BROAD AGENCY ANNOUNCEMENT TITLE: “High-Powered Electromagnetics (HPEM) Research Program (RDH-1)”

PROPOSAL CALL ANNOUNCEMENT (CALL) TITLE: HPEM Effects Analysis

PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER: 0006

1.0 TECHNICAL POINT OF CONTACT: The technical point of contact for the CALL is as follows:

3.0 REQUIREMENT DESCRIPTION:

Applicable Technical Areas from BAA-RVKD-2014-0003:

Technical Area 3 – “HPEM Effects”

BAA RVKD-2014-0003, CALL 0006

The Air Force Research Laboratory, Directed Energy Directorate, High-Powered Electromagnetics Division, and (AFRL/RDH) has a requirement to investigate and advance the state-of-the-art knowledge in HPEM effects. The effort envisioned seeks to research HPEM effects on digital and analog electronic systems, and to perform effects testing on such systems, as well as to build, run and validate models from basic physics models up to the engagement and mission levels that can be used to predict the effectiveness of HPEM weapons against electronic targets.

AFRL/RDH anticipates awarding one Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF) completion form task orders in the area of HPEM Effects. AFRL/RDH is responsible for investigating innovative opportunities to use HPEM technologies to support and enhance the missions of the Effects communities.

4.0 ANTICIPATED FUNDING:

Anticipated funding per Task Order (not per contract or award) is as follows:

The above funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to availability and Government discretion.

The Government reserves the right to cancel this announcement, either before or after the closing date. In the event the Government cancels this announcement, the Government has no obligation to reimburse an offeror for any costs, including bid preparation costs.

5.0 PERIOD OF PERFORMANCE:

The ordering period for any resultant Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be 60 months. The anticipated period of performance for individual Task Orders (TO) resulting from this CALL will be 57 months for technical effort and three (3) months for Final Report preparation.

6.0 PROPOSAL DUE DATE AND TIME:

The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. (MST) on 07 April 2017. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). 7.0 CALL AMENDMENTS:

Offerors should monitor FedBizOpps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

8.0 ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS:

The Air Force anticipates awarding one IDIQ contract with Cost-Plus Fixed-Fee (CPFF), completion form task orders. Successful offerors are required to have an accounting system considered adequate for tracking costs applicable to the contract. The estimated minimum ordering amount for an IDIQ award will be $100K. The overall estimated maximum ordering amount per task order will be $6M with an estimated maximum of $11M for all task orders in the aggregate. The anticipated value of the initial task order is $5M.

The Air Force reserves the right to award the instruments best suited to the nature of research proposed in the CALL.

9.0 ANTICIPATED NUMBER OF AWARDS:

The Air Force anticipates awarding one or more contracts as a result of the CALL. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to the CALL.

10.0 INTENT TO PROPOSE:

Potential offerors are requested to advise the Contracting Point of Contact if they intend to submit a proposal in response to the CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

11.0 DELIVERABLE ITEMS:

The following Contract Data Requirements Lists (CDRLs) is representative of data requirements that may be required by each representative contract. The full text CDRLs are included as Attachment 2, Contract Data Requirement List.

12.0 OTHER RELEVANT INFORMATION:

12.1. The Government contemplates awarding one (1) IDIQ contract, with one (1) task order issued in FY17. One (1) or more additional task orders may be awarded to the initial task order awardee in the early part of FY18.

12.2. Each Basic IDIQ and initial Task Order proposal will be competed independently and will be evaluated in accordance with the evaluation criteria specified in the BAA-RVKD-2014-0003, Amendment 2, dated 14 Jan 16, Paragraph V(1) Evaluation Criteria. The overall evaluation of the Basic IDIQ is of equal importance as the evaluation of the initial task order.

12.3. Government Furnished Information & Base Support: Any base support, Government Furnished Property (GFP), Government Furnished Information (GFI), equipment, or facilities needed for this requirement should be specified in the proposal.

12.4. Contractor Acquired Property (CAP): The offeror should propose Contractor Acquired Property as required to fulfill the proposed effort.

12.5. Required Travel: Some travel is anticipated in support of this effort to attend meetings for technical collaboration, conduct experiments and demonstrations, and to facilitate at most one or two Technical Interchange Meetings (TIMs) per year between the Government and the contractor.

12.6. Contract Security Classification Specification: Program security classification for the IDIQ effort is TOP SECRET. Program security classification for the initial TO effort is SECRET. A Contract Security Classification Specification (DD Form 254) will be applicable to any resulting award. (Attachment 3, Draft Contract Security Classification Specification, DD254). There is not a classified bidder’s library of information necessary in order to propose under this CALL.

12.7. Export Control: The offeror is expected to generate or require access to export-controlled items

12.8. Foreign Participation: Foreign Participation is prohibited on this effort.

13.0 APPLICABILITY OF BASELINE BAA:

All requirements of BAA-RVKD-2014-0003 apply unless specifically amended and addressed in the CALL. For complete information regarding BAA-RVKD-2014-0003, refer to the BAA as amended.

14.0 PROPOSAL SUBMISSION:

All proposal submissions should be in accordance with BAA-RVKD-2014-0003, Paragraph IV with the exception of the following specific instructions.

Each offeror shall submit one Technical/Management proposal that addresses the Basic IDIQ Statement of Objectives (SOO) and one Technical/Management proposal for the initial task order SOO. Furthermore, offerors shall include one Statement of Work (SOW) for the Basic IDIQ and one SOW for the initial task order. Please reference the chart below for details.

Microsoft Word format, 10-point Arial, double-spaced, double-sided (each side = 1 page), 8.5 x 11 in., 1” margins on all sides (See BAA RVKD-2014-003 for reference.)

Please note: The Government will check the proposal and SOW for alignment with the proposal instructions and CALL objectives. Any pages in excess of the stated page limitation after the format check will not be considered.

Offerors must submit with a cover letter, four (4)-original hard copies of the Technical/Management Proposal and two (2)-original hard copies of the Cost/Business Proposal. A CD with the Microsoft Word version of your Technical/Management Proposal, Cost/Business Proposal, and the SOWs must be submitted and must match the hard copy. If the electronic and hard copies of the proposals do not match, the hard copy will be considered the “control copy.” Proposals shall be submitted to the Contracting Point of Contact identified below at the following address. Proposals sent via facsimile or electronic means will not be accepted.

15.0 WORK AUTHORIZATION

Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until appropriate contractual actions are taken to add the work to the contract. Any work performed or expense incurred prior to that time (including bid and proposal costs) will be at your own risk.
