GENERAL REQUIREMENTS

1.0 SCOPE OF WORK:

1) Work is to be performed at Bldg. 1727, located on the Flightline in Edwards AFB, and will require special flightline access with the driver having the ability to drive on the flightline.

2) All work shall be in accordance with all applicable federal, state, and local rules and regulations (to include US Air Force / Edwards AFB requirements)

3) Contractor(s) shall be responsible for obtaining required access for work on Edwards Air Force Base.

4) Electricity supply to the elevator shall submit to Lock-Out-Tag-Out (LOTO) procedure.

5) Contractor shall furnish and install a new micro-processor based, programmable traction control system. The new control system shall be housed in a NEMA 1 rated, lockable metal cabinet, card reader provisions, and shall be non-proprietary with onboard diagnostics.

6) Contractor shall retain the current existing hoist machine. Contractor shall add new gear oil and seals and the brakes shall be relined and adjusted for proper operation.

7) Contractor shall remove the drive sheave and re-banned at a local machine shop and a new AC Hoist Motor shall be installed. The Hoist Motor shall be manufactured for use with a variable voltage, variable frequency application. The motor shall be coupled to the Hoist Machine through the use of a Flexible Coupling.

8) Contractor shall furnish and install a new Rope Brake as required by ASME A17.5.

9) Contractor shall replace all machine room wiring in accordance with NEC, ASME A17.1 and

California Title 8. Underground and overhead conduit may be used if condition warrants.

10) Contractor shall install brand new steel hoist cables with new shackles.

11) Contractor shall install a brand new governor, steel governor cable, and governor tail sheave.

12) Contractor shall furnish and install a new dual action seismic switch to work in accordance with the elevator system and all applicable rules and regulation and meet the safety standards.

13) Contractor shall replace all hoist way wiring and traveling cables in accordance with NEC, ASME 17.1 and California Title 8. All wiring and travel cables shall have a minimum of 10% spare wires. Existing junction boxes, hoist way conduit, and gutter shall be retained and additional conduit added as required.

14) Contractor shall install spare wiring for future elevator security camera and card reader.

15) Contractor shall retain the current existing hoist way deflector sheaves.

16) Contractor shall furnish and install a new leveling device.

17) Contractor shall furnish and install new normal, final, and access limit switches.

18) Contractor shall furnish and install a new elevator pit stop switch.

19) Contractor shall retain the current existing roller guides and new rollers shall be installed as needed for proper operation.

20) Contractor shall furnish and install new mechanical door equipment. This includes interlocks, pickup assemblies, tracks, and door closers. One complete set shall be installed at each landing, and the existing hoist way door panels shall be retained. New door gibs and fire tabs shall be installed at each landing as required by code.

21) Contractor shall furnish and install new hall call stations at each landing and the new hall call stations shall have round push-button assemblies with LED bulbs for extended service life. The hall stations shall be mounted at federal ADA code required heights. The main egress floor shall have the code required for fire service phase 1 key-switch.

22) Contractor shall furnish and install new hall digital position indicator on the ground level.

23) Contractor shall add adhesive braille plates to the hoist way jambs at each floor, at two per floor.

24) Contractor shall furnish and install code compliant hoist way access switches at the top and bottom landings, as per ASME A17.1 and California Title 8 code requirements.

25) Contractor shall install a new main car operating push-button station.

The new main car operating station shall include at the minimum:

25.1) New raised illuminating floor pushbuttons.

25.2) Door open/close and alarm pushbuttons, stop switch.

25.3) LED bulbs for extended service life.

25.4) Braille tags – white characters on black background.

25.5) New ADA hands free push to talk speaker phone.

25.6) 2” high red digital position indicator assembly, with passing toner.

25.7) Inspection on/off and light/fan service switches.

25.8) Emergency light with test switch.

25.9) Fire service phase 2 key switch and buzzer.

25.10) Engraving: Fire service operating instructions

26) Contractor shall install a new closed-loop car top door operator with a new track, rollers, and clutch.

27) Contractor shall furnish and install a new car door.

28) Contractor shall furnish and install a new solid-state infrared door reversing device.

29) Contractor shall furnish and install a new code compliant car top inspection station which shall include car top lighting, stop switch, 120-volt GFI outlet, and required audible and visual signals for fire recall.

30) Contractor shall furnish and install new car wiring for all required devices and assemblies. All wiring shall conform to NEC, ASME A17.1 and California Title 8 and new conduit will be installed as required.

31) Contractor shall furnish and install a new code compliant toe guard as required by Federal Code.

32) Contractor shall furnish and install one brand new two-speed fan on the car top to allow ventilation inside of the elevator cab.

33) Contractor shall furnish and install an emergency contact on the emergency escape hatch to meet code requirements.

34) Contractor shall ensure area is clean and empty.

35) Contractor shall take all associated elevator components, such as cabling, hardware, electrical and mechanical components to an approved landfill or other approved locations accepting asbestos, lead, and metal recyclable materials.

36) Site walk is required prior to bidding.

2.0 PURPOSE OF THE DOCUMENT:

This Statement of Work serves as a tool for recording customer requirements, ensuring that these requirements are met and evaluating the project design before the elevator components are purchased and installed. The overall objective is to establish a plan of action for defining and achieving desired results and goals.

3.0 REQUIREMENTS:

The work consists of, but is not limited to; furnishing all labor, materials, equipment, licenses, permits, disposal, and supervision required to perform the Removal and Installation of an Elevator system in Edwards Air Force Base in a manner that will ensure the neat, orderly, and professional appearance of Bldg. 1727.

4.0 MAP AND SIZE:

The size of the sitework location is approximately 1150 sqft at the base of the tower.

SECURITY REQUIREMENTS

5.0 : IDENTIFICATION BADGES:

The contractor shall be required to obtain identification badges from the Government for Contractor personnel who will be repeatedly accessing Government property to fulfill the contract requirements. The contractor shall be responsible for ensuring that all identification badges issued to contractor employees are returned to the Pass and ID office within 48 hours following completion of the contract, relocation or termination of an employee issued an identification badge.

6.0 : INFORMATION NON-DISCLOSURE:

The contractor shall not disclose any information provided or developed under this contract outside of the Government without prior approval from the Government.

7.0 : BASE ACCESS:

Proof of current vehicle registration, driver’s license and vehicle insurance must be made available prior to issuance of the base access permits. The contractor shall obtain base access for his personnel, subcontractors, vehicles and equipment by submitting the following information to the Facility Manager within five (5) working days prior to commencing work:

ADDITIONAL INFORMATION

8.0 SAFETY AND HEALTH:

The contractor shall comply with all USAF, federal, state, OSHA, DOT, EPA, standards, and local laws and regulations concerning the environmental, occupational safety and health, and hazardous material. In case of conflict among these laws and regulations, the most stringent law or regulation shall apply. The contractor shall ensure employees have all required training and certifications related to handling hazardous materials.

9.0 LICENSES, CERTIFICATIONS, AND TRAINING:

The contractor shall hold a valid license or certification necessary to complete all required work.

10.0 GOVERNMENT OBSERVATIONS:

Government personnel, such as Inspector General or 412th MXG/MXOLS staff are authorized to observe contractor operations. Efforts will be made to minimize the degree of disturbance on contractor performance.

11.0 HOURS OF OPERATION:

The site location is a high-traffic area and will be occupied 24/7, do not leave tools or other safety-hazards unescorted and keep them in a safe location.

12.0 NO SMOKING POLICY:

There is an Air Force Policy of NO SMOKING in any Government vehicle or building in accordance with AFI 40.102 (3 Jan 1994).

Attachment 1: Environment Minimalization Measures Checklist

MINIMIZATION MEASURES

This project (Control No. 21-0276, Replace Elevator and Controller in Control Tower, Building 1727) qualifies for a categorical exclusion A2.3.9 (Repairing and replacing real property…) and A2.3.12 (Installing, operating, modifying…). The project is approved contingent upon compliance with the following minimization measures.

1. The proponent/contractor shall inform Environmental Management’s EIAP Planners of all changes to the project scope to ensure that the National Environmental Policy Act (NEPA) analysis stays current. Contact Environmental Management at (661) 277-9225 or 277-1450 or e-mail 412TW.CEV.EIAP@us.af.mil for more information.

2. All portable engines (emergency generators, start carts, air/power carts, etc.) with a rating of 50 brake horsepower and greater must either have an air quality permit, be registered under the California Air Resources Board (CARB) Statewide Portable Equipment Registration Program (PERP), or, if DOD owned, must be listed under the DOD Tactical Support Equipment (TSE) permit. Information must be provided to Environmental Management describing the make, model, serial number, capacity, horsepower, electrical rating, and other appropriate parameters of the engine.

3. All portable engines and off-road vehicles must be certified to the appropriate EPA Tier rating and CARB

Executive Order emission standards. All new portable engines (including off-road equipment) must meet Tier IV emissions rating, except TSE may use a lower Tier rating not lower than Tier 2. In-use portable engines may be certified to lower Tier emissions standards provided documentation of existing air permits or CARB registration demonstrate the engine meets the appropriate Tier standard for the year placed in service.

4. Owners and/ or operators of in-use off-road diesel, gasoline, liquefied petroleum gas (LPG), and other alternate fuels vehicles rated 25 horsepower (hp) or greater (i.e. loaders, crawlers tractors, skid steers, backhoes, forklifts, etc.) must meet current emission standards and fleet requirements pursuant to California Air Resources Board (CARB) regulations. The equipment must be registered under the Diesel Off-road Online Reporting System (DOORS) or maintain a local permit. New equipment must be certified to an equivalent of Tier 3 or higher emission standard.

5. Only use gasoline, diesel, or alternative fuels that meet California Air Resources Board (CARB) certification specifications for ultra-low sulfur content and aromatic hydrocarbon content requirements.

6. CARB Fleet requirements for in-use off road equipment rated 25 hp or greater (construction equipment) and on-road diesel fueled vehicles with a gross vehicle weight greater than 10,000 pounds (semis, trucks, buses) limit idling to no more than 5 minutes when not actively in use. A vehicle may be allowed to idle for longer periods provided idling is necessary for safe operation of the vehicle or safety of the vehicle operator (emergency vehicles, air conditioning during excessive heat warnings, heating when temperature is below freezing).

7. For any portable engine or off-road vehicle used by a contractor, rental agency, or other party registered with

CARB, the proponent/contractor shall be responsible maintaining PERP/TSE/DOORS registration and notifying the Air Pollution Control District of any generators (EKAPCD, MDAQMD, or AVAQMD) brought on Edwards AFB.

8. Proposed projects that use coatings, adhesives, lubricants, cleaners or solvents must comply with volatile organic compound (VOC) content and Hazardous Air Pollutant (HAP) limitations at levels ranging between 0 to 730 grams/liter, depending upon the application and regulating authority. Coatings used in construction activities must comply with Architectural Coating Rules and Organic Solvent Rules. Coatings used in manufacturing or industrial applications may require a permit to operate while others may qualify as an exemption. Contact Environmental Management for additional guidance.

9. All project-required emission sources (i.e., boilers, generators, tanks) that require modification from original project submittal must be reevaluated before any work can begin.

10. Contractors are responsible for obtaining all required permits and registrations prior to bringing any equipment/vehicles on Base. Emissions from permitted devices and activities must be tracked and reported to the California Air Resources Board (CARB), local air quality district and the U.S. EPA. Air quality permits, if required, shall be coordinated through the lead agency for air quality permitting and Environmental Management. Records of permits, CARB registrations, and required monitoring must be forwarded to Environmental Management.

Project is to replace the existing elevator within Building 1727 (Air Traffic Control Tower). Elevator is a 25 year old piece of equipment and existing system is no longer being manufactured causing it difficult to find replacement parts.

Contractor is to ensure all portable equipment to be used it certified with the California Air Resources Board (CARB).

Contractor shall comply with EKAPCD Solvent Rules 401 and 402, and Architectural Coating Controls Rule 410.1A

11. Please contact 412 TW/SEG at 277-SAFE (7233) for assistance regarding Edwards AFB specific confined space entry and permitting requirements. 412 TW/SEG will brief potential entrants regarding these requirements upon review/approval of the Master Entry Plan (MEP). Confined spaces as defined from Occupational Safety and Health Standards, Subpart J, General Environmental Controls, Permit-Required Confined Spaces, Occupational Health and Safety (OSHA) Standards – 29 Code of Federal Regulations (CFR), standard number: 1910.146 (reference 2) is a size and shape to allow a person to enter; limited openings for workers to enter and exit; and not designed for continuous occupancy. Confined spaces are classified as two types – permit-required and non-permit. Permit-required confined spaces are defined as having one or more of the following characteristics: contains or has potential to contain a hazardous atmosphere; contains a material with a potential to engulf an entrant; an internal configuration that could trap an entrant or asphyxiate by inwardly converging walls or by a floor which slopes downward and tapers to a smaller cross-section; and contains any other recognized serious safety or health hazard. Non-permit confined space means a confined space that does not contain or, with respect to atmospheric hazards, have the potential to contain any hazard capable of causing death or serious physical harm.

12. This project has a significant potential to encounter or disturb asbestos-containing material (ACM) and/or lead-based paint (LBP). Contact the 412 CES/CEOER (Asbestos and Lead Operations Officer) at (661) 277-4475 for survey data and potential survey requirements prior to proceeding with this project. If ACM and/or LBP is disturbed, additional requirements include, but are not limited to the following measures listed below:

• Asbestos and/or lead related project work plans, survey/inspections, and/or specification and design packages shall be submitted in accordance with the Edwards AFB Asbestos and/or Lead Management Plans, through the Contracting Officer or the Air Force Project Manager to the 412 CES/CEOER (Asbestos and Lead Operations Officer), 412 CEG/CEV (Environmental Management, Toxic Substances), and 412 OMRS/SGPB (Bioenvironmental Engineering) for review and comment (or approval as applicable) to determine if all applicable rules and regulatory requirements have been followed. Asbestos and lead work plans shall be authored and signed by a CAC, certified by the California Division of Occupational Safety and Health, site specific, and submitted separately per the Edwards AFB Asbestos and Lead Specifications.

• Signed HW disposal manifests shall be required for HW that may be generated on this project prior to transportation for off-site disposal to a California Department of Toxic Substance Control (DTSC) and/or US EPA-approved landfill or treatment facility. The Proponent/Contractor shall submit draft manifests via email to the Edwards AFB Environmental Management Office at 412CEG.CEVC.HWWorkflow@us.af.mil for review. After the draft manifests have been approved, the waste shipment must be scheduled with the Environmental Office to arrange for manifest signature by government personnel with Signature Authority. Contact the Hazardous Waste Support Facility (HWSF) mailto:412CEG.CEVC.HWWorkflow@us.af.mil personnel at (661) 277-3681, the 412CEG/CEVC HW Program Manager at (661) 277-1777, or email 412CEG.CEVC.HWWorkflow@us.af.mil for questions or additional information.

• National Emission Standards for Hazardous Air Pollutants (NESHAP) Notification is required by regulation to be submitted to the Eastern Kern Air Pollution Control District (EKAPCD) for ALL DEMOLITIONS and for ANY PROJECT (demolition or renovation) disturbing regulated asbestos containing material (RACM) above the EKAPCD de minimis amounts. Per the Edwards AFB Asbestos Management Plan (AMP), courtesy notification is required for any project that disturbs any asbestos, even below de minimis amounts. All asbestos notifications are required to be submitted through the Contracting Officer or Air Force project manager to the 412 CES/CEOER (Asbestos and Lead Operations Officer) and 412 CEG/CEV (Environmental Management, Toxic Substances) for review and approval five working days prior to submission of the notification to EKAPCD, revision shall be submitted for approval before the revised work commences.

13. Mercury can be found in high-intensity discharge (HID) lamps, fluorescent lamps, mercury vapor lamps, switches, thermostats, etc. The introduction of mercury-containing materials on Edwards AFB should be minimized when possible and substituted with more environmentally friendly products. Mercury-containing materials are managed as hazardous and universal wastes. For information on the proper packaging, storage, and shipping of universal wastes, contact 412 CEG/CEVC’s Consolidation, Recycling, and Universal Waste (CRUW) Facility at (661) 277-3681 or 412 CEG/CEVC at (661) 277-1777.

14. Electrical fixtures/ballasts scheduled for removal must be checked (or sampled as necessary) for

Polychlorinated Biphenyl (PCBs), a potential hazardous or regulated waste. The proponent/contractor shall coordinate PCB sampling, removal, storage, and disposal activities with the 412 CEG/CEV (Environmental Management, Hazardous Waste Program Manager) at (661) 277-1777.

15. If electrical components containing dielectric material are scheduled for removal, they must be checked (or sampled as necessary) for polychlorinated biphenyls (PCBs), a potential hazardous or regulated waste. The proponent/contractor shall coordinate PCB sampling, removal, storage, and disposal activities with 412 CEG/CEV at (661) 277-1777 or Environmental Management’s contractor at 277-3681.

16. The Proponent/Contractor shall ensure all hazardous materials (HM) are authorized and managed in compliance with FAR Clause 52.223-3, Hazardous Material Identification and Material Safety Data, FAR Clause 52.223-5, Pollution Prevention and Right-to-Know Information and applicable sections of Air Force Manual 32-7002, Environmental Compliance and Pollution Prevention, and Edwards Air Force Base (AFB) HM policy, to ensure compliance with Emergency Planning and Community Right-to-Know Act of 1986 (42 U.S.C. 11001- 11050),and Pollution Prevention Act of 1990 (42 U.S.C. 13101-13109).

For all chemicals/materials (paints, adhesives, solvents, lubricants, cleaners, etc.) procured for this project by any means other than an installation HAZMART, the Proponent/Contractor shall provide the following to the Contracting Officer Representative (COR), at least 45 days prior to the start of the project:

• Completed Contractor Hazardous Materials Usage Tracking Form

• Current Safety Data Sheets

The Proponent/Contractor shall continue to provide material usage updates to the COR by the 5th of each month until the term of contract. The COR will forward all contractor provided information to the 412CEG/CEVC HM Program Manager. For guidance regarding tracking of HM, usage and regulatory requirements, or questions regarding completing this form, contact the Edwards AFB Environmental Management Office at (661) 277-1401 or email 412CEG.CEVC.HMWorkflow@us.af.mil.

17. The proponent/contractor shall ensure that all solid and hazardous waste management on this project complies with all applicable sections of Air Force Manual 32-7002, Environmental Compliance and Pollution Prevention, the Edwards Air Force Base (AFB) Hazardous Waste Management Plan (HWMP) and Integrated Solid Waste Management Plan, the California Health and Safety Code (HSC), Title 22 California Code of Regulations (CCR), and Title 40 Code of Federal Regulations (CFR).

18. Hazardous/regulated waste shall be disposed of under the Edwards AFB, US Environmental Protection Agency (EPA) ID number, with Edwards AFB as the Generator, unless the Proponent/Contractor is considered “other persons” under the Resource Conservation and Recovery Act (RCRA) and operates their HW activities independent of Edwards AFB using their own US EPA ID number.

19. Signed HW disposal manifests shall be required for HW that may be generated on this project prior to transportation for off-site disposal to a California Department of Toxic Substance Control (DTSC) and/or US EPA-approved landfill or treatment facility. The Proponent/Contractor shall submit draft manifests via email to the Edwards AFB Environmental Management Office at 412CEG.CEVC.HWWorkflow@us.af.mil for review.

After the draft manifests have been approved, the waste shipment must be scheduled with the Environmental Office to arrange for manifest signature by government personnel with Signature Authority. 20. The proponent/contractor shall ensure that all solid waste management on the proposed project complies with all applicable sections of AFMAN 32-7002 Environmental Compliance and Pollution Prevention, and the Edwards Air Force Base Integrated Solid Waste Management Plan (ISWMP), including AFMAN 32-7002

6.6.3.5. "Installations or organizational proponents with contracted activities that generate waste must ensure that, to the extent required by law (as outlined in DoDI 4715.23), provisions are included in the contract to obligate the contractor to participate in the installation’s program (whether QRP or otherwise) for recyclable wastes generated on the installation, where applicable. 21. The Desert Tortoise Handout (DT Handout 412 TWPA Release #18150 20180316) shall be distributed to vehicle and equipment drivers prior to accessing Edwards AFB and the project area. All workers should review the handout. If possible, the handout should also be posted at the project site.

22. The proposed project, Replace Elevator, B1727, is an undertaking in accordance with 36 CFR §800.16(y). As such, and in accordance with Section 106 of the National Historic Preservation Act, as amended (NHPA), Edwards AFB Cultural Resources (Base Historic Preservation Officer [BHPO] or qualified personnel under the direction or supervision of the BHPO) has reviewed the proposed undertaking and determined that the actions constituted therein will not adversely affect historic properties.

• Building 1727 was constructed in 1986 and has not been evaluated for inclusion in the National Register of Historic Places as it does not meet the 50 year age requirement for consideration under the standard National Register Criteria for Evaluation.

23. If the undertaking is modified subsequent to this review, the proponent shall coordinate with Cultural Resources to ensure compliance with Section 106 of the NHPA. Coordination can be accomplished by contacting 412 CEG/CEVA at 412CEG.CEVA.CulturalResources@us.af.mil.

24. Based upon the information provided, there is no requirement to consult with the California State Historic Preservation Officer.

GENERAL REQUIREMENTS
1.0 SCOPE OF WORK:
1) Work is to be performed at Bldg. 1727, located on the Flightline in Edwards AFB, and will require special flightline access with the driver having the ability to drive on the flightline.
2) All work shall be in accordance with all applicable federal, state, and local rules and regulations (to include US Air Force / Edwards AFB requirements)
3) Contractor(s) shall be responsible for obtaining required access for work on Edwards Air Force Base.
4) Electricity supply to the elevator shall submit to Lock-Out-Tag-Out (LOTO) procedure.
25) Contractor shall install a new main car operating push-button station. The new main car operating station shall include at the minimum:
26) Contractor shall install a new closed-loop car top door operator with a new track, rollers, and clutch.
27) Contractor shall furnish and install a new car door.
28) Contractor shall furnish and install a new solid-state infrared door reversing device.
29) Contractor shall furnish and install a new code compliant car top inspection station which shall include car top lighting, stop switch, 120-volt GFI outlet, and required audible and visual signals for fire recall.
30) Contractor shall furnish and install new car wiring for all required devices and assemblies. All wiring shall conform to NEC, ASME A17.1 and California Title 8 and new conduit will be installed as required.
31) Contractor shall furnish and install a new code compliant toe guard as required by Federal Code.
32) Contractor shall furnish and install one brand new two-speed fan on the car top to allow ventilation inside of the elevator cab.
33) Contractor shall furnish and install an emergency contact on the emergency escape hatch to meet code requirements.
34) Contractor shall ensure area is clean and empty.
35) Contractor shall take all associated elevator components, such as cabling, hardware, electrical and mechanical components to an approved landfill or other approved locations accepting asbestos, lead, and metal recyclable materials.
36) Site walk is required prior to bidding.

9.0 LICENSES, CERTIFICATIONS, AND TRAINING:
The contractor shall hold a valid license or certification necessary to complete all required work.
10.0 GOVERNMENT OBSERVATIONS:
Government personnel, such as Inspector General or 412th MXG/MXOLS staff are authorized to observe contractor operations. Efforts will be made to minimize the degree of disturbance on contractor performance.
11.0 HOURS OF OPERATION:
The site location is a high-traffic area and will be occupied 24/7, do not leave tools or other safety- hazards unescorted and keep them in a safe location.
12.0 NO SMOKING POLICY:
There is an Air Force Policy of NO SMOKING in any Government vehicle or building in accordance with AFI 40.102 (3 Jan 1994).
Attachment 1: Environment Minimalization Measures Checklist
MINIMIZATION MEASURES
Project is to replace the existing elevator within Building 1727 (Air Traffic Control Tower). Elevator is a 25 year old piece of equipment and existing system is no longer being manufactured causing it difficult to find replacement parts.
Contractor is to ensure all portable equipment to be used it certified with the California Air Resources Board (CARB).
Contractor shall comply with EKAPCD Solvent Rules 401 and 402, and Architectural Coating Controls Rule 410.1A
