Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 1, located at West Haven, CT, in support of VISN 01, VA Health Care System at Brockton, MA.

The Steris SCS Conveyor System is a flexible, semi-automated (motorized and nonmotorized conveyors) or fully automated, modular conveyor system intended to heighten facility productivity and efficiency. The conveyor system is designed to link compatible, multiple, single-chamber washers and/or multichamber washer/disinfectors in a closed loop system for hands-free handling of baskets and accessories used to process soiled reusable utensils, trays, glassware, bedpans and urinals, rubber and plastic goods, simple hard-surfaced rigid surgical instruments (such as forceps and clamps) and other similar and related articles found in healthcare and life sciences facilities

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Brockton VA Medical Center already have Steris brand Washers that are installed. The SPS Conveyor system is the only system compatible with this washer. This acquisition is the next part of the initial purchase of 2 new Steris Washer Disinfectors that was purchased through funds from Specific Purpose Funding FY24. In FY24 when Brockton purchased the Steris Washer Disinfectors, this additional accessory was not ordered due to lack of funds. So in FY25, Brockton secured funding to purchase this accessory (SCS Conveyor) to make it a complete system. Use of another manufacturer or brand would result in purchasing a new washer system as this conveyor is solely compatible with this washer. Purchasing a new washer system would incur more costs for the Brockton VA and impact the processing and cleaning of the VA s surgical instruments, utensils, and other goods.
