1 BEP-RFQ-16-0899 Statement of Work
Bureau of Engraving and Printing Statement of Work Atomic Force Microscope (AFM)
SECTION I: Background
The Office of Technology Development Security Features Division (OTD/SFD) of the Bureau of Engraving and Printing (BEP) has a requirement for a research grade Atomic Force Microscope (AFM). The AFM is a multi-functional instrument capable of characterizing and imaging materials through contact and non-contact modes of analysis. The AFM employs a scanning probe technique that measures the forces between a cantilever probe and a sample surface. The cantilever probe will undergo deflection depending on the surface topography, attractive forces, or repulsive forces. The changes in deflection can render 3D images and information such as topography, surface roughness, local surface forces, and electromagnetic properties. The probe-to-surface interaction recorded by the AFM allows users to overcome diffraction-limited imaging and grants nanometer spatial resolution. The AFM is a non-destructive characterization technique that will reduce the time and cost associated with sample preparation. This instrument will provide the BEP with the technology to study both transparent and reflective banknote samples with nanometer spatial resolutions. The AFM is for use throughout the OTD for the analysis of inks, solid materials, and substrates in support of counterfeit deterrence and banknote production.
SECTION II: Purpose
2.1 Product, Service or Outcome Needed
2.1.1 The BEP Office of Technology Development Security Features Division desires an AFM system to gain the ability to analyze surface properties and nanostructures through non-optical means. The AFM will help SFD evaluate new materials for potential counterfeit deterrence on United States currency.
2.1.2 The AFM shall meet all current U.S. commercial codes and industrial standards for manufacturing high quality industrial equipment to be utilized within a laboratory environment.
SECTION III: Technical Requirements/Tasks/Outcomes
3.1 The Atomic Force Microscope shall have the minimum functions and specifications:
3.1.1 Instrument shall be plug-and-play, incorporating all the necessary components including, but not limited to, illumination source(s), detection element(s), optics, electronics, controls, computer hardware, and software.
3.1.2 Instrument shall operate with standard US electrical power source under ambient laboratory temperature (65-75º F) and relative humidity (30-60%) conditions.

3.1.3 Instrument shall perform Atomic Force Microscopy with a low-noise closed-loop piezoelectric scanner.
3.1.4 Instrument shall operate at a x,y-resolution of 0.2 nm.
3.1.5 Instrument shall operate at a z-resolution of 0.05 nm.
3.1.6 Instrument shall perform Contact, Non-Contact, Tapping, Phase, Force-Distance, Lateral
Force, Electrostatic Force, Conductive, and Magnetic Force modes of scanning.
3.1.7 Instrument shall perform 3D measurements of surface topography.
3.1.8 Instrument shall measure topography, mechanical properties, and electromagnetic properties such as, but not limited to, phase, roughness, hardness, stiffness, adhesion, conductivity, current, potential, and magnetism.
3.1.9 Instrument shall have x,y-direction sample scan range greater than or equal to 75 µm.
3.1.10 Instrument shall have a z-direction sample scan range greater than or equal to 15 µm.
3.1.11 Instrument should have a z-scan extension for sample scanning greater than 15 µm.
3.1.12 Instrument shall have an optical microscope for sample-to-scanner positioning.
3.1.13 Instrument shall have a 20x zoom for the optical microscope.
3.1.14 Instrument shall have automated laser-to-cantilever alignment, automated laser-to-detector alignment, automated cantilever tuning, and automated cantilever calibration.
3.1.15 Instrument shall have tool-free sample mounting and cantilever-to-scanner mounting.
3.1.16 Instrument chamber shall accommodate samples greater than or equal to 50x50 mm (x,y) and 15 mm (z) in size.
3.1.17 Instrument shall have a vacuum stage to hold down samples.
3.1.18 Instrument shall have a sample stage with temperature control.
3.1.19 Instrument shall have an acoustic and vibration isolation system.
3.1.20 Instrument shall be user-friendly in operation and set-up.
3.1.21 Instrument shall have a motorized x,y,z stage for sample positioning and scanner-to-sample approach.
3.1.22 All instrument measurement modes shall be available using a single software package.

3.1.23 Data collected using the AFM shall be easily exported onto Kingston®DataTraveler 5000 flash drives and imported onto BEP computers for analysis.
3.1.24 Image data collected using the AFM shall be compatible and viewable with BEP computers, ImageJ, and Microsoft Office software.
3.1.25 Contractor shall provide up to three (3) licenses.
3.1.26 Contractor shall provide cantilever tips for Contact, Non-Contact, Tapping, Phase, Force-
Distance, Lateral Force, Electrostatic Force, Conductive, and Magnetic Force scanning modes.
3.2 Deliverables
3.3 Special Delivery Instructions
3.3.1 The contractor shall deliver all equipment Freight on Board (FOB) to Washington, D.C.
The Contractor shall schedule AFM delivery date prior to delivery with COR and BEP loading dock. All customs duties and delivery costs shall be borne by the Contractor.
3.4 Performance/Delivery Period
3.4.1 The period of performance is 30 September 2016 through 30 June 2017.
3.4.2 Delivery no later than 24 April 2017.
3.5 Place/Location of Performance/Delivery
3.5.1 Contractor shall deliver AFM to the following site:

3.6 Special Requirements
The Contractor shall perform the following:

3.6.1 Installation - The Contractor shall be responsible for the delivery, assembly, and installation of the AFM. The Contractor shall provide a complete, operational AFM that meets the specifications in the SOW.
3.6.2 Training - The Contractor shall provide training for up to three BEP personnel. The
Contractor shall provide all training materials (CD and hard copies) to the COR for BEP review prior to the installation of the AFM. The training materials shall include a digital (CD) copy and hard copy for each training attendee.
3.6.3 Technical Documentation - The Contractor shall provide the BEP with accurate, complete, and up to date technical documentation. The documentation shall include operational manuals, maintenance manuals, technical support contact information, and component purchasing information.
3.6.4 Warranty - The Contractor shall provide a warranty for the AFM. The Warranty shall commence upon Government acceptance of the equipment.
SECTION VI: Government Furnished Resources and Information
4.1 BEP will provide Contractor access to Government Facilities for Delivery and Installation.
4.1.1 The BEP is a secure facility and all BEP Police instruction must be obeyed.
4.1.2 Weapons, cameras, alcohol and/or illegal drugs are not allowed on site and are subject to seizure.
4.1.3 All Contractor personnel must be escorted at all times while on BEP premises. Under unusual circumstances an escort may be provided by a uniformed officer or other authorized BEP personnel.
4.2 Safety
4.2.1 Contracted services must be performed in a manner consistent with the Bureau of
Engraving and Printing (BEO) 75B Environmental, Health, and Safety Policy - BEP Document Control number 75D-07-0-04 EHS Contractor Requirements, Attachment A.
SECTION VII: Performance Requirements/Quality Assurance Surveillance Plan (QASP)
5.1 Acceptable Quality Levels
5.1.1 The BEP will evaluate the AFM for compliance with the requirements stated in Section
III.
5.1.2 The BEP reserves the right to perform any inspections and tests set forth for this equipment.

5.2 Methods of Surveillance
5.2.1 The Contracting Officer’s Representative (COR) will review the incoming AFM to ensure receipt of acceptable product. The COR will notify the Contractor should any of the items not meet the BEP’s required specifications. The COR will determine if steps will be taken to make the product useful with the exception of damage due to shipping.
Any product found to be unacceptable will be rejected.
5.2.2 Packaging shall prevent any damage to products during shipment. Any equipment arriving to the BEP damaged shall be photographed and returned to the Contractor at no cost to the BEP.
