PART II – PERFORMANCE WORK STATEMENT (PWS)
BACKGROUND
The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises national banks and federal savings associations as well as issuing licenses and supervising the federal branches and agencies of foreign banks. Headquartered in Washington, DC, the OCC has 65 office locations, including four district offices as well as an office in London that supervises the international activities of national banks. The OCC’s mission is to ensure that these institutions operate in a safe and sound manner, provide fair access to financial services, treat customers fairly, and comply with applicable laws and regulations. The OCC is an independent bureau of the U.S. Department of the Treasury.
The OCC’s Economic and Policy Analysis Division (E&PA) of the Economics Department requires a responsible vendor to provide web-based products to facilitate economic and financial analysis of the U.S. economy. These products shall provide ready access to historical data, forecasts, and written analysis of the U.S. economy, including regional detail by state and Metropolitan Statistical Area (MSA). The vendor shall have proven analytical expertise in the areas covered by the products. The vendor shall provide technical support to help E&PA users retrieve and understand the data and forecasts provided.
2.0 SCOPE
1. Historical Data
a. The vendor shall provide a database that consists of economic and financial historical data of the economy at the national, state, and MSA level.
b. The database shall include historical data that, where possible, goes back to 1980 or earlier and covers all states and a large number of MSAs.
c. Historical data shall be updated at least monthly to incorporate revisions and updates to the data.
2. Forecasts
a. The vendor shall use its macroeconomic model(s) to forecast quarterly economic and financial data at the national, state, and MSA levels over at least a five-year time horizon.
b. The vendor shall update the forecasts each quarter. The forecasts shall regularly include baseline, recession, and severe recession scenarios.
c. The vendor shall periodically create customized scenarios that reflect significant and emerging economic developments. The vendor shall also create forecasts that reflect the Federal Reserve’s DFAST/CCAR scenarios.
d. Forecasts shall have the following characteristics:
i. Consistency: Data must be compiled and forecasts must be applied using consistent methods for MSAs, states, and national economic or financial series to permit sound analysis. The vendor’s forecast model(s) at the state and MSA level shall be consistent with national level forecasts, and vice versa.
ii. Comprehensive coverage: Since national banks operate in both large and small metropolitan areas, forecasts must include coverage of a large number of MSAs in the United States to help identify and analyze local economic factors that affect the condition and performance of national banks.
3. Written Analysis
a. The vendor shall provide written analysis and commentary of key economic and financial trends and forecasts at the national level on an at least monthly basis.
b. The vendor shall also provide written analyses and commentary of key economic and financial trends and forecasts for each state and major MSAs at least quarterly. In addition,
c. The vendor shall provide written analyses and commentary of key economic data releases within 3 business days after the release date.
d. The vendor shall provide written analyses and commentary of significant and emerging economic or financial trends on an as needed basis.
4. Home Price Indices (HPI) Quarterly Forecasting (Optional)
a. The vendor shall forecast quarterly home price indices based upon propriety home price indices historical data, currently provided by Black Knight, at the national, state, and metropolitan statistical area levels over at least a five year time horizon.
b. The vendor shall update forecasts of proprietary home price indices each quarter.
The forecasts shall regularly include baseline, recession, and severe recession scenarios.
c. The vendor shall periodically create customized scenarios that reflect significant and emerging economic developments. The vendor shall also create forecasts that reflect the Federal Reserve’s DFAST/CCAR scenarios.
d. Forecasts of proprietary home price indices shall have the following characteristics:
5. Data Access, Delivery, and Usage
5.1 Data Usage. The vendor shall allow access to the economic and financial historical data, forecasts, and written analyses for the number of license holders agreed to in the contract. If home price indices data and forecasts are covered under a separate subscription, the vendor shall allow access to historical data, forecasts, and written analyses of home price indices for up to 5 license holders. OCC employees, in the performance of OCC required tasks, shall be authorized to use and share the historical data, forecasts, and written analysis with all other OCC employees regardless of location.
OCC employees shall be authorized to use the historical and forecast data to conduct research and analysis that could be publicly disseminated in various forms, including but not limited to research papers, policy papers, and analytical presentations or memoranda.
Vendor data publicly disseminated by OCC employees shall be in summary form only.
OCC employees shall be authorized to co-author such work with non-OCC employees.
5.2 Data Access and Delivery. The economic and financial historical data, forecasts, and written analyses shall be accessed by OCC license holders through the vendor’s website. The vendor shall allow the OCC to download/export historical data, forecasts, and written analyses from the vendor's website to the OCC's network. Historical data, forecasts, and written analyses shall be accessible by the OCC at all times during the performance of this contract. Historical data and forecasts shall be accessed for download/export from an easy-to-use, single web-page location where the user is able to select geography level (national, state, or MSA), time period, economic/financial variables, etc., of data to download/export. The download/export webpage should contain graphing/charting capabilities.
6. Technical Support Technical support shall include telephone access to a user desk, access to analysts, response to questions and issues within one business day, regular conferences or client meetings to discuss economic issues, and how calls are received from people with speech and hearing disability.
