Q&A - RFQ 140F1G23Q0050 - Physical Access Control System

1. Is there currently an existing system? If so, may we have any details you can share about the brand and version?

Answer: Yes, there currently is an existing system. The software being used is called DSX Access Systems. I do not know what version is being used, just that it is old. The brand of the current card readers is HID pivCLASS and they were installed in 2020-2021

2. Can you confirm that the door hardware for the associated doors is in place and in good working order?

Anything further you can share on types Answer: Yes, all door locks and hardware are in good working order. They were installed in 2020-2021. They consists of Cormax Best lock cores and Von Duprin brand exit bars.

3. Can you confirm that a new server and new workstation are expected to be provided?

Answer: As stated in the SOW, "The readers and control panels will be connected to the FWS Enterprise Gallagher access control system (IP addresses will be provided)." The server is existing, a work station will be provided.

4. As we understand it this is a FFP contract. This is NOT an e-buy restricted to GSA contract holders, correct?

Answer: Correct, this is not restricted to GSA contract holders and a GSA contract cannot be accepted in response to this RFQ.

5. We are of the understanding, based upon this paragraph, that we need to provide new conduit/pathways.

If existing are available, please let us know.

Answer: Existing conduit/pathways are available and can likely be used.

6. We can provide more data on the potential ‘interoperability’ and provide the licensing, if you can provide the brand names/versions of the VSS and IDS.

Answer: Currently there is not a VSS, and the IDS system will be replaced. We need a system that will be compatible with both a VSS and IDS, however, we do not know what brand/make/model those systems will be because that is the second phase of our security improvements and the request for bids has not been developed. However, we would like a system that is compatible with a VSS/IDS system with the same capabilities as the brand; Bosch security components or approved equal.

7. What is the wage determination for this project?

Answer: Not Applicable

8. Are Scaled Drawings available, if so please post.

Answer: Scaled drawings are not available

9. Are Ceilings Suspended? Or Hard Lid?

Answer: Ceilings are suspended

10. Are there existing Cable Trays for wiring above ceilings?

Answer: Yes

11. Can Existing Wiring be utilized?

Answer: Yes

12. Is a “UPS” required? If so, What Time/Power Duration is required?

Answer: The Panels are required to have a Battery Backup with a minimum of 4 hours duration

13. Are “Or Equal” Equipment substitutions allowed?

14. Is “Plenum Wire” acceptable?

Answer: Yes, as long as the wire type meets equipment manufacturers specifications

15. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t?

Answer: There is the potential for after hours access at no add'l cost to the gov't

16. What is the height of Exterior Cameras? (If any) Answer: There are no existing cameras

17. Please provide/post other “Q & A” requests.

18. Please provide a list of equipment to be installed.

Answer: Refer to Scope of Work

19. Is there an incumbent vendor who has been servicing the existing system? If so, what is the most current contract number and amount?

Answer: No

13. Is there any requirement for the readers to be FICAM-compliant?

Answer: Yes, as stated in the SOW

14. Are there any requirements for the system to be cyber-secure?

Answer: Yes

15.Is there existing conduit, if so can it be used for the new wire runs? Answer: Yes

16.If new conduit is needed please show on the drawings with approx footage.

Answer: New conduit should not be needed

17.Are there pipe chase connection between the floors?

Answer: There is only one floor.
