6TH AIR REFUELING WING (AMC)
MACDILL AIR FORCE BASE, FLORIDA
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number for this requirement is FA481421TF064 and is hereby issued as a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Items. United States Central Command (USCENTCOM) has a need for biometric collection devices, accessories, software, cloud services, training, and warranty/maintenance. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective 10 March 2021, DFARS DPN 20210224 effective 24 February 2021, and AFFARS AFAC 2019-1001 effective 1 October 2019. The North American Industry Classification System Code (NAICS) is 541519 with a Small Business Size Standard of $30 million.
A firm fixed price contract will be awarded. All interested parties must quote on all items.
DESCRIPTION OF REQUIREMENT: USCENTCOM has a need for biometric collection devices, accessories, software, cloud services, training, and warranty/maintenance. Reference Attachment 1, Statement of Work for a list of salient characteristics to meet minimum requirements. Offerors are required to complete and return a CLIN Structure (see below). Failure to provide pricing for all CLINs will result in that offeror being deemed “Non-Responsive” and removed from consideration.

BASIS OF AWARD: Award will be made to the lowest priced offeror that is determined to be technically acceptable. Technical acceptance will be determined by comparing an offerors quote to the requirements outlined in the Statement of Work. Failure to provide specific evidence reflecting the capability to fulfill minimum requirements outlined in the Statement of Work will result in that offeror being determined “Unacceptable”.
The contract will include FAR Clause 52.217-8, Option to Extend Services, with the potential to extend the contract an additional six (6) months beyond the awarded contract performance period. The price for that period will be determined based on the unit prices proposed for the current period of performance and will be evaluated at the time of award. Evaluation of options shall not obligate the Government to exercise the options.
In the event the Government requires continued performance, the Government’s evaluation of prices proposed will be considered fair and reasonable as applied to an extension of services. One-half (six (6) months) of the offeror’s proposed price for the fourth option year will be added to the offeror’s total price for evaluation purposes.
Quotes will be evaluated by a technical advisor and rated IAW Table A-1 (as provided below). Documents submitted in response to this solicitation must be fully responsive to and consistent with the following (if applicable): (1) Requirements of the RFQ and, (2) Statement of Work.

Offers must be submitted NLT 18 May 2021 by 10:00 AM (EST) in writing to lakeisha.gamble.2@us.af.mil and russell.beasley.2@us.af.mil. Please provide a quote assuming a Firm Fixed Price contract. Offerors must quote on all items. Offeror quotes must include the following: discount for prompt payment if applicable, CAGE Code, DUNS number, Federal TIN with company name, and POC contact info. Lack of registration in the SAM database will make an offeror ineligible for award. Offeror must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer.
