STATEMENT OF WORK

CENTCOM BIOMETRICS COLLECTION DEVICES

CCJ5-SCR

29 April 2021

DESCRIPTION OF SERVICES: USCENTCOM requires Security Cooperation Offices in the

CENTCOM Area of Operations (AOR) to have the ability to collect biometric data (facial photo and 10-digit fingerprint scan of International military students attending training on U.S based

Department of Defense installations. This information will then be used for security vetting of the

IMS before being allowed to attend U.S. based training. The total requirement is 56 biometric collection devices.

REQUIREMENTS:

1. Ares/Javelin XL/InCadence or Equal - Biometric collection devices capable of capturing

10-digit finger scans and facial pictures Javelin XL or equal. Devices must meet the following requirements:

a. Must have stock on hand to rapidly ship/deploy 56 biometric collection devices and accessories to ensure full functionality immediately upon submitting order.

b. Must be approved for use by the DoD Program Office for Biometrics and the Defense

Forensic Science Center (DFSC) Biometrics Operations Division (BOD)

Interoperability Initiatives Branch (I2B).

c. Supports the processing of biometric and latent data based on DoD Electronic

Biometric Transmission Specification (EBTS)/Electronic Fingerprint Transmission

Specification standards

d. Produce an EBTS version 4.0 compliant digital file, backwards compatible to EBTS version 1.2 that can be submitted to the Automated Biometric Identification System

(ABIS), the Federal Bureau of Investigations (FBI) Next Generation Identification

(NGI) system and the Department of Homeland Security’s IDENT system through the SOF Exploitation (SOFEX Portal)

e. Ability to electronically collect high resolution 10-digit fingerprints (FAP 50 or higher slap, flat, or rolled), facial photo (SAP 52 or higher). Simultaneous fingerprint capture should be 4 or higher at a time. Must support RAW, WSQ, BMP, JPEG2000, and PNG image formats.

f. Must have the ability to upload data collection to the SOFEX portal via WIFI and

Universal Serial Bus (USB) connection or CD drive

g. Must provide software and hardware sustainment of system as needed to ensure full functionality

h. Biometric collection device must have internal battery for extended use

i. Biometric collection device and power adapters must be dual voltage

j. Biometric collection device must be light weight (3 lbs or less), compact, modular, and ruggedized (IP-65 or higher)

k. Biometric Device carrying case should be 8lbs or less fully loaded with device and accessories. Case must be watertight, crushproof, and dustproof per MIL-STD-810F

2. Ares/Javelin XL/InCadence or Equal - Contractor shall provide software capable of running the devices.

3. Ares/Javelin XL/InCadence or Equal - Contractor shall provide configuration of the devices to ensure full operability.

4. Ares/Javelin XL/InCadence or Equal - Contractor at a minimum shall provide web-based training (MS Teams, Zoom, etc.) to ensure SCOs can fully operate the devices upon receipt.

Live training is preferable to conduct question and answer sessions with SCOs upon initial receipt. The ability to respond to SCO issues for support will be answered within 12 hours at a minimum, although 24/7 technical support is preferred.

5. Ares/Javelin XL/InCadence or Equal - Contractor shall provide gateway licenses to operate biometric collection devices.

6. Ares/Javelin XL/InCadence or Equal - Contractor shall provide software and hardware maintenance as needed to ensure full operability with minimal downtime.

7. Ares/Javelin XL/InCadence or Equal - Contractor shall provide expeditious, safe, secure shipping directly to the SCOs located at U.S Embassies across the CENTCOM AOR. The preferred method for this type of shipment is either unclassified or classified diplomatic pouch operated by the Department of State. Some SCOs may require different means of shipment (i.e. MILAIR). Biometric kits must meet diplomatic pouch shipping requirements as outlined in Foreign Affairs Manual 14 FAM 720, especially with respect to lithium ion battery restrictions.
