I. Contracting Activity.

52 Contracting Squadron, Spangdahlem AB, Germany.

II. Nature and/or description of the action being processed.

The 52nd Maintenance Group (MXG) is requesting to purchase an OMAX brand name WaterJet Maching Center Model 55100, additional components, and pertinent training.

III. Description of supplies/services required to meet agency needs.

OMAX WaterJet Maching Center Model 55100 Brand Name 1 Each Delivery to Spangdahlem Airbase Germany Onsite Installation and Training.

IV. Statutory authority permitting other than full and open competition.

FAR 6.302-1 10 U.S.C. 2304(c)(1) and AFFARS 5313.501 - 10 U.S.C. 2304a, Special Emergency Procurement Authority (41 U.S.C. 1903)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The use of the brand name WaterJet station descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. While other systems can cut aircraft parts, OMAX is compatible with existing infrastructure.

Furthermore, this is a replacement of the existing equipment and the Government currently has lbs of specific OMAX garnet sand along with repair supplies, existing connections, and associated spare parts for repair and replacement. Purchasing a different brand would require the Government to refit the new equipment into existing infrastructure and purchase new spare parts. Finally, OMAX is utilized in almost all AF Metals Technology sections, which makes personnel PCSing in/out prior trained on OMAX software and systems thus significantly reducing training cost.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The solicitation will be posted to Bet.sam.gov and GSA. During market research vendors were identified that can provide this requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The estimated price for this requirement based off the IGE is concurrent with GSA listings and prices found from internet searches.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A RFI was sent out by the customer which yielded responses from vendors. Those quotes were found be consistent with existing listings and Internet searches conducted later showing there is adequate competition and interest for this requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

We will include all interested, authorized OMAX WaterJet sources in the solicitation to maximize competition.

XII. Certification by the Contracting Officer.
