Section B: Description of the Supplies/Services Required
809th Maintenance Support Squadron (809 MXSS) has a requirement to purchase Autodesk Fusion 360 Software and a Fusion 360 Hybrid Additive Post Processor to run their Titan Atlas 5HS 3D Printer in the Reverse Engineering, Advanced Manufacturing, Prototyping, Innovation and Design (RAPID Innovation Center). The required /CAM Control Software will be used to improve design and manufacturing capabilities of the Titan Atlas 5HS 3D Printer.

Section C: Justification for Soliciting from a Single Source or Brand Name
In accordance with (IAW) FAR 8.405-6(b)(1), "The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer." The Autodesk Fusion 360 Software and Fusion 360 Hybrid Additive Post Processor will be used in support of 809 MXSS RAPID Innovation Centers mission to provide reverse engineering services to the Ogden Air Logistics Center (OO-ALC) at Hill Air Force Base

(HAFB) Utah. Autodesk is the only brand that can provide the unique or highly specialized software required to run the advanced hybrid polymer 3D printer, Titan Atlas 5HS. Autodesk Fusion 360 is a Computer Aided Manufacturing (CAM) Software program that works with the Fusion 360 Hybrid Additive Post Processor to allow the Titan Atlas 5HS to extrude material and have 5-axis milling capability. Failure to procure the required Autodesk Fusion 360 Software and a Fusion 360 Hybrid Additive Post Processor would lead to shops having more issues while printing, resulting in loss of time and the need to reprint items. This would result in loss of RAPID Innovation Centers production and failure to meet OO-ALC mission to support the war fighter. Also, Autodesk Fusion 360 Software is the only software approved to be purchased for the Titan Atlas 5HS Printer in a signed IT Purchase Request (ITRP) from the 75th.
Section D: Efforts to Obtain Competition
The customer did initial market research and gathered one (1) quote from a vendor while contacting known sources of Autodesk Fusion 360 Software. Once the acquisition was assigned to the MASO office, IAW AFMAN 17-1203 para 3.2 Enterprise Software Initiative (ESI) was searched, and the Autodesk Fusion 360 Software is available via ESI. The only vendor Autodesk Fusion 360 Software is available from on ESI is, DLT Solutions. DLT solutions also has a General Services Administration (GSA) Advantage schedule with Autodesk Fusion 360 Software available. We did not utilize GSA Advantage, ESI is our higher priority of our two mandatory sources, as a result pricing is lower using ESI. I reached out to DLT Solutions to see if they could provide a quote for all the items required. I received a quote from DLT Solutions, in the email it said “Note, line 1 for Autodesk Fusion 360 software is available under the DOD ESI BPA. Rest is available under an Open Market contract, or you can issue a RFQ through NASA SEWP contract”. With only 5.5% of the quote available through the ESI BPA, and the rest through open market, the Contracting Officer (CO) determined this should go full and open on SAM.gov. The buyer put out a Sources Sought on SAM.gov for 30 days, we received no responses.
After that, we needed to determine if there were any other vendors that could provide the open market items. I reached back out to DLT Solutions to see if there were other vendors that could provide the open market items, they provided two (2) more quotes. I searched SAM.gov to see if the three (3) certified Autodesk partners that were on the quotes were registered in SAM.gov, and to determine if they were small businesses. I found two (2) of the vendors in SAM.gov, both were small businesses, but only one (1) had an active registration. I emailed both vendors to see if they could provide all the required items. Only KETIV Technologies Inc. responded, emailing me back “Autodesk Resellers, such as us at KETIV Technologies, are not authorized to transact Autodesk software orders directly with government agencies.
Autodesk has all government orders in the US eventually transacted through their Master Government Aggregator, DLT Solutions”. I found a list of 14 Authorized Government Resellers on the Autodesk website; all the businesses are registered in SAM.gov and all are other than small businesses. So, we will not be able to do a small business set a side, but there is reasonable expectation that the Government will receive two or more competitive offers.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
It is anticipated that future purchases will still require a brand-name justification; however, the Government will continue to search the commercial market on the latest new and emerging products that could satisfy the Government's requirements on future purchases.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
