Q1. 1. It appears the government is requesting the contractor to have an ATF license in Washington DC. We have one for our facility in Texas for our magazines but a new license would be required for the Treasury Dept. property. The process takes several weeks to complete and a magazine would have to be installed at the property in Washington before you could apply and/or be approved for the license. We are sure the government isn't going to grant permission to every bidder to install, nor will a bidder install a magazine before award. Please clarify.

Answer: Per the Performance Work Statement (PWS) in section 1.6.11 Special Qualifications, Paragraph C, Licenses/Permits: The contractor shall possess all required county, state and Federal permits to conduct business and handle explosives. At a minimum the contractor shall possesses the following: Bureau of Alcohol, Tobacco and Firearms (BATF) High Explosive User Permit, BATF Low Explosive User Permit, State User Permit, State Storage Permit, Federal and State Blaster Permit.

The government will not provide property or Government Furnished Equipment (GFE) for this requirement.

Q2. Dogs are required to be trained initially with the handlers the contractor proposes to use. The team's certification must be sent with the proposal. That would of course require the contractor to have on hand dog teams that aren't working but on the payroll which most contractors don't do. Do we misunderstand that provision?

Answer: You interpreted the solicitation correctly.

Q3. Do we understand the SOW indicates the work required is only for 5 billable hours a week? Yes.

Q4. Explosive Countermeasures International, Inc. is looking forward to submitting a proposal in support of Explosive Detection Canine Team Service for the Bureau of Engraving and Printing In order to prepare a complete and concise proposal we do have a couple of questions:

Questions:

5.2 Odor Recognition Testing

C “ Materials: Uncontaminated distraction and targeted odors samples will be utilized. For the purpose of this test, a distraction odor sample may consist of any non-explosive odor that a canine may encounter in its environment. Appropriate distraction odors for this test may include food, health and beauty aid products, and textiles. Since the Government requires the Contractor to provide single purpose canines, the Government reserves the right to use explosives as distraction odors. Explosive odor samples will be no less than one quarter pound. The actual substance samples will be used. Substitutes or pseudo samples will not be used”

Please confirm this is a typo.

Answer: This is not a typo.
