2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISTION

The ASCO Power Technologies’ Avtron Series 4500 K675A UL Listed Outdoor Resistive Load Bank duplicates the previously acquired system in order to expand testing capacity while maintaining the same test data variables. The customized series 4500K675A is required for the cross- compatibility of results with Aberdeen Test Center’s Generator Test Facility results for the evaluation of the Mobile Electric Hybrid Power Sources (MEHPS) and Small Unit Power (SUP) efforts. A second series 4500K675A load bank will allow our test beds to produce compatible test results with those generated using the system make and model load by our companion test agency at Aberdeen Test Center. In addition to meeting the data compatibility results required by the program office, looks to expand our evaluation capability from mobile/hybrid to high power/hybrid/micro-grid applications.

has invested on DC Power Supplies, Loaders, and smaller AC Loaders for component evaluations. In addition, 2 years of labor have been spent on facility upgrades to reconfigure the space to accommodate the suite for hybrid power system evaluations. A change in equipment would impair the program and would result in variance is test controls. If we were to invest in an alternative loader, it would cost at least an additional of funding from labor, equipment, and construction.

An award to a different brand other than Avtron Series 4500 K675A would result in (a) substantial duplication of costs to the US Navy, which would not be recovered through open competition of minimum specifications and (b) unacceptable delays in the completion of MEHPS and SUP asset testing by end of calendar year 2020.
