JUSTIFICATION AND APPROVAL FOR
OTHER-THAN FULL-AND-OPEN COMPETITION
A. JUSTIFICATION.
1.0 Agency and Office Name:
Consumer Financial Protection Bureau: The Office of Consumer Response
2.0 Nature and/or description of the action being approved.
A Firm Fixed Price procurement for Change Management Training
3.0 Description of Requirement (including the estimated value).
The Office of Consumer Response Operations (OCR) is currently going through major organizational structure changes that will impact the Bureau’s employees.
Training is needed to support the strategic change management and hiring initiatives outlined in “Consumer Response’s Scalable Model”. The Bureau is working to support the model by implementing a Product Pod structure encompassing the Investigations and Data section professionals. The goal is to provide training to prepare the Product Team members and other OCR teams for the transition.
CR requires support in delivering facilitated training on agile change management theory, process, and practical application. This training will be a part of the development of a portfolio of people-related initiatives that require change management trainings. The training will support employees developing new skills and improving existing skillset to meet the core competency outlined in employee performance plans. The training is needed to develop better communication and collaboration skills and facilitate close interaction with comprehensive change. The knowledge gained will support CFPB strategic goals and will prepare the workforce for the increase volume in consumer complaints and other initiatives.
Prosci will focus on delivering a Commercial Off-the-Shelf (COTS) change management training model, methodology and tools, as well as single user licenses for participating CFPB personnel. The change management model will include: change management theory, process, and practical application and will facilitate development of a change portfolio of people-related initiatives using Prosci’s change portfolio toolkit.

5.0 Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
Over 30 members of senior management within the CFPB and the Office have attained the Change Management Certification from Prosci within the last two years. Continuing with this vendor will be cost effective because it supports alignment of methodology utilized by staff in administering change management practices within the Bureau. Further, the training will support employees developing new skills and improving existing skillset to meet the core competency outlined in the Bureau’s employee performance plans. The training is needed to develop better communication and collaboration skills and facilitate close interaction with comprehensive change. The knowledge gained will support CFPB strategic goals and will prepare the workforce for the increased volume of consumer complaints.
The Association of Change Management Professionals (ACMP), the change management industry trade association, currently identifies nine (9) U.S. based companies that are qualified education providers, and Prosci is an ACMP Qualified Education Provider (QEP). In order to be a QEP, ACMP requires that the vendor meet a rigorous application/approval process to ensure that the vendor incorporates the ACMP’s Standard for Change Management and adult education best practices. The Standard is the foundation of the future industry recognized hange Management Professional (CCMP) (described below).
The industry has no official and globally recognized change management

certification similar to the FAC-C in federal procurement or the Certified Regulatory Compliance Manager (CRCM) in the banking industry. In 2016, the ACMP will unveil a globally recognized credential/certification for change management practitioners - a credential which is being developed under the working title of Certified Change Management Professional™ (CCMP™). In creating the CCMP, the ACMP will follow the ISO methodology in the development and implementation in order to ensure that sufficient rigor is applied to enable this credential to be recognized by government, commercial and not-for-profit employers worldwide.
Although there are hundreds of vendors that offer “change management” classes or certifications, Prosci is one of the few vendors currently approved by the organization that will be providing the industry recognized CCMP accreditation .
Courses taken with Prosci will be eligible for credits towards completion of the
CCMP.
As to Prosci’s method, it’s 3-day Change Management Certification Program is an internationally-recognized certification in the field of change management, which uses its proprietary, research-based change management methodology and toolkit to drive successful outcomes by focusing on the people side of change.
Participants become certified in the Prosci methodology, which builds the individual competency to implement Change Management for their own organizations. No other firm can provide the Prosci certification.
PROSCI is the creator of the ADKAR® model, which is a holistic approach that brings together the collection of change management work into a simple, results oriented model. This model ties together all aspects of change management including readiness assessments, sponsorship, communications, coaching, training and resistance management. All of these activities are placed into a framework that is oriented on the required phases for realizing change with individuals and the organization.
Finally, based on past training awarded and administered by the Bureau of the Fiscal Service (BFS) Procurement Team on behalf of CFPB, the CFPB has integrated Prosci’s proprietary certification program into its employee training requirements.
6.0 A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
In accordance with FAR 5.2, a notice on the Governmentwide Point of Entry will be posted to give all vendors notice of the Government’s intent to sole source this requirement to Prosci

7.0 Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
Prosci has offered pricing in accordance with its commercial pricing list, and provided a copy of that pricing list to the Contracting Officer. A determination of fair and reasonable pricing will be documented by the Contracting Officer prior to award.
8.0 A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.
In-depth market research was conducted looking at various companies that offered a Change Management certification program. There are a number of companies that provide change management courses but Prosci is one of the few vendors currently approved by the ACMP that will be issuing the industry and globally recognized certification in change management practice (the CCMP).
Courses taken with Prosci will be eligible as credits towards completion of the
CCMP.
9.0 Any other facts supporting the use of other than full and open competition, such as:

CFPB will continue to monitor the Change Management space to seek relevant Change Management Certification programs that are compatible with CFPB’s needs.
B. APPROVAL.
1.0 TECHNICAL/REQUIREMENTS PERSONNEL. All supporting data that is the responsibility of technical or requirements personnel, and which form a basis for the justification, have been certified as complete and accurate by the technical or requirements personnel.
