PHYSICAL ACCESS CONTROL SYSTEM (PACS) – FWS Western WA FWCO
This Physical Access Control System is specified for the US Fish and Wildlife Service (FWS) Western Washington Fish and Wildlife Conservation Office.
PACS System Requirements All equipment for this contract shall meet the same specifications as the current General Services Administration (GSA) standards and be on the GSA-Approved Products List.
The contractor shall install, and make fully functional, a Physical Access Control System (PACS). The system shall meet national standards that allow the use of Personal Identity Verification (PIV) compliant identification cards as per Homeland Security Presidential Directive (HSPD) 12 and meet standards for FIPS-201 compliance. The system shall also be capable of Federal Identity, Credential, and Access Management (FICAM) certificate validation to the Federal Bridge (certificate revocation list (CRL)). The readers and control panels will be connected to the FWS Enterprise Gallagher access control system (IP addresses will be provided). The system shall support multiple accounts which permit control of access to data on a per-site basis. Privileges to read or edit data within one account shall not permit an administrator to view or edit data within any other account. Client software will be loaded on FWS supplied computer.
The PACS control panel and associated power distribution hardware will be located in the Electrical room (room 124A) in Sawyer Hall and in Room 1 in the Warehouse/Lab building.
These locations must be properly ventilated to ensure appropriate cooling of electronics. The contractor shall provide a client software and licensing to manage data within the system and the PACS control panels shall have a minimum of a one Gigabit Ethernet connection.
Connection of the system to the FWS network will be done in conjunction with the FWS Information Resources and Technology Management (IRTM) to ensure that IT security requirements are met. A battery backup shall be incorporated into the PACS controller panels that will allow for a minimum of 4 hours backup power from initial commercial power failure.
Category 6e or physical access control cabling such as Belden 558AFS will be utilized for the PACS and shall be placed in appropriately sized conduit or wire trays and provide ample space for future cable runs. Conduit or trays shall be supported using appropriate hanger systems and be marked for identification.
All data conduit/trays shall be a minimum of 12 inches from any electrical systems that are of a voltage greater than 24 volts. High voltage and low voltage wiring will not be intermixed in the same conduit/tray or be closer than 24 inches, to reduce interference.
Conduit/trays and cabling shall be run between each device on the PACS (Locking device/Card Reader/Request to Exit (RTE)) to location of the PACS panel. All cabling shall be marked and properly labeled at each end (device and termination) for ease in identification.
Further, all physical, electrical, electromechanical, and mechanical devices shall be compatible with FIPS 201-3 access standards unless a suitable alternative is identified and submitted to the Contracting Officer (CO). The CO will consult with the Office of Emergency Management and Physical Security (OEMPS) prior to granting approval for a proposed alternate.
The doors identified below and in any attached drawings, must have PACS hardware/devices installed using listed types of equipment that are pre-approved by the CO, in consultation with https://www.idmanagement.gov/approved-products-list-pacs-products/
OEMPS personnel. PACS devices must also be listed on the GSA-Approved Products List.
All PACS doors shall retain hard-key override ability and manufacturer installed locking devices unless retention of those devices inhibits installation of crash bar exit devices.
All components provided under this contract must be new. Used, repurposed, or refurbished equipment is not authorized for use and will not be accepted.
General PACS Operational Requirements The PACS shall control, monitor, and record all valid and invalid entry attempts by personnel using access cards at card reader terminals.
The system software and hardware should also have provisions and the ability for the local issuance of temporary access cards that provide agency management the ability to input data, delete data, and issue vendor-provided basic cards, as needed (note: temporary access cards must be validated by the NIST Personal Identity Verification Program (NPIVP) and may not contain a prox interface, i.e., a 125 kHz antenna). A minimum of 10 vendor-provided visitor cards must be provided.
The PACS system must FIPS 201 compliment and allow interoperability with the Video Surveillance System (VSS) and Intrusion Detection System. However, the PACS may not be connected to the VSS or IDS at the time of installation.
The system will consist of 6 card readers with keypads (PIN pad), two reader control panels (one in each building), and client computer with enrollment reader.

The contractor must show proof of prior experience with FIPS-201 compliant access control systems in Federal facilities.
The contractor shall provide end user training for the system prior to acceptance. In addition, all hardware and peripherals shall be warranted for 1 year, in addition to any manufacturer’s warranty. All software must be registered to the US Fish and Wildlife Service and master copies of said software must be provided to the agency IRTM. The contractor must provide a minimum of 2 hours of end-user training to facility staff, and 4 hours of training for system administrators, prior to acceptance.
