About this file
This is a Questions and Answers document issued by Manhattan Psychiatric Center, an Office of Mental Health facility in New York, in response to an Invitation for Bids for kitchen equipment maintenance and repair services. The solicitation calls for comprehensive preventive maintenance and repair services for kitchen equipment at the facility located at 102 Rivers Edge Road, New York, NY 10035. Key service requirements include 104 annual preventive maintenance visits, 72 annual inspections for 18 Burlodge retherm stations, maintenance of ice machines and Combi-ovens, and repair services subject to written approval thresholds. An optional site visit was scheduled for March 24, 2026, at 10:00 AM ET. Written questions were due by March 31, 2026, at 3:00 PM ET, with responses distributed by April 7, 2026. Bids are due by April 14, 2026, at 3:00 PM ET. The contract is governed by New York State Finance Law Sections 139-j and 139-k regarding procurement lobbying restrictions.
The contractor is responsible for all costs associated with filter cartridges, parts, and labor for equipment maintenance and repairs. Preventive maintenance pricing must include monthly descaling and filter replacements, with separate charges prohibited. Emergency response time is recorded from initial notification with a mandatory four-hour response requirement. Additional technicians for safety or heavy lifting require pre-authorization and are billed at the bid hourly rate. The facility has established contracting goals requiring 6 percent Service-Disabled Veteran-Owned Business participation and combined Minority and Women Business Enterprise participation of 30 percent (16 percent Minority and 14 percent Women). Parts and specialized tool purchases from certified diverse distributors count toward these goals. Prevailing wage reporting waivers are available for specialized work through attachments L-1 and M-1 of the Invitation for Bid document. No incumbent contractor information was specified for this solicitation.

Questions & Answers
Questions Answers
Can the 104 required annual PM visits be performed during standard business hours (8:00 AM – 5:30 PM), or are specific units (such as the 18 Burlodge Retherm stations) required to be serviced during off-hours?
The specific hours will be mutually agreed upon between facility and vendor.
For the 18 Burlodge units, does the facility require a "per-visit" checklist for each of the 72 annual inspections, or is a monthly report acceptable?
Monthly report is acceptable.
Is the contractor responsible for the cost of replacement water filter cartridges for ice machines and Combi-ovens, or are these parts provided by the facility?
The contractor is responsible for all filter cartridges for ice machines and Combi-ovens.
Is the threshold for written repair approval inclusive of both labor and parts, or does it apply only to the individual cost of a replacement part?
Parts and labor.
For the mandatory 4-hour emergency response, at what point is the response time officially recorded—at the initial notification or upon arrival at the facility gate?
Upon initial notification.
If a repair requires a second technician for safety or heavy lifting, is the additional labor billable at the bid hourly rate, or must it be pre-authorized as a separate line item?
The extra technician will need to be pre-authorized by the facility. Once approved, it will be billed at the bid hourly rate.
Given the specialized nature of the 18 Burlodge units, will 100% of parts and specialized tool purchases count toward the 30% MWBE and 6% SDVOB goals if sourced through a NYS-certified diverse distributor?
Yes, purchases for the services from MWBE/SDVOB vendors count towards the goals.
Are there any waivers for providing prevailing wage reports? We provide work that is very specialized, and our workers are usually excluded from providing these reports since they don’t apply.
Yes, attachment L-1 (page 42 of the IFB) is the waiver for MWBE waiver request. Attachment M-1 (page 46) is the waiver request for SDVOB.
Can the dishwasher descaling be charged separately on an as needed basis or do you require that this be done every month with no exception.
Descaling should be done and charged as part of the PM.
Can we charge separately for filters or should the price be part of the cost of the PM.
