GENERAL: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice.

THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING

REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

The Department of the Interior Acquisition Services Directorate (AQD) on behalf of the Bureau of Trust Funds Administration (BTFA), is issuing this competitive Request for Quote (RFQ) 140D0421Q0072 for the purpose of entering into a Firm Fixed Price (FFP) Purchase Order for Dell brand name SQL Servers, Storage Servers, Processing Servers and Uninterruptable Power Supplies to be delivered to the BTFA office in Lenexa, KS. Quoters are instructed to provide an itemized quote, as well as an aggregate quoted price.

NOTICE OF SET-ASIDE: This solicitation is an Indian Small Business Economic Enterprise (ISBEE) set aside under NAICS 334112 - Computer Storage Device Manufacturing, size standard 1,250. All responsible small business concerns under this set-aside may submit a quotation for consideration by the agency.

QUOTATIONS/QUESTIONS DUE: Quotes in response to this solicitation are due by 12/03/2020 at 10:00 AM (Eastern Time Zone). Send questions by 10:00 AM ET on 11/24/2020.

Quotes and questions shall be emailed to the Contract Specialist at joyce_lee@ibc.doi.gov and Contracting Officer at gloria_crayton@ibc.doi.gov, with the subject line "RFQ 140D0421Q0072

– BTFA Servers”. Telephone questions will not be accepted.

ANTICIPATED AWARD TYPE: The Government anticipates an award of a Firm-Fixed-Price (FFP) Purchase Order as a result of this RFQ. The Government will not consider quotes for partial items or quantities.

AWARD BASIS (FAR 52.212-2): Awards in response to this RFQ will be made in accordance with the Lowest Price Technically Acceptable (LPTA) terms.

DELIVERY DATE: The delivery of the items shall be within 45 days of award. The quoter shall provide the best delivery time.

STATEMENT OF WORK

Scope: The BTFA requires Dell brand name SQL Servers, Storage Servers, Processing Servers and Uninterruptable Power Supplies.

Requirements: The vendor is to provide all costs per the items noted below. All equipment must comply with General Services Administration Trade Agreement Act (TAA). Items may not be educational or like, used or refurbished. All products must be in original manufacturer boxes or containers. All applicable hardware must be energy star compliant. The following lists minimum specifications. Delivery is required within 45 days of award.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (a) The term “f.o.b. destination, within consignee’s premises,” as used in this clause, means free of expense to the Government delivered and laid down within the doors of the consignee’s premises, including delivery to specific rooms within a building if so specified.

(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;

Delivery Confirmation from COR The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

AQD Custom Clause - INTERNET PROTOCOL version 6 (JUNE 2012)

(a) Any system hardware, software, firmware and/or networked component (voice, video, or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding, and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.

(b) Specifically, any new IP product or system developed, acquired, or produced must:

(1) Interoperate with both IPv6 and IPv4 systems and products, and

(2) Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.

(c) As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government. The Contractor shall retrofit all IPv6 capable equipment, at no additional cost to the Government.

(d) The Contractor shall provide technical support for both IPv4 and IPv6.

(e) Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.

(f) Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.

(a) Definitions Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as "Trojan Horses" and network "worms."

(b) The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.

(c) The contractor is required to scan all delivered software to insure it is free of malicious code prior to its installation or operation on Government-owned computers or contractor-owned computers connected to Government computer systems or networks. Contractors using diagnostics software disks or connecting to a non-Government computer while performing repairs or upgrades to a Government computer will scan the serviced computer's drive(s) to insure they are free of malicious code upon completion of the service call, or prior to return of serviced equipment, if servicing is performed off-site.

COMPLIANCE WITH DELIVERY SCHEDULES

The Contractor must immediately notify the Contracting Officer or designated representative when delays exceeding 1-business day are expected, and in the following cases:

1. When the Contractor anticipates difficulty in complying with the contract delivery schedule or date, and

2. When the Contractor has knowledge that any actual or potential situation is delaying, or threatens to delay, the timely performance of this contract.

In cases of delays that are under 1 business day and/or in cases when the Contractor is unable to comply with the delivery schedule, the Contractor must immediately notify the Contracting Officer or designated representative by phone. These notifications shall be informational in character and this provision shall not be construed as a waiver by the Government of any delivery schedule or of any rights or remedies provided by law or under this contract.

The Contractor will not be liable for failure to perform services where such failure is caused, directly or indirectly, by: (i) a strike, (ii) an act of God, or (iii) circumstances beyond the control of the Contractor.

An AQD Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this Purchase Order and notwithstanding any provisions contained elsewhere in this Purchase Order, the said authority remains solely in the CO. QUOTATION PREPARATION INSTRUCTIONS

The following information must be submitted in order to be considered for award:

1. Price Quote: your price quote shall include the unit price for the items quoted, to include the cost of the all items specified, the shipping to location, and the extended total Purchase Order amount. Vendor must review all items and specifications included in this solicitation.

2. Specifications/Descriptions of all items including all warranties being submitted (contractor’s format), broken down by line item.

3. Provide pricing information to include all discounts taken into consideration. The Government requests a discount from vendors pricing.

4. Include Representations and Certifications. The offeror's representations and certifications in accordance with FAR 52.212-3 and 52.219-1 shall be verified in the System for Award Management (SAM).

5. Include Period of Acceptance for quotes: The quoter agrees to hold the prices firm for 60 days from the date specified for receipt of quotes.

6. Specifications of the server brand.

Your quote may be rejected without further consideration for failure to submit any of the information requested in this RFQ.

EVALUATION OF QUOTATIONS: The source selection method for this requirement will be Lowest Price Technically Acceptable (LPTA).

The Government will use the criteria set forth below to evaluate and select the awardee. To be considered technically acceptable, Contractor must demonstrate the capability to provide the requirements set forth in the Statement of Work specifications. Acceptability will be based on the following:

The Government will evaluate all responsive quotes for technical acceptability on a pass / fail basis.

In accordance with 52.225-1, Buy American—Supplies, The Buy American statute restricts the purchase of supplies that are not domestic end products.

Technical Acceptability: Extent to which the Quoted items conform to the specifications contained in the RFQ. All Vendor terms, conditions, and agreements comport with applicable Federal laws, regulations and otherwise satisfy the Government’s needs. In order to be considered technically acceptable, the quoter must be able to provide the product that meets the specifications as detailed in the Statement of Work.

Award will be made to the responsible quoter whose quote is determined to be technically acceptable and quoted the lowest price that is determined fair and reasonable, providing a best value to the Government.

52.212-2 Evaluation—Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible submitter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
