The RFQ invites qualified law firms with substantial experience in bond counsel law to submit qualification statements for providing legal support from January 1st, 2025 through December 31st, 2025. Compensation for these services will be transactional, with bond counsel receiving a fee for services rendered in connection with issuing temporary and/or permanent obligations. Respondents are required to include their proposed base fee for each transaction type and any additional increments related to the par amount of the obligations. For services that do not result in bond issuance, compensation will be on an hourly basis, with respondents expected to provide hourly rates for each individual performing services, time estimates, expenses, and a total "not to exceed" amount. The City will evaluate qualification statements based on factors including experience, reputation, knowledge of the Law Department, availability, government experience, commitment to equal opportunity and diversity, and support of minority and women-owned business enterprises.
