About this file
This document contains Bid Submission Instructions for the Louisiana Department of Transportation and Development (DOTD) Procurement Section, detailing the specific requirements for submitting bids. Bidders may deliver bid documents by hand, courier service, or US Postal Service to the DOTD Headquarters in Baton Rouge, with strict guidelines for submission. Bids must be received and time-stamped in the Procurement Section before the specified bid opening date and time, which will be set in Central Standard Time (CST). For hand or courier delivery, bidders must clearly mark the envelope with the complete address, RFx number, and bid opening date, including a specific floor and room number to ensure proper delivery.
The instructions emphasize that bidders are solely responsible for timely delivery, with any delays potentially resulting in bid rejection. For US Postal Service delivery, an additional caveat is noted that bids are received at the Baton Rouge Main Post Office, then routed through the Division of Administration and DOTD Procurement Section, which may require extra delivery time. The document provides specific mailing addresses for both physical location (1201 Capitol Access Road) and P.O. Box (P.O. Box 94245) delivery methods, with spaces for bidders to fill in the specific RFx number and bid opening date. The instructions repeatedly stress that failure to meet the bid opening date and time will result in automatic bid rejection.
