Questions The RFP states the need for "three past or current clients of a project of a similar size and scope," while the Reference Form specifies "three (3) written references from public sector and/or non-profit sector clients," which is more restrictive. Please clarify. We would like three references from clients with a similar project of size and scope. If you have references from the public sector or a non-profit then we would prefer to see those clients listed as a reference.

This section mentions "tools or plugins" but does not specify a budget for these. Many will be ongoing subscriptions. Is this expense considered in the published budget?We have Google Analytics and Search Console setup with the website. For WordPress I believe there are a number of free plugins. For Drupal there are free modules as well such as Metatag that we are currently using. I did submit a request for a paid application for next year (Sitechecker). For now we will focus on the free tools listed above.
Infrastructure and deployment are not clearly defined. What are the exepectations regarding this area? For example, clarity around the development, staging, production environments. Is CI/CD expected? Who will be handling the deployment along each stage?We have a testing instance and a production instance in AWS. For the project, we also create similar instances. CI/CD is not expected it will be up to the vendor how they want to handle it. Vendor can also define their own processes for development environments and deployment depending on their tools and best practices.
Is there a brand kit already prepared for CTPS?We will provide some internal branding guidelines but vendor should be flexible in their approach so that changes can be made in the future (logo and style sheets for brand colors).

No action is needed now, only if you are awarded the

contract Can you please explain what would be the Vendor Shortlisting and Selection process? We will verify all vendor's eligibility on the state contracts. We will review examples provided including references, and then determine which vendors to select for interviews. We will also evaluate if the vendor understands what the ask is for the project.

Is it possible for us to use styles or elements of the Boston.gov style guide as we build out the new site? We are completely separate from the city of Boston. We wouldn't necessarily want to use their style guide specifically unless there are aspects of the site we like. However, we have not evaluated their site to see if there are features that we would want to emulate.

Are you modeling your content in a component architecture using the Drupal Paragraphs module? No, we are currently not using the paragraphs module. Our content is all bult in the standard WYSIWYG / HTML field box. We would like to implement more powerful and customizable ways to create content to using a module such as paragraphs module would be preferable for the re-design effort.

Do you have any custom modules on the site currently?Yes, we have a number of custom modules:
●Bookable calendar (how staff reverse parking passes on the intranet)
●Two-factor Authentication (enabled on both sites; this includes 3 modules)
●Honeypot (for spam)
●Link checker
●Pathauto (to automatically create URL aliases for content types)
●Localizejs (for our translation)
●Metatag module (for SEO purposes)

Several other modules are installed, but I believe they are mostly standard or required to make the above work.

Do you have content moderation features like drafts and archives enabled?No, we don’t have content moderation. Pages are either published or unpublished.
Where is your office located if we wanted to meet in person?10 Park Plaza, Boston, MA 02116, The only day we are all in the office is on Tuesdays.
Will we have the ability to interview/work with Boston Region MPO board members?No you will not meet with board members. There are opportunities to work with internal

CTPS Staff (in coordination with Web Admin, IT manager, and directors) as well as during web re-design working group meetings.

Do you expect the vendor to assist in maintaining the AWS infrastructure and deployment processes including CI/CD? We don’t currently use CI/CD process so that will be up to the vendor on how they prefer to deliver the project. We have a testing and production server so we can also create similar instances for the website re-design. These are managed in our AWS environment so this is maintained by the IT team.

Can you provide more information on the expected level of accessibility compliance, such as WCAG 2.1 AA or AAA, and are there any specific
accessibility features or tools required?The Web Content Accessibility Guidelines (WCAG) Version 2.1, Level AA is the technical

standard for state and local governments’ web content and mobile apps. We do not currently use any accessibility tools on the website.

Do you want or need any technical training for staff to be involved in the development process or project handoff? Yes, the Website Administrator will be involved throughout the development process.

We will need to make sure that the Web Administrator is trained on the new CMS (as far as any new technical features) and that internal website editors are trained on how to create and publish website content.

Depending on the end product, we might require end-user training.

Do you have any example sites or apps that you can reference that exemplify features desired in the new sites? Yes, here are examples of websites that we evaluated.

A cost estimate should be provided for each project deliverable. The payment terms will be in the final contract agreement.

Will the sites continue to be hosted on the existing AWS servers or should the Proposer prepare hosting options as well? Yes, the websites will remain in AWS. (Unless you can provide a compelling reason to move it from AWS to another cloud provider)

How many hours of maintenance per month do the sites usually require from your team? This number would include general site and content updates from
administrators but also best practice software patching and security monitoring from your IT team.We have a full-time Website Administrator who is responsible for all of the content updates and maintenance work. This will not change with the redesign all work will be done internally post-launch.
Will the winning Bidder receive access to the existing sites to aid in data migration between the current Drupal set-up and a proposed switch to WordPress?
Additionally will the entire data/document/file set be migrated for both sites or will it only include data going back to a specific date?Yes, the consultant will work in coordination with the IT team for access to the websites. A

website audit will be done before the project to identify content that can be archived. The bidder will also have to prove that all apps hosted on the sites will work in WordPress before making a proposal to switch to WordPress or any other CMS.

Could you clarify whether the redesign should cover all existing pages and features of both the external and internal websites or if any sections are to be
retained as-is?Yes, the redesign will include all existing pages of both websites. We will conduct an audit

prior to identity pages that can be archived. After that, the expectation is that all remaining pages will be incorporated into the new design.

Do you have a preferred CMS (Drupal, WordPress, Joomla), or are you open to recommendations based on scalability and security? Yes, we are open to recommendations as long as it can meet our technical requirements.

We will need to approve beforehand.

Multilingual Support – Which languages should be supported, and should the translations be automated or manually curated? We use a translation tool (Localize). It automatically translated the pages. This will remain the same including the languages supported.

Hosting Environment – Will the website be hosted on an existing infrastructure, or should the vendor recommend a new hosting solution?Yes, the hosting environment will remain in AWS.
Data Integration - Could you provide details on the types of data sources and integrations required, such as third-party APIs, GIS tools, or internal databases?We want to ensure that
●Embed code from providers such as ArcGIS Online and YouTube can be easily and successfully embedded in site pages. (We have used these two sources before, but we are also interested in embed code for shinyapps and possibly Tableau.) YouTube and ArcGIS Online examples follow.

● Files for custom HTML/JavaScript-based pages (applications) can easily be uploaded and linked to. An example of such a page/application on our current site is https://www.bostonmpo.org/dv/mbtasurvey2018/index.html. While we can use sFTP tools to upload such assets directly to the Linux host, managing upload from the CMS would be desirable.

● We can support a more appealing launch page for our collection of applications than is currently found at https://www.bostonmpo.org/applications. For example, a "carousel" of "cards," where each card has flexible HTML that might include a title, blurb, and screen snapshot of an application, along with the flexibility to launch the applications in new windows or tabs, in the same tab, or in an embedded frame, if site design indicates. (An example of such a carousel design, minus the embedding, can be found under the "Featured Applications" heading of https://dvrpc.org/data/.
