About this file

This is a Bid Amendment issued by the Kansas Department of Administration's Office of Procurement and Contracts on behalf of the Kansas State School for the Blind for website accessibility compliance services. Amendment Number 1 extends the closing date for proposals from the original July 28, 2026 deadline to August 18, 2026 at 2:00 PM CST. The scope of work requires vendors to update the KSSB website to achieve WCAG 2.1 Level AA compliance in accordance with the DOJ's April 2024 Final Rule and 2026 Interim Final Rule, with a compliance deadline of April 26, 2027. Deliverables include comprehensive web accessibility remediation through automated scanning, manual testing with screen readers, alt-text development, assistive technology optimization, document and media remediation, and braille compatibility verification. Additional requirements include developing a Digital Accessibility Policy, conducting an inventory of educational technology products, and implementing continuous monitoring protocols aligned with NCADEMI standards. The contract term extends from the date of final signature through three years, with options to renew for two additional twelve-month periods.

Cost proposals must include separate line items for standard consulting fees, highly specialized consultation, and staff training, submitted sealed and separate from technical proposals. Prices must remain firm for the entire contract period and all renewal options, with payment terms of Net 30 days. Evaluation criteria include cost, proposal adequacy and completeness, bidder's understanding of the project, compliance with RFP terms, experience in providing similar services, qualified staff qualifications, and methodology. Vendors must submit a current Tax Clearance Certificate from the Kansas Department of Revenue and certifications regarding Immigration Reform and Control, sexual harassment policy compliance, Israel boycott compliance, and telecommunications equipment. Prospective vendors not officially invited to participate must notify Procurement Officer Tyrone M. Gasper at Tyrone.Gasper@ks.gov at least 24 hours before the closing date. Vendors claiming Kansas Disabled Veteran Owned Business or Certified Business preference eligibility must provide supporting documentation with their bids.
