BROAD AGENCY ANNOUNCEMENT

BAA-RVKV-2013-0005

Questions and Answers

20 Aug 2013

Question Government Response

1. Since the anticipated award date is not until

December 2013, should we assume that the FY13 funding of $0.2M will be rolled over for expenditure in FY14, which makes total available funding in FY14 now $3.7M? Please clarify.

As stated in the Announcement the funding profile is an estimate only and not a contractual obligation for funding. AFRL anticipates funding this effort with Research and Development (R&D) monies which are available for obligation for two (2) fiscal years and is available for expenditure for five (5) years after the obligation period ends.

2. RE: Attachment C – Det 8 AFRL - RVK Cost Proposal Instructions--Does AFRL have templates for the tables included in the cost volume instructions?

Is that something that may be made available to potential offerors to assist in proposal preparation?

AFRL does not have templates for the tables included in the cost volume instructions.

AFRL will not make a template available to potential offerors to assist in proposal preparation as the formulas are contractor specific.

3. RE: Attachment C – Det 8 AFRL - RVK Cost Proposal Instructions--Please confirm that the Contractor Information document is not required for subcontractors/suppliers who will be supplying parts and not labor for the effort.

An exclusion applies to suppliers/vendors of commercially available off-the-shelf (COTS) items. See Amendment 1

4. RE: BAA Section VI “Proposal/Application and Submission Information”, Technical/ Management Proposal--Does the double spacing requirement include the cover, title page, headers & footers.

Double spacing does not include the cover page, title page, or headers and footers.

5. RE: BAA Section VI “Proposal/Application and Submission Information”, Technical/ Management Proposal--Since the cover will be immediately followed by a title page and the table of contents, initial proposal page numbers will be marked 1, I, ii, iii, 2. Is this the government’s intent or should the first page following the table of contents as page number 1?

Pages shall be numbered starting with page 1 immediately following the cover page and/or table of contents, the last page being no greater than 75.

See Amendment 1

6. RE: Font and line spacing for graphics and tables

BAA Section VI “Proposal/Application and Submission Information”, Technical/ Management Proposal--provides specific instructions for font and spacing requirement for tables (i.e. text). The exception listed is for illustrations, flowcharts, drawings and diagrams (i.e. pictures).

Question Government Response

7. RE: Contractor(s) submitting multiple and varying technical approaches.

BAA Section III, para E. 3. “There are no limits to the number of proposals an offeror may submit.”

Multiple proposals may be appropriate when varying technical approaches are defined pre-award.

A single proposal with options (FAR 17.2) may be appropriate when varying technical approaches are identified pre-award but the final decision/ technical path is decided during contract performance (post-award).

8. RE: Attachment C – Det 8 AFRL - RVK Cost Proposal Instructions, Contractor Information document--Please confirm individual suppliers providing pieces or technical services whose scope is under $700k are exempt from supplying the contractor information

An exclusion applies to vendors/suppliers of commercially available off-the-shelf (COTS) items; not by dollar threshold.

9. Provide clarification on the hardware deliverable.

All occurrences re: hardware deliverable are revised to read “Engineering Design Unit

(EDU)”:

• BAA Section I “Program Description” Table 2

• BAA Section I “Program Description”, para

D.2.

• CDRL A007

• Attachment A, Model Contract, Section F

CLIN 0003 Descriptive Data See Amendment 1

10. RE: BAA, Section I “Program Description”, para A--Is the Radiation Tolerance objective to be considered at the “box” or “component” level?

The Radiation objective level goals should be considered to apply at the “box” level. Thus, it will be up to the designer to consider the tradeoffs between the higher cost and lower performance of rad-hard components with the higher weight of shielding of critical components. Additionally, since these goals are at the objective level, the “box” delivered to the Government for ground testing may substitute non-rad-hard components with lower to match the rad-hard component planned for a space qualifiable “box”, as well as the design and plans to produce the space qualifiable “box”.

11. RE: Exhibit A CDRL A005--Are updates due at CDR? Or are other deliverables (formal submittal) regarding the design details due at

CDR?

CDRL A005 frequency and submissions are defined relative to PDR; whereas CDRLs A006 and A007 frequency and submissions are defined relative to CDR.
