(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at FAR 52.215-2, Audit and Records- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.246-20 -- Warranty of Services (May 2001)
(a) Definition."Acceptance," as used in this clause, means the act of an authorized representative of the Government by which the Government assumes for itself, or as an agent of another, ownership of existing and identified supplies, or approves specific services, as partial or complete performance of the contract.
(b) Notwithstanding inspection and acceptance by the Government or any provision concerning the conclusiveness thereof, the Contractor warrants that all services performed under this contract will, at the time of acceptance, be free from defects in workmanship and conform to the requirements of this contract. The Contracting Officer shall give written notice of any defect or nonconformance to the Contractor within one year from the date of acceptance. This notice shall state either-
(1) That the Contractor shall correct or reperform any defective or nonconforming services;
or
(2) That the Government does not require correction or reperformance.
(c) If the Contractor is required to correct or reperform, it shall be at no cost to the Government, and any services corrected or reperformed by the Contractor shall be subject to this clause to the same extent as work initially performed. If the Contractor fails or refuses to correct or reperform, the Contracting Officer may, by contract or otherwise, correct or replace with similar services and charge to the Contractor the cost occasioned to the Government thereby, or make an equitable adjustment in the contract price.
(d) If the Government does not require correction or reperformance, the Contracting Officer shall make an equitable adjustment in the contract price.
AGAR 452.228-71 -- Insurance Coverage Alternate 1 (Nov 1996)
Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
(b) General Liability.
(1) The Contractor shall have bodily injury liability coverage written on a comprehensive form of policy of at least $500,000 per occurrence.
(2) The Contractor shall have property damage liability insurance shall be required in the amount of $1,000,000 per occurrence.
(c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.
(d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

PART 1 – PURPOSE AND BACKGROUND
PURPOSE
The work of this Contract includes all labor and materials required to replace the existing fire alarm system at the USFS Middle Fork Ranger Station. The system shall be replaced in-kind.
This includes control panel, detection and control devices (smoke detectors, beam detectors, heat detectors, monitor modules, relay modules), power supplies sufficient to power notification appliances, and notification devices. The existing wiring is to remain.
Contractors are very strongly encouraged to visit this project site prior to submitting their quote to verify the details of the scope of work including the extent of replacement. Coordinate site visits with USFS Middle Fork Ranger Station – Zone Engineer Carlos Velez (541) 207-5447.
PROJECT LOCATION
The project is located at the Middle Fork Ranger Station; 46375 OR-58, Westfir, OR 97492.
From Eugene, travel East on I-5 for approximately 5 miles until you reach exit 188 toward OR-
58. Take the exit and continue on OR-58 for approximately 32 miles. Middle Fork Ranger Station is on the West side (right side) of the highway.
From Oakridge, travel West on OR-58 approximately 4 miles from Oakridge. Middle Fork Ranger Station is on the West side (left side) of the highway.
CURRENT CONDITIONS
The project is located at the Middle Fork Ranger Station office. The existing fire alarm system is non-functional. Existing wiring appears in excellent condition and will remain.
The current fire alarm system consists of the following;

POWER SUPPLIES
Power supplies shall be replaced with Potter Signal PSN-1000 series or approved equivalent power supply capable of 24VDC output, standby current of 60 mA, and alarm current of 200 mA.
NOTIFACTION DEVICES
Horn and strobe devices shall be replaced with Potter Signal HS-24 or approved equivalent NAC compatible device.
PART 3 – DELIVERABLE / SCHEDULE
WORK SCHEDULE
Submit a proposed work schedule detailing the work in sufficient detail to show the approximate days that significant work items (i.e., prep, installation, testing, programming, and commissioning) for each portion of the project will be conducted.
The Contractor shall allow enough time for review and approval of the schedule at least 7 days in advance of schedule dates (unless otherwise approved) to give Forest Service personnel time to prepare for any potential disruptions. Work must commence within 5 business days from the issuance of the notice to proceed (NTP).
PRODUCT INFORMATION
Contractor must submit manufacturer’s product information to both the Contracting Officer (CO) and the Contracting Officer’s Representative (COR) for new fire alarm components for review and approval. COR shall have 10 days to review and approve proposed electrical components.
WARRANTY & QUALITY ASSURANCE
Contractor must submit all warranty and manufacturer data specification sheets prior to project completion.
PART 4 – CONTRACTOR’S KEY PERSONNEL
LICENSED ELECTRICIAN
All work must be completed by an Oregon licensed LEA electrician and National Institute for Certification in Engineering Technologies (NICET) level II technician.
Electrician must have prior experience working with fire alarm systems and components described in this PWS.
PART 5 – SECURITY REQUIREMENTS
SITE ACCESS
The site, Middle Fork Ranger District, will be open to the contractor during normal business hours of Monday through Friday from 8:00am to 4:30pm. The building will be closed during federal holidays.

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(b) Prohibition.

August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. FAR 52.212-1 – Instructions to Offerors – Commercial Products and Commercial Services (Sep 2023)
(a) Addendum to FAR 52.212-1: the following replaces all text for FAR provision 52.212-1.
(b) The Government intends to procure this requirement on a competitive basis in accordance with the provisions set forth in FAR Part 13 – Simplified Acquisition Procedures, FAR Part 12 – Acquisition of Commercial Items, and within this Request for Quotes (RFQ).
(c) Instructions to Quoters.

(ii) Completed Provisions - provide a word document or PDF with a completed copy of the FAR provisions identified in this solicitation (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically);
(iii) Past Experience - provide a word document, excel spreadsheet, or PDF with past experience/performance information for no more than ten projects within the last five years. The experience should be projects that best demonstrate services that are similar in scope and complexity to the work described in the solicitation. Each project identified should not need more than 1 page to describe. The information provided should include the customer’s name, telephone number, and a brief description detailing the projects scope and complexity. If the project was for the Government and has an evaluation in the Contractor Performance Assessment Reporting System (CPARS), then only list the Government Contract/ BPA call/ Order number and note that it has a completed CPARS evaluation; and
(iv) Pricing
(2) Multiple quotations. Quoters are encouraged to submit multiple quotations presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition
Regulation), or alternative commercial services for satisfying the requirements of this solicitation. Each quote submitted will be evaluated separately.
(3) Late submissions.
(i) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
(ii) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before issuance of an award and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.
(iii) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Issuance of an award. Quotations should contain the quoter’s best technical and price terms. The Contracting Officer may reject any or all quotations. The Contracting Officer may issue an award to other than the quoter with the lowest priced quotation. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing any award. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR part 15.
(5) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of a quotation, the quoter acknowledges the requirement that a prospective contractor shall be registered in the SAM database prior to issuance of an award, during performance and through final payment of any contract resulting from this solicitation. If the quoter does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to issue an award to the next otherwise successful registered quoter. Quoters may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://sam.gov.
(6) Requests for information. The contracting officer will not directly notify unsuccessful quoters that responded to this solicitation; award information will be posted to https://sam.gov. Quoters may request information on award(s) resulting from this solicitation from the contracting officer.
