Solicitation BPD-CFP-12-CI-0004

Question 1 Will the BPD / CFPB consider extending the response date by two weeks?

Response The proposal due date has been extended to August 6, 2012.

Question 2 Does CFPB have a targeted or required date for the initial delivery of the data panel?

Response As soon as possible after contract is signed, required date for initial delivery of the panel would be in 90 days.

Question 3 Will the CFPB please describe the criteria CFPB will use for acceptance of the data? (Reference FAR 52.212-4(a) Response The CFPB will use a variety of data quality checks to evaluate the data submitted. For example, these checks may include reviewing the number of records, number and type of data fields, contents of fields, logical consistency of fields, distribution of values of fields, and other attributes of the data, as appropriate.

Question 4 The solicitation states that CFPB will use the data panel "in a wide range of policy research projects." Will the CFPB please provide additional detail on the CFPB’s intended use of the data panel or identify some of the prospective research projects that the data panel would be used in? (Reference Section 2.0 – Objective) Response CFPB intends to use data to fulfill its mission of conducting fundamental, long-range research on consumer financial behavior and products as well as to address short-term policy questions.

Question 5 Section 3.1 states: “The Contractor shall have the capability of including joint borrowers, co-signers, and authorized users as part of the panel.” Does this mean that the credit files of all the associated borrowers who have shared trades with the selected consumers be provided? Or does it simply mean that the credit files of the selected consumers should contain any trades for which the selected consumer is a joint borrower, co-signor or authorized user? (Reference Section 3.1 – Panel Description) Response CFPB will work with the contractor to identify the most appropriate panel. This panel may include joint borrowers, co-signers, and authorized users. For any such individual included in the panel, the CFPB would expect to have that individual’s credit file included.

Question 6 Please provide more information on CFPB’s need to link the panel data to external data sets, both practically and for what purpose? (Reference Section 3.4 - Capabilities, Bullet 3) Response The CFPB may be interested in appending a wide range of information about the consumers in the panel, either from the vendor or its affiliates or third parties, for various research purposes. The data requirements for data matches with third parties would depend on the nature of the external data source.

In some circumstances the vendor would need to provide personally identifying information to a third party to facilitate the match. The CFPB is committed to pursuing these data matches in compliance with the FCRA and other data privacy obligations.

Question 7 Please provide expectations/requirements that will meet CFPB’s need for being "fully supported" by Contractor's in-house data experts (i.e. 24/7; x hours / week)? (Reference 3.5 – Consulting Bullet 1)

Response The CFPB expects the vendors to provide adequate support to construct and maintain the panel and provide support on special projects such as surveys.

Question 8 [We] assume the data panel will be delivered to the CFPB. If so, what technology will be leverage to do so?

Response We prefer to receive data via SFTP. We have a secure extranet environment which we can leverage to either receive pushed data from vendors or pull data from their extranet servers.

Question 9 What file structure does the CFPB want the data output in? (T&I) Response CSV (or other ASCII-based, delimited formats) would be easiest (and very common).

Question 10 How will the data need to be delivered to the CFPB (SFTP, hard drive)?)

Response See Response to Question 9.

Question 11 The RFP notes- The Contractor does not need to identify the furnisher/creditor of particular trade lines, unless an approach to providing this information that is acceptable to the Contractor and the CFPB can be found.

The Contractor shall, however, provide a means to identify which trade lines come from the same furnisher/creditor, across consumer files. How does the CFPB what this noted (i.e. tag, code, etc.).

Response The data should allow the CFPB to identify which trade lines, in different consumer files, come from the same creditor. The CFPB would expect the contractor to identify the mechanism for accomplishing this.

Question 12 What does the CFPB define as non-credit attributes?

Response Non-credit attributes are consumer attributes that could provide added value to the panel, but are not part of the consumer credit file. Examples may, but do not necessarily include, dwelling type, home value, occupation, census-based data.

Question 13 What does the CFPB define as “data fields”?

Response Data fields are the variables/data elements that contain the information in the consumer’s file except for fields that need to be masked to preserve confidentiality. This would include, for example, trade line data, as well as other data elements such as identity theft alerts that reside in the consumer’s file.

Question 14 Will the CFPB considered extending the due date of July 26, 2012?

Response See Response to Question 1.

Question 15 Can you please define” new credit files”?

Response “New credit files” are files that are new to the system and are not associated with an existing consumer file.

Question 16 The RFP calls for the contractor to provide credit scores. Specifically, what credit score is the CFPB interested in?

Response The CFPB would accept a Vantage or generic FICO score; the CFPB may be willing to accept other scores. For specific projects the CFPB may want the option of purchasing specific scores. Vendors are encouraged to provide a range of options.

Question 17 Section 3.3 Data Characteristics states that the Contractor shall provide zip+4 or census tract and year or age of birth. How often is the CFPB looking to receive this data? Should the data only be appended in the Base Period to the most current archive when the initial panel is created? Should the data be appended to all quarterly updates for both the Base Period and the Option Periods? Or should the data only be delivered one-time per year?

Response The CFPB would prefer to receive geographic information at least annually; depending on cost the CFPB may wish to receive it quarterly. Age/year of birth data, and other data points that are fixed or change in a systematic and predictable way would ideally be provided once and updated if they change.

Question 18 If the CFPB chooses to contract for non-credit attributes, how often should the attributes be appended in the base period? Should the attributes only be appended one-time when the initial panel is created?

Response This would depend on the nature of the attributes.

Question 19 Section 3.3 Data Characteristics states “the Contractor shall provide a list of all data fields to be included in the consumer report that the Contractor shall provide to CFPB.” Does the CFPB want these fields at the summary level, at the consumer level or detailed at the TIP level? Also are we to provide the complete list with the proposal or upon contract award?

Response The contractor will provide the complete list at the proposal stage.

Question 20 The CFPB is requesting non-credit attributes. Is the CFPB requesting credit attributes that are aggregated at the consumer level? (These credit attributes will ensure compliance, as all PII will be removed from each record.)

Response The CFPB is requesting credit trade-line level data.

Question 21 Please provide the criteria for Section 3.1 Panel Description to create the nationally representative panel.

Are you asking for a recommendation to be included in proposals for the creation of the panel?

Alternatively, does the CFPB plan to develop the panel with the contractor after contract award? If so, are there any requirements for the process?

Response The CFPB plans to develop the panel with the contractor after the award within the range of requirements identified in the contract.

Question 22 Section 3.2 Panel Updates states the following, “the Contractor shall provide quarterly updates. The Contractor shall have capability of providing account information, such as account balances, for the intervening months.” We will provide evidence of our capability to do so, but does the CFPB actually want the data delivered during those intervening months or delivered as part of the quarterly updates? If so, can we add this as a separate line item in the price proposal?

Response Delivered as part of the quarterly updates.

Question 23 Section 3.3, Data Characteristics states, “the Contractor shall provide credit scores as requested by the CFPB.” Please confirm that VantageScore will meet the CFPB’s score requirement.

Response The CFPB would accept a Vantage or generic FICO score; the CFPB may be willing to accept other scores. For specific projects the CFPB may want the option of purchasing specific scores. Vendors are encouraged to provide a range of options.

Question 24 Attachment 4 Subcontracting Plan states, “the Department of the Treasury has subcontracting goals of 47.9 % for small business, 3 % for HUBZone Small Business, 5 % for Small Disadvantaged Business (SDB),5 % for Women-Owned Small Business (WOSB), and 3 % for Service Disabled Veteran-Owned Small Business (SDVOSB) for fiscal year 2012.

For this procurement, the Department of the Treasury expects all proposed subcontracting plans to contain the above goals, at a minimum. Although there is no statutory goal for Veteran-Owned Small Business (VOSB) concerns, a VOSB goal must be proposed in accordance with FAR 19.7 and should represent the offeror’s best effort to provide the maximum practicable opportunities for VOSBs. These percentages shall be expressed as percentages of the total available subcontracting dollars.”

The scope of this RFP is to provide credit data services, which involves an insignificant amount of labor, other than initial planning and execution. These national credit database services can only be provided by large businesses with the resources to collect credit data. We ask the CFPB for more direction on how disadvantaged/women-owned/service disabled veteran owned small businesses could support the statement of work in this RFP. In addition, how will the Subcontracting Plan be evaluated when selecting a contractor for award?

Response The Contractor shall determine whether Small Business Subcontracting possibilities exist. If none exist, the Contractor shall provide narrative as to how that determination was made.

If Small Business Subcontracting possibilities exist, the Contractor shall complete the Small Business Plan at Attachment 4 in accordance with its instructions and minimum subcontracting goals.

It is the Contractor’s responsibility to plan the allocation of dollars identified as available for subcontracting to small business in accordance with the stated “at minimum” goals. The Subcontracting Plan will be evaluated for acceptability. See ADDENDUM TO 52.212-2(4)(iii) and FAR 19.705-4.
