A Sources Sought was posted to SAM.Gov from 23 June 2023 thru 3 July 2023 and received no responses. Two Requests for Informations were posted to the NASA SEWP vendor pools and received interested vendors and quote. The manufacture was contacted and provided a list of authorized resellers. FPDS-NG award archives were searched to locate previous awards and potential vendors. This market research indicated this acquisition qualified as a Brand Name rather than Sole Source acquisition.
This requirement shall be posted to SAM.Gov with no set aside restrictions in order to enable all capable vendors to submit a quote.
The requirement was also synopsized on SAM.Gov last year between 17 August 2022 and 24 August 2022.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The widespread dissemination of this requirement through NASA SEWP and SAM.Gov prior to posting the solicitation provided all vendors advanced notice. Additionally the requirement shall be posted in a public place with all vendors who expressed interest receiving notification to ensure they are cognizant of the opportunity.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
