I. Contracting Activity.

48th Contracting Squadron (CONS) Bldg 977, Boston Drive RAF Lakenheath, Brandon, Suffolk, IP27 9PN

II. Nature and/or description of the action being processed.

The 48th Maintenance Group at RAF Lakenheath is requesting twelve (12) Automated Tool Kit Control Boxes manufactured and distributed by Snap On Tools brand or authorized resellers. The tool boxes will be permanently stored in remote locations on the RAF Lakenheath flight-line. The automated tool boxes will have digital technology to allow for remote tool accountability in real time. Boxes will also come with custom made tool control foam, custom made tools to fit the foam and box to align with digital capability to be compliant with AFI 21-101 tool accountability requirements. With this requirement, the 48th Maintenance Group will save approximately 1,000 man hours per year/ per automated tool box.

The Government contemplates a new Firm-Fixed Price (FFP) contract for this requirement.

III. Description of supplies/services required to meet agency needs.

The identified need is for twelve (12) Automated Tool Kit Control Boxes.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Prior to conducting market research, 48th Maintenance Squadron provided market research on the requirement stating only Snap On brand Automated Tool Kits would satisfy the Government's requirement. The Automated Tool Kits need to have capability to connect into digital networks including the USAF Tool Accountability Network (TCMAX), take photographs of tools in real time, and automatically secure and account for tools. Through market research, no other vendor currently has automated tool control kits or variations at the same quality that Snap On offers or that interfaces with the TCMAX network. Automated tool kit equipment must meet requirements in accordance with AFI 21-101. Snap On currently has a patent on the Level 5 Automated Tool Control kit technology that will enhance the tool accountability capability required by AFI 21-101.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Initial market research was conducting IAW FAR Part 10 revealed only one source capable of supplying the requirement.

A Sources Sought was posted to the Government Point of Entry (GPE), Beta SAM, on 31 August 2020, with a closing date of 08 September 2020. The Sources Sought included the Statement of Work (SOW) identifying key components of the requirement and the brand name requirement looking for Snap On authorized vendors.

The Sources Sought revealed two vendors, Coordinated Defense Supply Systems, Inc. and VS Aviation LLC, who have demonstrated the capability of fulfilling the requirement, stated that they are authorized Snap On distributors and confirmed their interest in competing in any forthcoming solicitation.

All vendors have stated intentions to provide Snap On brand specific equipment.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer has determined that the anticipated cost to the Government will be result in a fair and reasonable price as a result of competition between at least two vendors. Beyond that, an Independent Government Estimate (IGE) was generated to provide a basis for fair and reasonable pricing.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Three vendors were contacted, one locally (United Kingdom) and two in the United States. All vendors have stated that they can deliver the requirement to RAF Lakenheath.

Internet market research was additionally conducted as well as a Sources Sought posted on the GPE. Only three authorized distributors of the Snap On brand Automated Tool Kits were located that could supply the requirement to RAF Lakenheath.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Sources Soughts will be posted on the GPE for future Automated Tool Kit requirements to see the capability to provide the requirement in the civilian industry.
