DLA DISPOSITION SERVICES BARSTOW
1. STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The DLA Disposition Services has the responsibility of disposing and reutilizing excess United States Department of Defense (DoD) property at locations throughout the world. A core mission responsibility of DLA Disposition Services is the reutilization and redistribution of excess military equipment to units located throughout the world. DLA Disposition Services is a Primary Level Field Activity (PLFA) of the Defense Logistics Agency (DLA). Disposition Services is headquartered in Battle Creek, Michigan.
1.1 SCOPE OF WORK AND TASKS
DLA Disposition Services Barstow has a requirement for Grounds Maintenance Services

1.2 CLIN 0001 DLA Disposition Services Barstow Grounds Maintenance Services
1.3 DESCRIPTION OF WORK: The contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to perform grounds maintenance services as defined in this Performance-Based Work Statement (PWS) at DLA Disposition Services MCLB Barstow, Building 226 Joseph L. Boll Ave. Barstow, CA 92311. The area is approximately 5,100 linear feet in size, the areas of concern are the fence lines along road of the property. The contractor shall perform ground maintenance services, to include clearing the designated fence lines from all weeds, tumble weeds, over grown brush and debris that present a clean, neat and professional appearance.
DEFINITIONS:
A. BRUSH: Weeds, grass, vines, vegetation, shrubs or saplings that have grown to a height greater than 6 inches.
B. CLEAR-CUT: To remove or cut weeds, grass, vines, vegetation, shrubs or saplings that have grown to a height greater than 6 inches.
C. FENCES: Fences shall be treated on the average of three (3) times every year (approximately February, June, October), or as necessary, to maintain a six (6) inch bare strip on both sides. Perimeter security fences, shall also be maintained with an eight (8) foot wide access clear of brush and trees.
D. NONPLANTED AREAS: Parking lots, sidewalks, gravel areas, etc. shall be weeded on the average of once every four months, or as necessary, to maintain a weed-free environment.
E. PESTICIDE/DEFOLIANT SPRAY: The use of a weed killing/preventing spray is required, the chemical must be sprayed on the root of the weed/vegetation to prevent future growth.
F. DEBRIS: Leaves, grass cuttings, tree and shrubbery limbs, construction waste (excluding any waste generated by another Contractor) and similar waste material.
G. GROUNDS: All agreed upon land acreage on the installation. Precautions shall be taken to prevent scalping, uneven mowing, rutting by equipment, and damage to fence, buildings and property stored in the yard. The contractor shall repair or replace damage that occurs during mowing and or tractor use operations. All mowing equipment shall be properly adjusted.
H. UNIMPROVED grounds (gravel area). Requires weed removal, trimming, edging or pruning performed. This area requires the spraying of a weed killing chemical to prevent the future growth of all weeds, tumble weeds, shrubs, and over grown vegetation. Includes picking up all fallen limbs from trees, trash and other debris.
I. QUALITY ASSURANCE (QA): Actions taken by the Government to inspect or check goods or services to determine that they meet the requirements of the contract.
J. TRIMMING GRASS/WEEDS: The cutting of grass and weeds in areas that are inaccessible to mowers due to obstacles.
K. TURF: A surface layer of soil containing a dense growth of grass and its matted roots.
L. WEED: Any plant growing where it is not desired. Plants such as, but not limited to: clover, dandelions, purslane, chickweed, plantain, knot weed, black medic, and volunteer trees are also considered weeds. Grass is plant, rock, and shrub beds, cracks in sidewalks, streets, and parking lots is also a weed.
1.4 SITE VISITS
The facility where work will be performed is available for any potential offeror to visit. A site visit is strongly suggested for any potential offeror. The facility is available between the hours of 6:00 a.m. and 2:00 p.m., Monday through Friday at DLA Disposition Services Barstow excluding Federal Holidays. To coordinate a site visit contact:

1.5 GOVERNMENT RESPONSIBILITY: Provide access to yard during normal working hours of 0700-1200 Monday through Friday excluding Federal Holidays at DLA Disposition Services Barstow for inspection and execution of contract when awarded and provide a representative on-site at DLA Disposition Services Barstow when contractor commences work.
1.6 SPECIFIC TASKS: GENERAL INFORMATION: Contractor shall take precautions to prevent damage to government property. The contractor shall repair damaged government facilities, government owned property and equipment. The contractor shall control grass and / or weeds growing along fence line. On an as needed basis approximately 3 times per year (as determined by the site) the contractor will maintain the DLA Disposition fence line along roadways
A. ABATEMENT PROCESS: The work required consists of the abatement of dangerous and noxious weeds, rubbish, refuse and flammable materials. This will be accomplished by mowing, hand cutting, use of a tractor, raking, hauling and removal. Fence lines will be maintained at the removal cycle frequency on both sides of the fence.
B. ABATEMENT CYCLES: Weeding, trimming, and policing of all areas which have been specified constitute an abatement cycle. All weeding, trimming, and policing shall be done as one operation, to be fully completed before acceptance by the Contracting Officer. All grass, weeds, vines, etc. will be removed from the fences (both sides as agreed upon). Clippings deposited on driveways, sidewalks and adjacent streets as a result of the trimming operations shall be cleared promptly after completing the above operations.
C. CLEAR CUTTING: All grass, weeds, vines, etc. will be removed from the area including any growth on the entire external fence line.
D. POLICING: The Contractor shall pick up and dispose of trash, litter, and debris as part of each mowing cycle or clear cut event. The trash, litter and debris will be disposed of properly.
1.7 WEED ABATEMENT CYCLE FREQUENCY: The cycle frequency will be at the least bi-annual during contract period with the possibility of additional cycles between the months of April and August. The cycles will be completed as needed as determined by the QAE and/or COR. The QAE and/or COR will determine when a cycle is needed and contact the contractor by phone and request the service. The contractor is then required to complete the cycle within 5 workdays of the date of request. The QAE and/or COR also has the option to develop a schedule of cycles to be completed within a time period, i.e., 2 weeks during the months of April through August. The schedule of service will be provided to the contractor after contract award. The use of landscaping and weed abatement equipment will begin no earlier than 7:00 A.M. on the work day and completed no later than 1:00 P.M. on the same day, and if not finished that day will return on the following work day to complete the task. No work shall be done on weekends or holidays unless approved by the Contracting Officer’s Representative.
1.8 SECURITY REQUIREMENTS: Contractor Employees and property shall be subject to search and seizure upon entering, while on and when leaving Government property confines. Contract Employees may be denied entry or removed from Government property if it is determined that such presence may be contrary to good order, discipline or the security of the facility.
1.9 GOVERNMENT SURVEILLANCE: The government has the right to inspect all services called for by the contract at all times and places during the term of the contract. The Government shall perform inspection in a manner that will not unduly delay the work. If any of the services do not conform to contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. The Government shall notify the Contractor of any deficiencies within 8 hours of discovery. The Contractor shall have 8 hours to correct the deficiencies. When the defects in services are not corrected by re-performance the Government may: (b) Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements and (c) Reduce the contract price to reflect and ensure future performance in conformity with contract requirements, the Government may: (a) By contract or otherwise, perform the services and the charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service or (b) Terminate the contract for default.
1.10 POLICING GROUNDS: The pickup and disposal of litter, such as paper, bottles, cans, cardboard, plastic, rags, tree limbs, braches, twigs, broken glass, chunks of concrete, leaves, tumbleweeds, dead animals, paper and plastic hung on fences and under them, and other items identified by the QAE(s) as trash and other debris.
1.11 CONTRACTOR FURNISHED ITEMS AND SERVICES: The Contractor shall furnish everything required to perform this contract. The Government shall not be liable for loss or damage to the Contractor’s or Contractor employee’s property, equipment, or materials or the Contractor’s privately owned possessions. The Contractor shall use materials, tools, chemicals, equipment, supplies and etc. that conform to the requirements listed in this contract. The Contractor shall use his own tools and equipment of a designed type, size, rating and power for the intended use and shall be kept in a safe and operable condition at all times. No tools equipment and/or fuel shall be stored on government property.
1.12 CHEMICALS: Chemicals used in the performance of the work shall be purchased and issued to the Contractor’s employees in the original manufacturer’s containers. All such containers shall identify the type of chemical, instructions for use, dilution and any hazardous warnings. Products used shall be components that are formulated to be chemically compatible. Products shall be recommended by the manufacturer for their intended use and shall be compatible with other manufacture’s products used in conjunction with these products. They shall have been available in the market for commercial use for at least 2 years. Manufacturer’s published data will be the only acceptable evidence of materials meeting this requirement.
1.13 CLEAN-UP: All supplies, equipment and machines shall be kept out of traffic lanes or other areas where they might be hazardous and shall be secured at the end of each work period in a location off of government property.
1.14 GOVERNMENT INSPECTIONS: The Government reserves the right to inspect supplies, materials, equipment, and chemicals used to perform the requirements of this contract. The Government’s inspection will not constitute acceptance nor will it in any way replace the Contractor’s inspection system or otherwise relieve the Contractor of responsibility to furnish an acceptable item.
1.15 SPILL RESPONSIBILITY: The contractor is solely responsible for any and all spills or leaks during the performance of this contract, which occurs as a result of, or is contributed to by the actions of its agents, employees, or subcontractors. The contractor agrees to clean up such spills or leaks to the satisfaction of the Government in a manner that complies with applicable Federal, state, and local laws and regulations. The clean-up shall be at no cost to the Government. The contractor shall report all such spills or leaks, regardless of their quantity, to the COR and CO immediately upon discovery. A written follow-up report shall be submitted to the COR and CO not later than twenty-four (24) hours after the initial telephonic report. The written report shall be in narrative form and as a minimum include the following:
(1) Description of item spilled (including identity, quantity, etc.).
(2) Whether amount spilled is EPA/state reportable, and if so, whether it was reported.
(3) Exact time and location of spill including a description of the area involved.
(4) Containment procedures initiated, etc. the reduced value of the services performed. If the Contractor fails to promptly perform the services again, or to take the necessary action.
(5) Summary of any communications contractor has with press or Government officials other than the contracting officer.
(6) Description of clean-up procedures employed or to be employed at the site including disposal location of spill residue.
2.0 PERIOD OF PERFORMANCE
The period of performance shall be one calendar year starting on date of award.
