3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This requirement is in support of the activation of the Veterans Affairs Long Beach Healthcare

System (VALBHCS) Project. Audiology at the VALBHCS requires a balance system to examine patients who have had a concussion. The current gold standard for clinical eye tracking is the

Neurolign Neuro Kinetics I‐Portal® NOTC. The Neurolign goggles provide 4D tracking to include torsional, horizontal, vertical and pupillometry measurements, and incorporates a tracker built into the goggle headset to ensure the patient is positioned appropriately during exam. This allows for more accurate positioning during all tests, and more specifically with Subjective Visual Vertical (SVV) and Subjective Visual Horizontal (SVH) tests. Neurolign’s proprietary geometric algorithms reliably track the pupil with an unmatched 0.1 to 0.02 degree of accuracy and is the only system on the market that can capture images at 99.996 Hz (Variability at only 0.24%). The hardware of NKIs chair is incredibly stable, which is essential for Vestibular Rehibition Therapy (VRT) and testing. Neorolign performs sinusoidal harmonic acceleration (SHA) through 1.2 Hz.

Additionally, current VALBHCS technicians already have experience with the Neurolign system. The most recent textbook for rotational chair testing, “Rotational Vestibular Assessment” which provides clinical case descriptions, full instructions on use and analysis uses the NKI system only as examples throughout text, which will be a great resource when training new staff and students. It provides an evidence‐based resource for our testing.
