Justification for Brand Name Awards IAW FAR 13.106-1(b) For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, VISN 07, Department of Veterans Affairs, Charleston, South Carolina, RHJ VA Medical Center, PR-534-21-3-783-0151
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Hematology Department at the Ralph H. Johnson VAMC in Charleston, SC requests to have an automated osmometer upgrade to the current Advanced Instrument osmometer system that is on-site and validated for patient testing.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Advanced Model A20 Automated Osmometer is a proprietary product of Advanced Instruments.
This A20 Automated Osmometer is an upgrade to the current osmometer that is on-site, tested, and validated at the Medical Center. Any other osmometer would be of an excess of cost, time, reagents, and training for the government. Additional unique characteristics include, a fully automated osmometer, provision of a large sample throughput of >20 samples in less than 1 hour, STAT sample capability, testing time of less than 3 minutes, a self-cleaning fluid management system, positive sample identification, operator lockout, all touch screen operation, an integrated data management system, barcode scanner, printer, and quality control module, and must be interfaced with the laboratory’s current laboratory information systems, Data Innovations and VistA/CPRS.
4. Description of market research conducted and results or statement why it was not conducted:
This purchase is an upgrade to the current Advanced Instrument Osmometer model. Market research revealed no other osmometer that is an upgrade to the Advanced Instrument Osmometer.
Any other osmometer is considered detrimental to the current laboratory osmometer testing, established patient reference ranges, employee training and competency, reagents and materials, and overall workflow of the department. Any other osmometer would be of an excess of cost, time, and training. Market research revealed five SDVOSB’s that say they can meet this requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
