Statement of Work (SOW) for Cattle Guard Materials

1.0 General

1.1 Background

The mission of the Bureau of Land Management is to sustain the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. This acquisition is seeking to purchase and have delivered cattle guard grids, bases, and wings to the Worland Field Office Ware Yard located near Worland, Wyoming.

1.2 Period of Performance

The period of performance of this contract is within 365 days from the date of award.

2.0 Specific Requirements

2.1 Welded Steel Cattle Guards

2.1.1 Cattle Guard Grids

A. Provide cattleguard grids without cleanout sections. See attached Standard Detail Drawing No. 323153-1.

B. Size: Cattle guard grids shall measure 8 feet in the direction of travel and shall have a width of 12, 14, 16, or 20 feet as specified in the bid schedule.

C. Loading: Grids shall be designed for HS-20 loading.

D. Steel grids shall be all-welded construction. Welds shall be secure and complete along both edges of cross pieces and at joints in the frame. Only new material shall be used in the fabrication of cattleguard grids.

E. Torque Bars are required on cattleguard grid rails fabricated with cold-formed structural steel tubing (Alternate Rails). Do not weld torque bars on cattleguard grid rails fabricated with “A” Style cap rails.

F. Paint: The prime coat shall be a lead free, zinc-rich, rust-inhibitive alkyd metal primer. The finish coat shall be an oil alkyd-enamel, gloss paint. Color shall be Federal Safety Yellow or match color no. 13655, Fed. Spec. TT-C-595.

2.2 Precast Concrete Cattle Guard Foundations

2.2.1 Concrete “L-Block” Foundations

A. Provide cattle guard foundations. See attached Standard Detail No. WY-941-02881-5.

B. Size: Cattle guard foundation dimensions shall be as shown on the drawings. The length shall be 12, 14, 16, or 20 feet as specified in the bid schedule.

C. Ready-Mixed Concrete: Ready-mixed concrete shall be designed to meet a minimum of a 28-day compressive strength of 3,000 psi and a maximum slump of 4-inches.

D. Reinforcing Steel: Reinforcing steel shall be deformed and meet the requirements of ASTM A 615 Grade 40. The sizes and lengths of the bars shall be as indicated on the drawings. Reinforcement steel supports shall be sized, arranged, and tied to prevent movement. Reinforcement assembly shall maintain a 3-inch distance from all edges.

E. Concrete Placement: Concrete shall be adequately vibrated into place to fill voids.

F. Concrete Surface Finishes: The top surface of the concrete shall be given a magnesium-float finish after screeding, followed by steel troweling and finished with a broom texture.

G. Concrete Curing: Formwork may be removed after 24 hours. Keep concrete moist for the first 48 hours. Allow concrete to cure for a minimum of 7 days.

H. Handling and Transportation: Foundations shall not be transported until concrete compressive strength has reached a minimum of 70% of design strength. Protect foundations from load stresses, shock load and excessive vibration.

I. Before acceptance by the Government, concrete shall be free of cracks, chipped edges, and honeycombs.

3.0 Required Submittals

3.1 Submittals

A. Requirements: Submit electronic copies of submittals from the supplier for each of the Contractor-furnished items shown on the bid schedule. Submit electronic copies of the manufacturer's drawings or a spec or cut sheet that clearly shows the salient features as listed in section 2 specifications when submitting a bid. Clearly state any exclusions or variations from the salient features. Submit estimated delivery date.

3.0 Delivery

A. Delivery: Protect products from damage while in transit to the delivery location.

Products shall be delivered to Worland Field Office ware yard approximately 1.5 miles north of Worland, WY. From the junction of US Highway 20 and state highway 433 in Worland, WY. Head north on highway 433 for 1.5 miles to the ware yard gate on the east side of the road. Latitude 44.037051, Longitude -107.968980. Delivery shall occur between Monday – Thursday from 8am to 4:30 pm. Exact delivery date shall be coordinated with the COR. Vendor shall provide at least 3 days notice of delivery. BLM will have equipment to unload the delivery truck. The ware yard is unmanned and requires truck driver coordination to have BLM employees on site to unload. For delivery contact:
