicated classroom space during 7.5-hour school days. Services will include academic support, character education, behavior modification through restorative practices, and data collection. The vendor will maintain weekly monitoring and supervision of hired staff, track service delivery with monthly documentation to be co-created with the district, and provide staff with appropriate training. The contract term is three years beginning July 1, 2026, with two optional one-year renewal periods.

All contracted staff must obtain appropriate Delaware Department of Education permits prior to employment, complete criminal background checks through fingerprinting, obtain Child Protection Registry clearance by August 15, 2026, and complete training in Restorative Practices before service delivery begins. The district will manage all student health information and records, provide limited access to internal student databases, and supply computer access, basic office supplies, physical classroom space, and assistance with platform access including Google, Microsoft Office, Infinite Campus, IEP Data Service Center, and Schoology. The incumbent vendor, Transforming Lives, has an annual cost of $632,685.00 with 100% of current positions filled, indicating vendor satisfaction. Pricing must be submitted as an all-inclusive cost reflecting one year of services and may include supplemental cost sheets if additional detail is required. Schools will select vendors presenting the best fit, with the lowest bill rate receiving maximum points in evaluation. The proposal submission deadline is May 27, 2026 at 2:00 PM EST, with the estimated award notification date of July 15, 2026.

100%

20 What travel between schools is expected for these providers?

Travel between schools is not expected.

21 Would Registered Behavior Technicians be considered for this solicitation?

BCBAs will not supervise the providers.

22 RFP mentions that the vendor will provide weekly monitoring and supervision of their hired staff.

26 If the alternative environment is more supportive to a student's needs than a traditional learning environment, would it be in alignment with the institution to allow the student to remain in the program for up to a year? multi-year?

27 Our model is relationship-based and designed to build belonging, academic growth, and character development over time. In our experience, these outcomes are most effectively achieved when students remain in the program for a sustained period (e.g., six months or up to one year), with transition back to a traditional model guided collaboratively by the student, family, and program team, often through a hybrid re-entry process.

Would this type of model be considered acceptable within the scope and expectations of this RFP?

No, students will not be assigned to the program for that length of time.

28 Are students required to remain within the school building at all times?

29 Is there allowance for off-site learning experiences (e.g., community-based learning, cultural institutions, outdoor/nature-based programming), or co-location in alternative spaces?

This is not typical or advised; however, we may discuss it.

30 What types of spaces will be made available to the program during the school day?

The In-School Alternative Program typically has an assigned classroom space to accommodate the number of students assigned.

31 Will there be dedicated classroom environments, or should vendors anticipate shared or rotating spaces?

The In-School Alternative Program typically has an assigned classroom space to accommodate the number of students assigned. The space has not been shared.

32 Are students expected to participate in standard lunch periods within the general population cafeteria?

33 What are the expectations for supervision and structure during lunch, hallway transition, and unstructured times?

The vendor should provide supervision of children at all times during the day. If there are no students assigned to the program, school administrators may request the vendor staff to assist with monitoring the climate in various areas of the building.

34 Please clarify whether cost submissions are limited to Appendix A, as the Criteria Table references phase-based and hourly costs not reflected in Appendix A.

No, it is not limited to Appendix A;

however, the total cost must be all-inclusive.

35 Please confirm whether the pricing structure is intended to be cost-reimbursement or all-inclusive, as Appendix A (p. 57) references an all-inclusive price. If structure is all-inclusive, please confirm whether it is phase based, hourly, or references the total cost listed on Attachment A.

Yes, the pricing structure is intended to be an all-inclusive cost.

36 If additional detail is required on Appendix A, may respondents attach a supplemental cost sheet?

37 Please confirm whether Appendix A should reflect one year of costs or the full three-year term.

The cost should reflect one year of costs.

38 Please specify any minimum required training hours for staff and whether training must be completed prior to service delivery.

There is no minimum required training;

however, the vendor is encouraged to provide the list of training provided to their staff.

39 Please clarify expectations for training materials, including whether respondents are required to submit full training curricula/manuals or only core materials (e.g., sample presentations, outlines, or handouts), as full curricula may be extensive. Additionally, please confirm whether materials associated with proprietary training models (e.g., TBRI, CPI), which are restricted to certified trainers, are required to be submitted, or if a description of the training approach will be sufficient.

The vendor may submit any details of such presentations, upon request. This may include descriptions and/or materials.

40 Please clarify whether services are expected to be delivered through staffing a dedicated classroom model or by embedding staff within existing classrooms.

Services will be provided within a dedicated classroom space.

41 Please provide the anticipated number of youth to be served at each location to inform staffing and capacity planning.

At any given time, there could be approximately 8-12 students assigned to the program at various times during the school year.

42 Please specify the expected duration of youth participation in the program, including any minimum or average length of stay.

Students are typically assigned to the program for 25 days.

43 Can you clarify whether a DDOE permit is required for each staff member or only for administrative leadership?

A DDOE permit is required for all In- School Alternative Program staff.

44.

Additionally, can you provide more detailed information on the permit application process, including requirements, timelines, and any associated costs?

Please see the excerpt of a letter that was recently sent to current vendors. The full letter will be shared with awardees. Costs are the responsibility of the vendor/employee.

Delaware House Bill 97, in part, states, “This Act ensures that a public school employee may not work directly with students unsupervised without a valid permit or license issued by the DOE’s Professional Standards Boards or an approved license issued under Title 24.”

The goal of the Delaware Department of Education (DDOE) is to ensure that DDOE and the public know who is providing services to students and are assured that they are qualified to do so. These positions include instructional staff, school counselors, school psychologists, school social workers, licensed clinical social workers, contracted school psychologists, licensed mental health therapists, or other mental health providers, such as school climate and discipline staff. We understand that several titles may be used for these personnel (e.g., Behavioral Interventionist, Social-Emotional Specialist, Mental Health Counselor, etc.).

In a previous communication from the Christina School District, many of you were asked to have your staff complete the certification process through DDOE/DEEDS.

The Department of Education had reviewed all staff working in a mental and/or behavioral health capacity in schools to determine if they hold the appropriate licensure and certification, and found that many did not.

Please note that all staff who work with children in the Christina School District must have the appropriate permit/credential in place by August 15, 2026, before employment begins.

Examples:

If your staff member will oversee the In-School Suspension room or will serve as a Hall Monitor at a school, then they will be required to have the appropriate permit. (ex. At least a Service Paraprofessional Permit)

If your staff will serve as an instructional paraprofessional, they will need the Instructional Paraprofessional Permit, which requires a high school exam and a score of 459 or higher on the Para Pro exam, or they could have earned a minimum of 60 college credits.

If your staff member will serve as a substitute teacher, then they will need to obtain the Substitute permit.

If your employee will serve as an adult support for a student, then they will need to obtain an Instructional Paraprofessional permit.

Your employees are encouraged to apply for all permits for which they are eligible.

Permits House Bill 97 (HB97) https://legis.delaware.gov/BillDetail/142023

Delaware educator credential reform legislation requires that all adults providing services to students hold the appropriate educator credential. Depending on the nature of the work performed, additional credentials will be required in the form of permits issued by the Delaware Department of Education. These permits include, but are not limited to, a Paraeducator Permit (including Behavior Intervention Paraeducator), Long-Term Substitute Permit, Classroom Aide Permit, Intern Permit, Contractor Permit, and Student Support Personnel Permit.

Your employee must hold the appropriate permit to be considered for work in CSD. Please have your point of contact submit a copy of the employee’s permit to Marlo Edwards (marlo.edwards@christina.k12.de.us), the permits point of contact for the Christina School District Human Resources (HR) department.

Criminal Background Check (CBC)

Fingerprinting for a criminal background check is required for all adults working with CSD students. Please advise your staff to schedule a fingerprint appointment by visiting https://uenroll.identogo.com/ or calling 866-761-8069. The agency service code for Christina School District is 27RY3F. This service code will be necessary for your staff to complete the registration process. When they use our code for the criminal background check, it will be sent directly to our HR team. Staff are not permitted to submit the report on their own.

Child Protection Registry (CPR)

The link for the Child Protection Registry is https://childprotectionregistry.delaware.gov/s/login/.

Please use Requesting Agency Service Code 446 and Requesting Agency contact ID 22868 or 109161 when requesting a CPR. This will ensure the reports are forwarded directly to CSD’s HR department. Your employee will also receive a copy of the report directly from

DSCYF.

If your employee has completed the CPR within the last year, then you may send our HR team a copy of that report for approval on your employee’s behalf. Please do not have your employee send their individual report to the HR team.

Once the Christina School District has received the criminal background report, the Child Protection Registry report, and a copy of the State-issued certificate, we will review them. If the documents indicate favorable results, HR will clear your employees to work and notify your agency representative accordingly via email.

Section II.A states that personnel must have “the appropriate DOE permit for employment.”

Please clarify which specific DDOE permit types are acceptable for staff under this contract (e.g., certified teacher, substitute teacher, paraprofessional/ paraeducator, or emergency/provisional permits).

Please confirm whether staff may begin service while permits are pending.

Please confirm whether the requirement for “appropriate DOE permit for employment” includes the need for a certified teacher to be present at each site to supervise paraprofessional staff. Given the nature of the services described in this RFP, please also clarify whether supervision by appropriately qualified behavioral health personnel would meet this requirement.

Staff must have the permit prior to working in the program. A certified teacher is not usually required to supervise contracted staff.

Please see an excerpt from a letter that was recently shared with vendors.
