Project Description
I. Project Statement and Location
The contractor shall furnish all transportation, materials, labor, equipment, and all other services necessary to remove hazard and downed timber and small trees and underbrush along historic Old Natchez
Trace, Potkopinu (also an Old Trace section), Rocky Springs, Yockanookany and Highland Rim sections of Natchez Trace National Scenic Trail (NATT) within the boundary of the Natchez Trace Parkway
(Parkway) as described in this document. The project will result in improved visitor use and experience.
Maps are located at the end of this document for each trail section. An overall Parkway map is located at this site: https://www.nps.gov/natr/planyourvisit/maps.htm
A special note regarding Old Natchez Trace sections: these corridors have been in use for approximately
10,000 years. Special care shall be given to avoid damaging both the roadbed and their highly erodible banks. Contractors shall only be considered if they can demonstrate prior experience and good past performance working on historic trails.
Background
Congress established the Parkway on May 18, 1938, to commemorate the Old Natchez Trace (another word for trail). As one of the oldest transportation routes, the Trace has been used for more than 10,000 years. The modern Parkway is a designed landscape that integrates Old Trace segments with a traditional rural, agrarian, southern landscape, linking scenic, cultural, and natural features of interest. The modern road extends 444 miles from Nashville, Tennessee through northwest Alabama to its terminus in
Natchez, Mississippi encompassing 52,000 acres. Also incorporated into the landscape is the Natchez
Trace National Scenic Trail (NATT), a separate NPS unit located entirely within the Parkway’s boundary.
II. Project Execution:
• Standing Trees and Underbrush
a. On NATT and Old Trace sections where banks are not discernible, all standing trees and underbrush small than 6" in diameter that occur within 10 feet from the trail centerline
Option Location Qty. Unit 1 Highland Rim Williamson County, TN 20 Miles
Potkopinu (Old Natchez Trace) and Rocky Springs Jefferson and Claiborne, MS 12 Miles
3 Yockanookany Madison, MS 5.5 Miles
4 Old Natchez Trace Various Counties in MS, AL, and TN (see location maps) 7 Miles
(20-feet total width) shall be removed.
b. On Old Natchez Trace sections where banks are discernible all standing trees and underbrush that occur within the limits of the banks shall be removed. This does not include standing trees whose roots have grown into the banks since they help stabilize the highly erodible soils.
c. Any standing trees larger than 6" diameter shall not be cut unless specifically flagged for removal and approved by the NPS.
• Downed Timber and Hazard Trees
a. On NATT and Old Trace sections where banks are not discernible, all downed trees and branches and hazard trees that occur within 10 feet from the trail centerline (20 feet total width) shall be removed.
b. Along NATT and Old Trace sections where the banks are discernible all downed trees and branches that occur within the limits of the banks shall be removed.
All material (downed and standing) shall either be:
1. Removed from site or
2. Chipped and dispersed in place; chipped material not to exceed a depth greater than 6” and/or
3. Limbed up and bucked into lengths not to exceed 8 feet and scattered (not piled) outside of either the banks or the 20’ removal zone
4. Proposed method of debris disposition shall be included in the bid package.
III. Project Restrictions: the following restrictions apply to this contract:
a) No contractor shall be considered for this project unless they have prior experience working on historic trails with a past performance record that indicates sufficient technical ability to carry out the project.
b) No heavy equipment shall be permitted on trails or in wooded areas.
c) Work shall be confined to the months between September 1st and April 30th to avoid bat maternal season.
d) No project work shall occur unless a contracting officer is on site or permission has been granted in advance.
e) Given the nature of the project, there may be unanticipated ground disturbance, but every effort shall be made to avoid it. Downed trees are not to be dragged along the trail. If soil disturbance does happen, the contractor shall first notify the COR and then, second, repair any ruts or damage to the trail.
f) Any damage caused by the contractor's equipment will be rehabilitated to the satisfaction of the Contracting Officer.
g) Access routes for the Parkway shall be the closest Parkway access to the area where the contractor is working.
h) Parking is only allowed along the Parkway if vehicles and equipment are a minimum of four feet off the paved edge and contractor ensures no rutting of the shoulder.
i) Hauling restrictions: Two axle vehicles hauling material over park roads shall have pneumatic tires, dual rear wheels and a gross weight not exceeding 25 tons each. Three-axle units may be used for transporting materials provided: (1) that_ the two rear wheels axles of such units are equipped with dual wheel pneumatic tires; (2) that the maximum gross weight on any one axle shall not exceed 16,000 pounds; (3) that the maximum gross weight on any such unit shall not exceed 35,000 pounds; and (4) that no two axles shall be spaced less than 40 inches center to center. Vehicles shall not be counted for the purpose of load determination unless they are equipped with brakes. Units shall not be operated at speeds exceeding 30 miles per hour and shall maintain a spacing of not less than 500 feet. Trucks and other heavy equipment shall be confined to the limits of the project on the park road. Hauling of materials, supplies, and equipment over the park road, other than within the limits of the project, shall not be permitted except as is necessary to perform the required work and the contractor shall be required to haul on non-Parkway roads to the maximum extent possible.
j) Material shall not be piled on the Parkway shoulders or allowed to accumulate except during hauling or chipping operations. All road shoulders will be kept free of debris and left free of debris at the end of each workday. Any necessary interruptions in traffic flow will be always minimized.
k) No unauthorized dumping of the material is acceptable. The contractor is strictly responsible for properly disposing of removed material and shall be liable for any fees or fines associated with improper hauling or disposal.
IV. Traffic Control
The contractor will provide two flagmen whenever work operations may interfere with the flow of traffic. The flagman will be located at least 150 feet in advance of the work site. "FLAGMAN
AHEAD, 500 FT." signs will be always used the flagmen are working, and flagmen and workers are required to wear orange safety vests while working on and along the roadway. The contractor is responsible for providing all signs and other equipment to perform this task.
V. Inspection and Times of Work
Work will be monitored by a representative of the Contracting Officer and regular meetings with the contractor will be held to assure safety requirements are being met, to resolve problems that arise, and to monitor the general status of the removal process. Any contractor representative will be thoroughly familiar with the project and have authority to act in the absence of the contractor. Normal working hours are Monday through Friday, 7:30 AM to 5:00
PM, excluding Federal Holidays. No work will be permitted on weekends or Federal Holidays.
VI. Contractor Responsibility
The contractor shall remove all material from the site in accordance with all local, state, and federal laws and regulations, and all the terms and conditions listed in the contract. The
Contractor agrees that personnel and equipment are subject to safety inspections by the
Government while on federal property. The Contractor must comply with all Federal and State
OSHA requirements. The contractor shall be responsible for the safety of his employees and equipment, and for any injury or damage done to or by them from any source or cause. He shall save and hold the United States free from all claims for damages to all persons and (or) property arising from the execution of the work covered by these specifications.
VII. Protection of Vegetation, Structures, and Utilities
The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract.
The Contractor shall only remove trees when specifically authorized to do so and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the
Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer. The Contractor shall protect from damage all existing improvements and utilities at or near the work site, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the
Contracting Officer may have the necessary work performed and charge the cost to the
Contractor.
VIII. Site Visit
Each bidder is urged to visit the sites prior to bidding. Site visits may be arranged by contacting the Contracting Officer.
IX. Prework Conference
Before the start of the work, the Contracting Officer will arrange for a pre-work conference with the Contractor to determine any requirements that must be resolved to accommodate the work. Upon completion of the meeting and/or resolution of any items required, the Contracting
Officer will issue a Notice to Proceed with the work.
X. Period of Performance
The contractor shall have 180 calendar days from issuance of the Notice to Proceed to complete all work awarded under the contract.
XI. Measurement and Payment
a. The amount and size of the material to be removed may be significant. All bidders should thoroughly inspect the project areas before bidding. Bids will be lump sum payable to the contractor for the work required in each project area per task awarded. Contractors are required to place individual bids on each trail clearing as well as an overall bid for all the trails in the statement of work.
b. All submittals under this contract must be approved by the COR prior to any interim or final payment. Invoices shall be submitted first to the COR and may be submitted monthly.
a. Invoices shall include a level of detail that matches the proposal, with invoicing based on percent complete for each task.
b. Following COR acceptance of the invoice, submittal to the Invoice Processing Platform
(www.IPP.gov) is required.
c. Invoices shall be accompanied by a brief (one paragraph) narrative of the work represented by the invoice.
