About this file

This document contains a brand name justification letter and related federal contract opportunity solicitation. The brand name justification letter from an Installations Food Service Officer requests the purchase of twelve Atlanta Custom Fabricators Curved Serving Counters, citing that previous alternative manufacturer equipment failed to meet operational standards. The counters are needed to match recently purchased beverage counters and ensure replacement part and maintenance supply consolidation. The related solicitation from the Defense Logistics Agency Troop Support Subsistence seeks quotes for the twelve curved serving counters by brand name only for delivery to Marine Corps Base Hawaii. Interested vendors must contact the buyer to schedule a required site visit by February 15, 2021 and submit itemized line item quotes in the DIBBS system.

1. I respectfully request and require the brand name purchases for the (12) Atlanta Custom Fabricators Curved Serving Counters as listed on MIPR M0031221MP00104, 13-Nov-20, for Marine Corps Base Hawaii Mess Hall.

2. Anderson Hall is the only mess hall abroad MCBH and conducts operations 365 days a year, its continuous operations serve in the thousands per day, seven days a week, supporting over 24 tenant Commands and their personnel.

3. Marine Corps Base Hawaii, Anderson Hall, currently uses the serving lines for the safe handling and serving of meals. The food service contractor, BCI, administers an established safety program for their employee workforce that includes providing safety classes and operator training in the operation and cleaning of equipment. BCI also provides maintenance and repairs on such equipment, and have their maintenance teams trained on repairing this type of equipment.

4. Previous experiences with alternative manufacturer equipment have failed to meet operational standards after prolonged and extensive wear, which is the case in a facility such as Anderson

Hall. However, the above stated equipment in MIPR M0031221MP00104 has proven to be the top-brand when placed under similar strain of wear and operability. Additionally, the Atlanta Custom Fab counters have to exactly match recently purchased Atlanta custom beverage counters from MIPR M03129MP00101.

5. Purchasing the Atlanta Custom Fab counters also lowers cost replacement parts, consolidates maintenance supplies acquisition, and makes components interchangeable throughout the entirety of the mess hall operations.

6. Therefore, for such reasons stated above the Atlanta Custom Fab counters meets and fulfills the government's performance requirements.

7. My point of contact for this matter is CWO4 Hyatt, John T. at 808-257-311, john.hyatt@usmc.mil.
