SINGLE SOURCE JUSTIFICATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)
Purchase Request # 0040512344
1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, on behalf of the Bureau of Trust Funds Administration (BTFA), is completing this brand name justification for Dell brand SQL Servers, Storage Servers, Processing Servers and Uninterruptable Power Supplies.
2. Description of supplies or services required to meet agency needs. The BTFA has invested in Dell components at the enterprise level, including Dell EqualLogic and PowerEdge equipment and storage area network (SAN).
BTFA anticipates procuring the following items and services through this acquisition:

3. Identification of the brand name to be solicited. The brand name to be solicited is
Dell. The Dell items and services are commercial in nature and are widely available through authorized resellers.
4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.
□ Urgency – The nature of the requirement has been deemed urgent and following competitive procedures would result in unacceptable delays.
□ Exclusive Licensing Agreement Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified
PR# 0040512344 2 of 3 to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.

5. Rationale. BTFA has invested in Dell components at the enterprise level in an effort to create a homogenous computing environment for its users, ensure mission fulfillment and to maintain operational and functional budgets. The Dell and Microsoft Surface workstations previously purchased have become the main operational equipment for BTFA’s highly distributed and mobile workforce. A homogenized computing environment allows BTFA to realize efficiencies in deployment and support to the end user, as well as enabling BTFA to maintain a consistent cybersecurity posture.
The Dell items previously purchased support BTFA’s Office of Information Resources;
and if other branded items are introduced, they will require extensive re-configuration of the BTFA system, involving deployment tools/procedures, endpoint protection systems and end user support services to support the new brand name equipment.
These actions will result in a delayed deployment to the end user community, resulting in downtime and interruption of mission delivery activities.
In addition, the introduction of equipment from a brand other than Dell at this time, would require a re-evaluation of BTFA’s cybersecurity posture and authorities to operate, which will result in additional costs and delays in deployment. Therefore, it is in the best interest of BTFA to procure the requested equipment and associated peripherals manufactured by Dell. Utilizing a different brand’s services would create significant operational disruption and is not in the best interest of the government.
6. Market Research.
Market research was conducted to support the acquisition strategy of a total small business set-aside under FAR Part 13. Market research via the internet shows that Dell is the only manufacturer of the PowerEdge servers, however there are several authorized resellers. As this acquisition is for BTFA, a set-aside for Indian Small Business Economic Enterprises (ISBEE) or Indian Economic Enterprises (IEE) was first considered as the acquisition strategy. Four (4) ISBEEs have indicated capability and interest in this requirement. Therefore, competition is sufficient to proceed, and the requirement is expected to be set aside for ISBEEs.
