SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS

B.1 Schedule of Items and Prices

The supplies and services required herein are for the delivery, installation, set-up, for the factory inspection Test (FIT) and bureau acceptance testing (BAT) of one (1) new commercially available sheet fed press. The configuration of the press is Feeder, first unit wet/dry offset printing/glue unit, second unit cold foil, third thru seventh wet/dry offset printing units, coating unit with separate drying unit, embossing unit and then delivery. The press shall have the functionality and performance characteristics specified herein (hereinafter MTP). In addition, upon delivery, installation, and set-up of the MTP, the Contractor shall provide training and start-up assistance to Bureau of Engraving and Printing (BEP) personnel.

B.2 Offerors shall price each individual Contract Line Item Number (CLIN) on a firm fixed price basis.

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

MULTIFARIOUS TEST PRESS (MTP)

C.1 SCOPE OF WORK:

The Contractor shall deliver, install, and set-up, one (1) Multifarious Test Press (MTP) that has the capability, functionality and performance characteristics specified in the Statement of Work (SOW). In addition, upon delivery, installation, and set- up of the MTP, the Contractor shall provide training and start-up assistance to Bureau of Engraving and Printing (BEP) personnel located at the Washington, DC Currency Facility (DCF).

C.2 REFERENCE DOCUMENTS:

The MTP to be provided by the Contractor under this contract shall meet all current U.S.

commercial codes and industrial standards, or equally stringent international standards, for manufacturing of high quality industrial equipment, commercial printing presses and finishing equipment to be utilized within an industry environment. The following is a listing of specific standards that the MTP shall meet:

2.1. National Electric Code

2.2. All applicable sections of American Conference of Government Industrial Hygienists

(ACGIH) (www.acgih.org)

2.3. All applicable documents related to Energy Policy Act of 1992 with specific reference to Executive Order 13123 (www.omb.gov)

2.4. All applicable Occupational Safety and Health Administration (OSHA) standards with specific references to OSHA standards 29 CFR 1910 (www.osha.gov)

2.5. All applicable codes and standards of U.S. Environmental Protection Agency (EPA) and District of Columbia (DC) government (www.epa.gov)

C.3 MTP CAPABILITY/FUNCTIONAL/PERFORMANCE CHARACTERISTICS:

The following represent the capability, functional and performance characteristics that the MTP shall meet:

3.1. Sheet Size Range: Capability of printing and producing sheets ranging from a minimum of (350 mm x 409 mm) up to a nominal sheet of (582 mm x 657 mm).

3.2. Dot Gain: Dot gain shall be less than 18%, using conventional inks and coated stock.

3.3. Paper Thickness: Capability to process paper falling within a minimal thickness range of 1-24 points.

3.4. Processing Rate: Capability to process a full color 582 mm x 657 mm sheet with coating, embossing, and cold foil application requirements at a minimum rate of http://www.epa.gov/

13,000 sheets per hour.

3.5. Capable of printing on plastics

3.6. Include Static elimination package

3.7. Staffing: Shall require the labor of no more than two (2) trained individuals to successfully operate at full production rate.

3.8. Printing:

3.8.1. The MTP shall print with less than 18% dot gain, using conventional wet offset inks and 80 lb. coated stock.

3.8.2. MTP shall have a uniform solid print on each unit, using dry and wet solids, with no roller streaks or gear streaks.

3.8.3. The MTP shall print without visible slurring or doubling of the printed image.

3.8.4. Contractor shall supply plates with images that provide a means to evaluate for slurring or doubling of the printed image.

3.8.5. A standard deviation of ± 5 points of color density per ink key per unit is required.

C.4 MACHINE STAGES:

4.1. Feeder unit capabilities shall:

4.1.1. Have a continuous sheet feeder with the ability to accept stacks of sheets from a pre-stacker or via manual insertion of sheets on a skid by the MTP operator within a tolerance of ± 20 microns both horizontally and vertically.

4.1.2. Include a sheet vacuum

4.1.3. When a feeder fault is detected, the MTP shall stop feeding sheets.

4.1.4. The feeder shall accommodate a load of material at least 800mm tall

4.1.5. Have the ability to automatically adjust all guides, etc. to change the sheet size to be produced.

4.1.6. Support non-stop press operation

4.1.7. Include an infeed sheet trend monitor (e.g. sheet arrival times (early or late) at head stop),

4.1.8. Be equipped with pull side guides with audible warning for unregistered sheets,

4.1.9. Automatically feed the sheets in registration utilizing the front and side edges of the sheets.

4.1.10. Include Static Elimination (de-ionized air blast or plastics package )

4.1.11. Have multiple provisions to detect, at a minimum

4.1.11.1. Feeder faults (e.g. two or more sheets fed together (double sheet error),

4.1.11.2. Incorrectly fed sheets, missing or late sheets, or sheet transfer faults

4.1.11.3. If a horn or other audible warning is used, there shall be different warning tones for the plate hanging and system “inch” modes.

4.2. Printing units capabilities shall:

4.2.1. Be registered with sufficient accuracy such that it falls within ±0.025mm to the registration edges of the sheets, gripper and side lays, both vertically and horizontally.

4.2.2. Have the ability to pre-ink individual printing units at the beginning of runs or after extended stoppages. The ability to pre-ink shall not require the processing of sheets with Operator selection and initiation of pre-inking

4.2.3. Have a minimum of seven (7) independent plate units

4.2.4. Have semi-automatic plate hangers with a manual back up system for wet offset plates 0.012” thick and dry offset raise polymer plates0.029” thick

4.2.5. Have plate bending device, if needed,

4.2.6. Have split tail clamps for plate adjustment

4.2.7. Have automatic electronic register control for horizontal, vertical and diagonal moves

4.2.8. Have a manual hickey picking system

4.2.9. Have coarse adjustment of vertical registration for the plate cylinder.

4.2.10. Have A means to facilitate the plate alignment process by providing a series of pins on the cylinders or in the clamps, and punched holes in the plates.

4.2.11. Have stainless steel, chrome, or other corrosion-resistant double sized Impression, transfer cylinders and clamps.

4.3. Inking units capabilities:

The MTP shall contain separate inking units for each printing unit. Each printing unit shall consist of a series of rollers (e.g. ink train) to transport ink from a reservoir (e.g. ink fountain) to a particular plate cylinder. The inking unit shall control the amount of inking of the image on the plate. Each inking unit shall be equipped with:

4.4. UV drying capabilities:

4.4.1. UV curing docking units shall be in all printing units and delivery units,

4.4.2. UV interdeck ovens shall be in all units and

4.4.3. UV units shall be capable of curing at full press speeds.

4.4.4. UV units shall be software integrated to the press and console

4.5. Shall have a temperature controlled ink train; operator adjustable controls

4.6. Shall have a dampening system that:

4.6.1. Is speed compensated continuous film dampening,

4.6.2. Is alcohol-free and accommodates non-alcohol based dampening solution,

4.6.3. Has a bridge roller system to eliminate gap streaks and

4.6.4. Has a circulation and temperature control unit of dampening solution that will not cross contaminate.

4.6.5. Has a hickey elimination system built into the dampening system.

4.6.6. Has an environmentally friendly filtration system for fountain solution

4.6.7. Has automatic fountain solution mixing and monitoring system.

4.6.8. Has individual dampening units per print unit

4.7. Shall have ink trains that:

4.7.1. Automatically clean the rollers on demand,

4.7.2. Are equipped with environmentally friendly blanket washers,

4.7.3. Accommodate both conventional and UV based inks and

4.7.4. Include anti-ghosting form rollers, either manual or automatic in all units (i.e. printing and coating).

4.8. Shall have ink fountains that:

4.8.1. Permit multiple colors in a single ink fountain, i.e. split fountain or rainbow printing.

4.8.2 Have a minimum of least three (3) ink fountains. A minimum of thirty-six (36) ink separators is required.

4.8.3. Are equipped with removable agitators and

4.8.4. Contain segmented ink keys to meter the ink.

4.8.5. Shall have ink systems that facilitate:

4.8.5.1. Operator controlled side to side roller oscillation from zero (0) to thirty five (35) mm

4.8.5.2. Operator controlled ductor timing.

4.9. Cold Foil unit shall:

4.9.1. Provide cold foil unit integrated into the press operation

4.9.2. Have ability to cold foil at full press speed (13,000sph)

4.9.3. Have the ability to run full width foils or foil ribbons

4.9.4. Provide automatic foil tension system

4.9.5. Provide foil tension sensors

4.9.6. Provide Foil Web break sensors

4.9.7. Provide foils that are secured by airshaft

4.9.8. Provide a method to automatically program foil indexing step and repeat length for foil savings

4.9.9. Provide hoist to install foil roll into the press

4.9.10. Provide method to exhaust foil dust

4.9.11. Allow adjustable foil roll preloading cart to pre-set foil position on shaft before installing in the press

4.10. Coating unit with UV curing unit shall:

4.10.1. Allow coating of the top side of the sheet after the last printing unit,

4.10.2. Permit use of aqueous and UV coating, with robust clamps and anti-corrosion protection to accept blankets or plates,

4.10.3. Be equipped with heated dual pumping stations:

4.10.4. Have one peristaltic for UV and heavy coatings

4.10.5. Have one conventional for aqueous coating,

4.10.6. Include a plate register system for aqueous coating that controls horizontal, vertical

4.10.7. Contain a chambered anilox coating system, for heavy coatings with particle or smooth coatings

4.10.8. Include horizontal and vertical register control and

4.10.9. Include four (4) aluminum anilox rollers, for UV coating and aqueous coating.

4.11. Embossing Unit:

4.11.1. The MTP shall have a dedicated embossing unit built and integrated by the manufacturer with single diameter cylinders. The MTP shall include magnetic and non-magnetic cylinders for embossing with micro adjustment for registration

4.11.2. The MTP shall have a max embossing area of 540 mm x 630 mm.

4.11.3. The MTP shall have a Registration adjustment for embossing plate circumferential and lateral register of embossing cylinder from console. The MTP shall include a minimum of ±1.5 mm registration adjustment from the operator console.

4.11.4. The embossing unit shall have a pin register system for plate alignment.

4.11.5. The embossing unit shall include a system for easy removal of plates on magnetic cylinder.

4.11.6. The MTP shall have the ability to increase the embossing cylinder gap by 0.15 mm.

4.11.7. Shall include micro pressure adjustment to 0.01mm.

4.12. Delivery unit shall:

4.12.1. Compile loads at least 800 mm high, and composed of sheets sizes ranging from 350 mm x 409 mm to the nominal 582 mm x 657 mm

4.12.2. Facilitate continuous delivery operation

4.12.3. Be equipped with A sheet de-curler, A spray powder system, an infra-red (IR) Drying

Unit and a UV curing Unit.

4.13. Printing Unit UV Curing subsystem shall:

4.13.1. Be compatible with plastic, cloth and wood pulp substrates,

4.13.2. Include all devices to cool the lamp housing and substrate,

4.13.3. Include all duct work and ventilation equipment to exhaust ozone and other curing byproducts to a BEP-supplied termination point within twenty (20) feet of the press installation site,

4.13.4. Be equipped with inking rollers compatible with conventional and UV curable inks, curing modules and cooling for printing with UV curable inks;

4.13.5. Be equipped with both water and air cooled systems, and

4.13.6. Be software integrated to the main console.

4.14. Control functions shall:

4.14.1 Be provided at all units (such as feeder, inking units, coating units and delivery) to maximize the safe and efficient operation of the MTP. Each control station shall

BEP-RFP-17-0507 8 | P a g e include emergency stop, stop-and-lock and inch buttons.

4.14.2. Be clearly and permanently marked in English.

4.14.3. Include a different audible warning device that shall sound for at least three (3) seconds prior to the operation of the machine in both “inch” and “run” modes, and

4.14.4. Generate and display for operator use a unique error code or visual fault upon the occurrence of each detected failure.

4.15. Operator console shall:

4.15.1 Provide the controls to make all necessary press adjustments.

4.15.2. Be menu driven.

4.15.3. Ensure that data entered by the operator satisfies the specified sheet size formats. The text and number formats shall be adjustable by the BEP.

4.15.4. Permit entry of information via keyboard and mouse and/or touch screen.

4.15.5. Alert the operator to system malfunctions by use of screen messages.

4.15.6. Provide a means to run both register and ink controls.

4.15.7. Be equipped with a job memory for saved job settings. Data can be saved and reloaded.

4.15.8. Have a color viewing light source of 5000 K.

4.15.9. Integrate and monitor the UV function.

4.15.10. Be equipped with a scanning spectrodensitometer color inspection and control subsystem. For each sheet presented by the MTP operator for evaluation, the scanning spectrodensitometer color inspection and control subsystem shall automatically sample the ink density and dot gain at predetermined areas across the entire printed sheet, compare the measured ink densities to a standard value, require printed control elements that fit within the unprinted margin of the sheet maintain archival, retrieval and selective restoration of ink segment positions for each fountain

4.16. Accountability:

4.16.1. The MTP shall be capable of maintaining accountability for individual print runs and continuous equipment operation periods. Press counters shall be capable of maintaining the following accuracies and counts, and satisfying the following requirements:

4.16.1.1. Shall incorporate counters to record the number of sheets introduced from the feeder and number of sheets printed (under impression). All counters shall have an overall accuracy of not less than 99%.

4.16.1.2 Shall track the total number of sheets printed over the life of the MTP via a nine (9) digit non-resettable counter.

4.16.1.3 Shall allow for changes to the counters only by authorized personnel.

C.5 FACILITY AND SYSTEM REQUIREMENTS:

C.5.1 Utilities:

The MTP shall operate with the following Government provided utilities:

5.1.1. Electrical power: 480 volts, 3 phase, 60 hertz, four wire alternating current,

5.1.2. Compressed Air: up to 95 psig, oil free and at ambient humidity. Filtered to 0.3 microns.

5.1.3. Vacuum: up to 18 inches of mercury (Hg). The use of compressed air driven sources is encouraged for low volume applications that require more than 20 inches Hg

5.1.4. Chilled water system for UV curing. Differential pressure in this section is approximately one (1) bar (14.5 psi). Chilled water supply is 44° F with a design temperature rise of 11°F. The Contractor shall provide flow requirements as part of the deliverables outlined in Section F.5.0 on the contract (i.e. Site Preparation and Technical Documentation).

5.1.5. The power supply shall be capable of operation with voltages varying up to +15% of the normal supply. The MTP shall be capable of restarting following return of the power to normal supply without problems or resetting.

5.1.6 Max oil content shall be below 0.1 mg/m3

5.1.7 Ambient Conditions: The press shall function properly and produce satisfactory product under the following ambient conditions at the installation site: Temperature: 72±3 ºF (22±1.5 ºC) Relative Humidity: 50±5 %RH

5.1.8 City tap water: Untreated water at 80 psig and at ambient temperature 50 °F (10 °C) to

80 °F (26.7 °C). Plant condenser cooling water at a maximum temperature of 85 °F (29.4 °C)

5.1.9 An uninterrupted power supply (UPS) shall be provided on the MTP for all computers and control systems to ensure against the loss of data or operational setting during power variations.

5.1.10 The Contractor shall provide and install devices such as but not limited to;

transformers, filters, dryers, and surge suppressors in order to make these provided utilities compatible with proper functioning and operation of the MTP. The Contractor shall be responsible for utility connections from disconnect points. The BEP will furnish all utilities to within six (6) meters (approximately 20 feet) of the

BEP-RFP-17-0507 10 | P a g e installation site for the MTP. The utilities shall be connected overhead.

5.1.11 Hydraulic/Pneumatic Systems: All hydraulic and/or pneumatic systems shall have functional isolation, i.e., when part of a system is operating, no other part of the system shall be adversely affected by pressure drop, flow transients, etc. All hydraulic and pneumatic equipment employed in the system shall conform to the Joint Industrial Council (JIC) standards. Hydraulic and pneumatic pumps shall be energy efficient.

5.1.12 The contractor shall be responsible for utilities connections to the BEP connect points.

Contractor must provide all utility consumption or demand requirements. Contract shall also provide heat loads for HVAC as well as exhaust requirements. Contractor shall provide all waste stream information to determine environmental and process impact to the BEP.

C.5.2 Press Installation:

The MTP installation, including its supporting frame/structure, shall be designed by the manufacturer so that it applies its weight to the BEP’s floor system along the lengths of the existing steel floor girders only. The girders are each 24’-6” long and they span in the north-south direction. The girders are uniformly spaced at 14’-6” on centers and are located on the building column centerlines. The MTP shall sit upon the top surface of the existing concrete floor slab that covers the re-enforced girders. The contact bearing stress on the concrete slab at the press support locations shall not exceed 1,000 pounds per square inch. No load from the press shall be applied to the floor at any location other than directly above the steel girders— except for items such as electrical cabinets, equipment control panels, etc.). The base must meet all necessary codes and standards. Piping and wiring shall be connected internally in the MTP, and, as necessary, routed via overhead troughs.”

C.5.3 MTP Footprint:

The MTP footprint shall be designed to fit within the footprint envelope requirements specified herein. The overall volume is approximately twenty (20) meters long (66 ft.) x 6.7 meters wide (22 ft.) and 4.3 meters high (14 ft.). Adequate space shall be provided to efficiently perform all operation, maintenance and material handling functions. Note the specified height is approximate and is not indicative of all potential overhead obstructions (lights, electrical conduit, piping, etc.).

C.5.4 Electronic and Electrical Requirements:

5.4.1. All electronic and electrical components, such as programmable logic controllers

(PLC), network communications hardware and any embedded computers, shall be of the latest version available on date of fabrication of the MTP. All components shall be commercially available within the United States.

5.4.2. Communication ports shall allow access of a programming panel and peripheral

BEP-RFP-17-0507 11 | P a g e devices such as modem, printer, and Programmer Interrogator (PI). All program memory of the machine shall be protected from loss during power interruption. All data shall be retained during loss, spikes or dips in power supply. Data retention shall be provided for a minimum of fourteen (14) calendar days. Key type protection or password protection shall be provided to ensure software memory protection from unauthorized changes, access, or deletion.

5.4.3. The Contractor shall describe any network communication, modems, etc. required for normal operation and maintenance of the system.

C.5.5 Drive Controls:

5.5.1. The main electrical drive shall have infinitely variable speeds. The range of the drive speed shall be from a crawl speed to the maximum operational speed. The speed shall remain at the set point within + 1%. Variations in speed of any preset value between no load and full load shall not affect the performance of the MTP or any subsystem.

The main drive motor shall be selected for high efficiency and continuous operation without overheating.

5.5.2. Upon initiation of the start button, the electronic drive controller shall immediately monitor all system circuits. When the MTP is ready for operation, it shall initiate a safe starting sequence and then terminate it when the MTP reaches a set minimum operating speed. Manual controls shall be provided for adjusting the operating speed upon completion of the starting sequence. A manual speed increase function shall be selectable via a selector switch.

C.5.6. Vibration:

The vibration produced by MTP operation at any speed within the manufacturer’s specified limits shall be minimized. Vibration isolation devices shall be provided as required to prevent vibrations from entering and impacting the facility.

C.6 INSTALLATION AND SET-UP:

The Contractor shall provide all labor, materials, tools and services required to install and set-up the MTP at the place of installation in accordance with the requirements set forth in this contract, and turn the MTP over to the BEP for operation. The labor, materials, tools and services shall include all those necessary for assembly, alignment, connection, start-up and readying the MTP for the BAT. The Contractor will supply all materials required for the BAT.

6.1. Site Preparation: The BEP will be responsible for the preparation of the site for installation and set-up of the MTP by the Contractor. However, the Contractor shall be responsible for providing the BEP the Site Preparation documentation according to Sections F. 5.6 and F.6.0.

6.2. Press Direction: The Contractor shall install and set-up the MTP to run Operator side parallel and closer to the center aisle.

C.7 PROJECT MANAGEMENT:

7.1 Throughout the performance of this effort, the Contractor shall coordinate with the

Contracting Officer Representative (COR) and/or authorized designee on the performance of work (e.g. delivery, installation and set-up, acceptance testing, parts ordering, and training). This includes holding project review meetings to review the status of the work, including schedule, coordination for site preparation, Factory Inspection Test (FIT), delivery, installation, Bureau Acceptance Test (BAT), training and any other deliverable to occur under this contract. The actual locations and dates for the meetings will be coordinated and scheduled between both parties. In addition, the Contractor shall provide Monthly Reports concerning the performance of work on the contract as described in Sections F.5.5 and F.6.0 below.

7.2 TESTING: The Contractor shall perform a Factory Inspection Test (FIT) and Bureau

Acceptance Test (BAT) in accordance with the requirement within the SOW. The Contractor shall submit for review and approval, a plan for how they propose to demonstrate compliance with the requirements. The test plan shall be in accordance with the requirements within the SOW. The test plan will be established after award of the contract. The contractor shall perform a demonstration at the factory prior to being authorized to ship the machine for installation. The FIT shall show that the design and fabrication of the machine will meet the BEP requirements. The BEP anticipates that the FIT will take five (5) days, of which two days will require the operation of the equipment.

7.3 Factory Inspection Test (FIT): After review of the Manufacturer’s Final Inspection

Report, the BEP will require a FIT and acceptance by the BEP before the shipment of the MTP to Washington, DC. The Contractor will be responsible for providing all required materials to demonstrate all functions of the press and print quality. The BEP will require the Contractor to use a Graphic Arts Technical Foundation (GATF) test image for print quality inspection. The BEP anticipates the FIT to not to exceed five

(5) days. The Contractor shall supply all necessary materials to demonstrate the press functions required within this SOW. The BEP will only be responsible for travel expenses of BEP personnel.

7.4 Bureau Acceptance Test (BAT): After installation and startup of the machinery, the contractor shall perform a Bureau Acceptance Test (BAT). The BAT shall demonstrate complete compliance with the requirements of the contract. The BAT shall mimic the tests that were performed for the FIT. The Contractor will be responsible for providing all required materials to demonstrate all functions of the press and print quality. The BEP will require the Contractor to use a Graphic Arts Technical Foundation (GATF) test image for print quality inspection. The accepted results from the FIT will be compared to the BAT results for quality consistency The BEP anticipates that the Bureau Acceptance Test will take five (5) days, of which at least two (2) days will require the operation of the equipment. (See section E)

C.8 TRAINING:

8.1 The Contractor shall provide training in support of this effort. Training shall consist of both classroom and hands-on training and be conducted by Contractor personnel who are fluent in the English language both verbally and written, and who are able to read and understand English. Training shall cover the entire MTP including all subsystems and support equipment and be based upon the information included in the equipment’s operation and maintenance manuals, any other supplemental devices, as well as information that the Contractor and BEP jointly deem necessary for conducting the required training. Refer to Sections F.5.11 and F.6.0 below for details on the Deliverable to be provided.

8.2 Initial Training: Initial training shall be segmented by and addressed to the following subject areas:

8.3 Operator Training: Operator training shall adequately prepare individuals who are able to operate the MTP on how to safely run the MTP. In general, Operator training shall include, but not be limited to; related safety, health, and environmental topics.

One (1) operator class lasting at least one (1) week, shall be provided from 6:30 am until 3:00 pm, Monday through Friday. Maximum number of attendees for training will be eight (8) people.

8.4. Maintenance Training: BEP Electro-Machinists are BEP qualified cross-trained

Electricians- Machinists. They shall be trained in both the electrical and mechanical maintenance of the MTP. Training shall be sufficient to adequately prepare maintenance personnel to support the MTP, including debugging problems or incidents by themselves and meeting the unscheduled corrective maintenance and preventative maintenance requirements. One (1) maintenance class lasting a minimum of one (1) week shall be provided from 6:30 am until 3:00 pm, Monday through Friday.

Daily training shall last 8½ hours and correspond to the start and stop times for daytime operational shifts of the BEP (6:30 am – 3:00 pm). Each training session

BEP-RFP-17-0507 14 | P a g e may have six (6) to eight (8) BEP personnel in attendance. The BEP will provide the Contractor with a list of the actual number of as well as names of the personnel who are scheduled to attend the initial training.

8.5 Follow-up Training: Within six (6) months of final acceptance of the MTP the

Contractor shall provide one (1) week of follow-up training on-site for press operator personnel. Specific training subjects are to be determined by the COR and the training schedule and topics shall be agreed upon by the Contractor and BEP.

8.6

8.6 Training Development: All proposed curriculums shall be submitted to the COR at least forty-five (45) days in advance for BEP review and approval.

C.9 START-UP ASSISTANCE:

After acceptance of the MTP and completion of the initial training, the Contractor's head printer, assembler/mechanic, and electrician shall remain at the BEP's facility for ten (10) shifts to perform start up assistance. A shift is 8½ hours in length Monday through Friday 6:30 am until 3:00 pm. Start-up assistance is to provide on-the-job- training of designated BEP personnel in all the possible operation and maintenance functions of the MTP.

C.10 WARRANTY:

10.1 MTP Warranty: The MTP warranty shall include materials and labor for the repair or replacement of defective parts and services for a period of at least three (3) years after the BEP's acceptance of the MTP. In addition, the warranty shall include all patches, fixes, and updates related to software. During the warranty period, Contractor personnel shall respond to a service call within twenty-four (24) hours or less, and have spare parts, if required, for the service call. The Contractor shall provide all necessary information for the COR to make service calls (i.e. names, addresses and telephone numbers).

10.1.1 In addition to the three (3) year warranty for the MTP, the Contractor shall provide a one (1) year extended for the following: the Main Motor, Motor for Pile up and down, Cylinder Gears, Cylinder Bearings, Cams of Grippers, Bearing Brackets for Gripper Shafts, Chains for Delivery, as well as software updates, patches, and fixes.

Thus, warranty coverage for all items will last for a total of 48 months.

10.1.2 After the first six (6) months of operation, the service team will conduct a wellness check on the BEP’s press. This service includes a press inspection to evaluate maintenance requirements, such as lubrication and filter replacements. The maintenance and error log and overall press efficiency will be reviewed to ensure optimal productivity. An additional wellness check will be scheduled at the BEP’s convenience within the three-year time frame.

10.2 Software and documentation updates: During the warranty period, the Contractor shall be responsible for providing software and documentation updates in appropriate formats, whenever changes or modifications occur. The Contractor shall supply technical data and necessary training covering the MTP, support equipment, and any other equipment/items delivered to the BEP under this contract.

C.11 CONSUMABLES:

The Contractor shall provide a set of consumable supplies such as gripper pads, feeder suction heads, filters, brushes, printing blankets, and packing material sufficient to perform approximately five (5) million impressions. This excludes ink, paper, blanket washing and fountain solutions. The above quantities are intended to provide the BEP with approximately a five (5) month supply of consumable parts.

C.12 SPECIAL TOOLS

Special tools are any items or devices not commercially available but needed to operate or maintain the MTP including ancillary equipment, diagnostic software, and fixtures. The contractor shall identify and provide special tools required to operate and maintain the MTP. At a minimum, the special tools provided by the Contractor with the MTP shall include:

12.1 One (1) set of measuring devices including a pH meter and specific gravity tester.

12.2 One (1) set of specialty hand tools with tool box

12.3 Plate bending device, if needed

12.4 Plate punch, if needed

12.5 Pre-setting foil cart to align foil roll on shaft before installing in the press.

C.13 CYBER/INFORMATION TECHNOLOGY REQUIREMENTS FOR TEST LAB

CURRENCY PRINTING/PRODUCTION EQUIPMENT (NON-PRODUCTION

USE ONLY):

Under the presumption that the equipment being procured is for test purposes only and not for production use, the following information technology (IT) requirements are considered guidelines and the contractor shall assume that as part of the test and evaluation BEP reserves the right to assess the ability to implement and support required control objectives and that BEP may request the contractor provide information related to the IT components and how the contractor would propose implementing or supporting the following objectives:

a) For managing cyber risks in accordance with FAR 39.102 and for compliance with Federal

Information Security Management Act (FISMA) (44 U.S.C. 3544), OMB’s implementing policies including Appendix III of OMB Circular A-130, and guidance and standards from the Department of Commerce’s National Institute of Standards and Technology (NIST), the BEP has identified the following Federal Information Processing Standards (FIPS) that are applicable to the non-embedded IT components:

1) FIPS 200: Minimum Security Requirements for Federal Information and Information

Systems for a FIPS 199 LOW Baseline system (Reference:

http://csrc.nist.gov/publications/PubsFIPS.html); and

2) FIPS 201-2: Personal Identification Verification (PIV) of Federal Employees and Contractors.

b) For host operating systems (OS), the components shall utilize software under mainstream support by the OS Vendor. For example, if the OS is Microsoft Windows Workstation, then the solution must use a version of the operating system that is still supported by Microsoft.

Similarly, if the OS is Linux based, then the solution must use a version that is actively supported by the distribution being utilized (e.g. RedHat, SUSE, Debian, etc).

1) Operating systems shall be configured using the configuration standards in accordance with NIST SP 800-70 Rev 3. Relevant configuration standards are found at <https://web.nvd.nist.gov/view/ncp/repository> with preference given to Tier 3 and 4 (SCAP validated) configuration standards.

2) BEP recognizes that the configuration standards may not be compatible with full system functionality. If the contractor identifies one or more settings that must be altered from the configuration standard, they shall document the requested deviation, provide the justification for the need to deviate from the setting, and identify any risk mitigation either existing or planned to compensate for the deviation. BEP IT Security shall review all deviation requests and make a risk-based determination to allow or reject the request.

c) For third-party applications (TPA), the components shall utilize software under mainstream support by the TPA Vendor. For example, if the solution required the use of Microsoft Office, then the solution must use a version of Microsoft Office that is still supported by Microsoft.

d) For third-party hardware and peripherals, the components shall utilize hardware and peripherals that are supported and maintained by the third-party equipment or hardware vendor.

e) IT hardware and software components shall be included in the overall equipment preventive and operational maintenance (O&M) processes and schedules to include replacing or upgrade obsolete and worn components. For normal hardware and software preventive and O&M processes, the contractor shall provide standard operating procedures (SOPs) that include, at a minimum, the procedures for deployment operating system and software security patches and updates.

1) Obsolete shall be interpreted as no longer supported by the hardware or software vendors or third-parties to include but not limited to hardware components no longer being manufactured, or software end-of-life.

2) For components identified as obsolete, the contractor shall coordinate the replacement or upgrade such that the process is completed a minimum of 6 months prior to the expected date of obsolescence or no more than 12 months from the first public report of a component obsolescence.

3) For these special cases, the contractor shall provide the procedures to execute in order to perform the replacement or upgrade or the identified obsolete component(s) and return the system to operational capacity.

f) The equipment shall not be connected to BEP network(s) that have non-test lab equipment or devices.

g) Computer systems located in production or hazardous areas shall be housed in NEMA-12 http://csrc.nist.gov/publications/PubsFIPS.html)%3B

h) Test equipment is located in specialized lab environments that are less hazardous to operating environments. In the solicitation response, the contractor shall note whether the IT components are within NEMA-12 enclosures or if this is an optional component.

C.14 MANDATORY REQUIREMENT FOR VERIFIED SECURE DESTRUCTION OF

ALL BEP AND BEP-ACTIVITY-RELATED INFORMATION (INCLUDING BUT

NOT LIMITED TO ALL RECORDS, FILES, AND METADATA INELECTRONIC

OR HARDCOPY FORMAT)

Within sixty (60) days after the end of the contract performance period or after the contract is suspended or terminated by BEP or by the Contractor for any reason, BUT ONLY after BEP has accepted and approved the Contractor’s compliance with the Certified Verification of Return of Information Requirement, the Contractor must execute secure destruction (either by the contractor or third party firm approved in advance by BEP) of all existing active and archived originals and/or copies of all BEP and BEP activity-related files and information, (including but not limited to all records, files, and metadata in electronic or hardcopy format); by procedures approved by BEP in advance and in accordance with applicable BEP IT Security Policy Requirements; including but not limited to the following:

(1) Provided by BEP; or

(2) Obtained by the Contractor while conducting activities in accordance with the contract with BEP; or

(3) Distributed for any purpose by the Contractor to any other related organization and/or any other component or separate business entity; or

(4) Received from the Contractor by any other related organization and/or any other component or separate business entity.

Within seventy-five (75) days after the end of the contract performance period or after the contract is suspended or terminated by BEP or the Contractor for any reason, BUT ONLY after BEP has accepted and approved the Contractor’s compliance with the Certified Verification of Return of Information Requirement, the Contractor must provide BEP with Certification of Secure Destruction of all existing active and archived originals and/or copies of all BEP and BEP-activity-related files and information, (including but not limited to all records, files, and metadata in electronic or hardcopy format); by procedures approved by BEP in advance and in accordance with applicable BEP IT Security Policy Requirements; including but not limited to the following:

(1) Provided by BEP; or

(2) Obtained by the Contractor while conducting activities in accordance with the contract with BEP; or

(3) Distributed for any purpose by the Contractor to any other related organization and/or any other component or separate business entity; or

(4) Received from the Contractor by any other related organization and/or any other component or separate business entity.

This certification must be provided by a third party firm approved by BEP in advance. All costs and resource allocations required for this third party service must be the sole responsibility of the contractor.

C.15 PROTECTING SENSITIVE INFORMATION

(a) Applicability This clause applies to the Contractor, its subcontractors, and contractor personnel (hereafter referred to collectively as “Contractor”) and addresses specific BEP requirements in addition to those included in the Federal Acquisition Regulation (FAR), Privacy Act of 1974 (5 U.S.C. 552a -the Act), the Health Insurance Portability and Accountability Act of 1996 (HIPAA, Pub. L. 104- 191, 110 Stat. 1936), the Sarbanes- Oxley Act of 2002 (SOX, Pub. L. 107-204, 116 Stat 745), and other laws, mandates, or executive orders pertaining to the development and operations of information systems and the protection of sensitive information and data. The following should not be construed to alter or diminish civil and/or criminal liabilities provided under various laws or mandates.

(b) Authorization to Use, Store, or Share Sensitive Information

(1) Written approval by the Chief Information Officer (CIO), or delegate, is required prior to the use or storage of BEP Sensitive Information or sharing of BEP Sensitive Information by the Contractor with any subcontractor, person, or entity other than BEP.

(2) Contractor must not remove Sensitive Information from approved location(s), electronic device(s), or other container(s), without prior approval of the CIO, or designate.

(c) Information Types The term Information is synonymous with Data, regardless of format or medium. Personally Identifiable Information (PII) is a subset of Sensitive Information. Sensitive PII is a subset of PII, and therefore a subset of Sensitive Information. All requirements for Sensitive Information apply to PII and Sensitive PII. All requirements for PII apply to Sensitive PII.

(1) Sensitive Information Sensitive Information is any information, which if lost, compromised, or disclosed, could result in substantial harm, embarrassment, inconvenience, or unfairness to an individual, the Government, or the Government’s interests. Sensitive Information is subject to stricter handling requirements because of the increased risk if the data are compromised. Some categories of Sensitive Information include Intellectual Property, Proprietary Manufacturing Information, Financial, Medical or Health, Legal, Strategic and Business, Human Resources, Personally Identifiable Information (PII), and Sensitive PII. These categories of information require appropriate protection as stand-alone information and may require additional protection in aggregate.

(2) Personally Identifiable Information (PII) PII, as defined in OMB Memorandum M-07-16, refers to information that can be used to distinguish or trace an individual’s identity, either alone or when combined with other personal or identifying information that is linked or linkable to a specific individual. The definition of PII is not anchored to any single category of information or technology. Rather, it requires a case-by-case assessment of the specific risk that an individual can be identified. In performing this assessment, it is important to recognize that non-PII can become PII whenever additional information that is publicly available — in any medium and from any source — is or can be combined to identify an individual. As an example, PII includes a name and an address because it uniquely identifies an individual, but alone may not constitute Sensitive PII.

(3) Sensitive PII refers to information that can be used to target, harm, or coerce an individual or entity, assume or alter an individual’s or entity’s identity, or alter the outcome of an individual’s or entity’s activities. Sensitive PII requires stricter handling because of the increased risk to an individual or associates if the information is compromised. Some categories of Sensitive PII include stand-alone information, such as Social Security numbers (SSN) or biometric identifiers.

Other information such as a financial account, date of birth, maiden names, citizenship status, or

BEP-RFP-17-0507 19 | P a g e medical information, in conjunction with the identity of an individual (directly or indirectly inferred), are also considered Sensitive PII. In addition, the context of the information may determine whether it is sensitive, such as a list of employees with poor performance ratings or a list of employees who have filed a grievance or compliant.

(d) Information Security Incidents An Information Security Incident is an incident that includes the known, potential, or suspected exposure, loss of control, compromise, unauthorized disclosure, unauthorized acquisition, or unauthorized access of any Contractor or Government systems or information, including, but not limited to, Sensitive Information.

(1) Information Security Incident Reporting Requirements All Information Security Incidents must be reported in accordance with the requirements below;

even if it is believed the Incident may be limited, small, or insignificant. BEP will determine when an Incident requires additional focus and attention.

a. Contractor employees must report all Information Security Incidents to the BEP Service Desk

(202) 874-3010 immediately, but not later than 30 minutes, after becoming aware of the Incident, regardless of day or time.

b. When notifying the BEP Service Desk, copy the Contracting Officer Representative (COR) if possible, or if reporting by phone or COR’s email is not immediately available; contact the COR immediately after reporting the incident to the Service Desk.

c. If you have questions regarding these procedures, contact the COR.

d. Do NOT include any Sensitive Information in the subject or body of any e-mail. To transmit Sensitive Information, use FIPS 140-2 compliant encryption methods to protect Sensitive Information in attachments to email. Passwords must not be communicated same mechanism used to send the attachment (e.g., do not send the password using email if you sent the attachment by email).

e. Contractor employees must also provide any supplementary information or reports related to a previously reported incident directly to the BEP Service Desk; with the following text in the subject line of the email: “Supplementary Information/Report related to previously reported incident ## [insert number].”

(2) Information Security Incident Response Requirements

a. All determinations related to Information Security Incidents, including response activities, notifications to affected individuals and/or Federal agencies, and related services (e.g., credit monitoring) will be made by authorized BEP officials at BEP’s discretion.

b. The Contractor and contractor employees must provide full access and cooperation for all activities determined by BEP to be required to ensure an effective Incident Response, including providing all requested images, log files, and event information to facilitate rapid resolution of Information Security Incidents.
